During WWII the government produced and distributed 78 RPM "Victory Discs," or V-Discs, to U.S. troops all over the world. The records were to be destroyed after the war but many of them survived. :)
A lot of the V-Disc material was taken from radio programs like Command Performance; you can find out more in the book V-Discs: A History and Discography by Richard Sears.
Any error or typo is mine. :)
Since the gov't produced and distributed these records they are public domain but if you intend to make $ or otherwise profit from these files, please consider making a donation to a veteran's charity of your choice. Thanks. :)
Here's the links to the entire set of V-Discs that I've uploaded to Archive.Org:

Subject: Appreciate the Uploads. However....
Too many of these recordings have been joined together. For instance: V-Disc 414A [Bing Crosby, "Down By the Old Ox Road" and "Soon"] while two separate songs (414A1 and 414A2), they have been combined into one file as "Down By the Old Ox Road/Soon." All songs should be separated - never joined together. While this may seem nit-picky to many, to those of us who collect music and have a filing system, this is essential.
Most of these - if not all - are in the public domain. Since they were created for a federal government agency (the War, Navy, or Treasury Depts) they fall under public domain. However, I would still check about copyright for the Sinatra recordings.

Subject: A vast panorama of the spirit of WWII
Subject: A vast panorama of the spirit of WWII
As we tend to do in national disasters and wars, this series of V-Discs are both a wonderful display of talent helping make the armed forces serving their country feel better for the moment, and remembering home and loved ones... that alone, makes these V-Discs so poignant and so treasured.
We can listen now for the talent of the famous and current performers, jazz and vocal and big band... all the names we know and love from that era are here.
Note that both black and white performers are well represented in these V-Discs, and that was sadly true of entertainment, but not in "real life" as it was in the South of the United States. We're still feeling the struggle of racial divide in this time of 2017 (I live in North Carolina, and it's local for me) but we've seen that America is greater than racial divides, and our current tragedies of the Houston TX Harvey destruction is just another example of, in times of trouble, we pull together and work together and help each other. As my Father and Mother did in WWII. It was in Tampa in WWII beginning that they met, so I lived in the South in Segregation and now.
Let us appreciate these wonderful collections of entertainment in the spirit of giving, as they were to the "GI Joes and Janes", and the women who loved them working in the factories and home services that made our War War II home front dedication, so much a part of what makes America great.
Enjoy the many, many great tunes, and thank you to the compilers, especially "WA4CZD" who has offered so much to archive.org folks.
This is a true historical treasure.
It is cultural gold. Historical truth. Great talents. And beloved in the time these V-Discs were made. My Father was in the Signal Corp in Europe during WWII. I only wished he'd lived to enjoy archive.org and these treasured recordings with me.

Many thanks for these fine remembrances of the past. A small correction:
You're number 166 should read 098 V-Disc B.
jazzrealities
I would like to link it to my blog jazzrealities. Can you do vice versa?

Subject: May I use these v disks in commercial projects?s?
Hi-
Thanks for posting these excellent recordings.
Hi-
My name is Kevin Coffey and I am a cartoonist and animated cartoon filmmaker located in San Francisco.
My website is here: http://cartoonlandanimation.com
I am interested in using, in a commercial context, an audio radio recording made during world war two for "V-disks".
It is available on your site here, where it is categorized as being in the public domain (Creative Commons license:Public Domain Mark 1.0 -)
The actual recording is this one, which you've posted:
http://ia601202.us.archive.org/8/items/V-discs1-991943-1944/1943-11-xx-038-V-Disc-A-Benny-Goodman---Bugle-Call-Rag.mp3
Is there a way for me to verify that these recordings are truly in the public domain as you post?
Thanks so much-
Kevin C.
