In the contemporary data-driven landscape, ensuring data quality (DQ) is crucial for deriving actionable insights from vast data repositories. The objective of this study is to explore the potential for automating data quality management within data warehouses as data repository commonly used by large organizations. By conducting a systematic review of existing DQ tools available in the market and academic literature, the study assesses their capability to automatically detect and enforce data quality rules. The review encompassed 151 tools from various sources, revealing that most current tools focus on data cleansing and fixing in domain-specific databases rather than data warehouses. Only a limited number of tools, specifically ten, demonstrated the capability to detect DQ rules, not to mention implementing this in data warehouses. The findings underscore a significant gap in the market and academic research regarding AI-augmented DQ rule detection in data warehouses. This paper advocates for further development in this area to enhance the efficiency of DQ management processes, reduce human workload, and lower costs. The study highlights the necessity of advanced tools for automated DQ rule detection, paving the way for improved practices in data quality management tailored to data warehouse environments. The study can guide organizations in selecting data quality tool that would meet their requirements most.

Recognized for fostering innovation and transparency, driving economic growth, enhancing public services, supporting research, empowering citizens, and promoting environmental sustainability, High-Value Datasets (HVD) play a crucial role in the broader Open Government Data (OGD) movement. However, identifying HVD presents a resource-intensive and complex challenge due to the nuanced nature of data value. Our proposal aims to automate the identification of HVDs on OGD portals using a quantitative approach based on a detailed analysis of user interest derived from data usage statistics, thereby minimizing the need for human intervention. The proposed method involves extracting download data, analyzing metrics to identify high-value categories, and comparing HVD datasets across different portals. This automated process provides valuable insights into trends in dataset usage, reflecting citizens' needs and preferences. The effectiveness of our approach is demonstrated through its application to a sample of US OGD city portals. The practical implications of this study include contributing to the understanding of HVD at both local and national levels. By providing a systematic and efficient means of identifying HVD, our approach aims to inform open governance initiatives and practices, aiding OGD portal managers and public authorities in their efforts to optimize data dissemination and utilization.

Open Government Data (OGD) initiatives aim to enhance public participation and collaboration by making government data accessible to diverse stakeholders, fostering social, environmental, and economic benefits through public value generation. However, challenges such as declining popularity, lack of OGD portal usability, and private interests overshadowing public accessibility persist. This study proposes an integrated usability framework for evaluating OGD portals, focusing on inclusivity, user collaboration, and data exploration. Employing Design Science Research (DSR), the framework is developed and applied to 33 OGD portals from the European Union (EU) and Gulf Cooperation Council (GCC) countries. The quantitative analysis is complemented by qualitative analysis and clustering, enabling assessment of portal performance, identification of best practices, and common weaknesses. This results in 19 high-level recommendations for improving the open data ecosystem. Key findings highlight the competitive nature of EU portals and the innovative features of GCC portals, emphasizing the need for multilingual support, better communication mechanisms, and improved dataset usability. The study stresses trends towards exposing data quality indicators and incorporating advanced functionalities such as AI systems. This framework serves as a baseline for OGD portal requirements elicitation, offering practical implications for developing sustainable, collaborative, and robust OGD portals, ultimately contributing to a more transparent and equitable world.

Despite significant progress of national OGD initiative in OGD rankings, local governments lag in OGD provision. This study aims to examine barriers hindering municipalities from openly sharing OGD. Employing a qualitative approach through interviews with Estonian municipalities and drawing on the OGD-adapted Innovation Resistance Theory model, the study sheds light on barriers impeding OGD sharing. Practical recommendations are proposed to bridge the gap between national policies and local implementation, including enhancing awareness, improving data governance frameworks, and fostering collaboration be-tween local and national authorities. By addressing overlooked weaknesses in the Estonian open data ecosystem and providing actionable recommendations, this research contributes to a more resilient and sustainable open data ecosystem. Additionally, by validating the OGD-adapted Innovation Resistance Theory model and proposing a revised version tailored for local government contexts, the study advances theoretical frameworks for understanding data sharing resistance. Ultimately, this study serves as a call to action for policymakers and practitioners to prioritize local OGD initiatives.

Public data ecosystems (PDEs) represent complex socio-technical systems crucial for optimizing data use in the public sector and outside it. Recognizing their multifaceted nature, previous research pro-posed a six-generation Evolutionary Model of Public Data Ecosystems (EMPDE). Designed as a result of a systematic literature review on the topic spanning three decade, this model, while theoretically robust, necessitates empirical validation to enhance its practical applicability. This study addresses this gap by validating the theoretical model through a real-life examination in five European countries - Latvia, Serbia, Czech Republic, Spain, and Poland. This empirical validation provides insights into PDEs dynamics and variations of implementations across contexts, particularly focusing on the 6th generation of forward-looking PDE generation named "Intelligent Public Data Generation" that represents a paradigm shift driven by emerging technologies such as cloud computing, Artificial Intelligence, Natural Language Processing tools, Generative AI, and Large Language Models (LLM) with potential to contribute to both automation and augmentation of business processes within these ecosystems. By transcending their traditional status as a mere component, evolving into both an actor and a stakeholder simultaneously, these technologies catalyze innovation and progress, enhancing PDE management strategies to align with societal, regulatory, and technical imperatives in the digital era.

Estonia has a global reputation of a digital state or e-country. However, despite the success in digital governance, the country has faced challenges in the realm of Open Government Data (OGD) area, with significant advancements in its OGD ecosystem, as reflected in various open data rankings from 2020 and onwards, in the recent years being recognized among trend-setters. This paper aims to explore the evolution and positioning of Estonia's OGD development, encompassing national and local levels, through an integrated analysis of various indices, primary data from the Estonian OGD portal, and a thorough literature review. The research shows that Estonia has made progress in the national level open data ecosystem, primarily due to improvements in the OGD portal usability and legislation amendments. However, the local level is not as developed, with local governments lagging behind in OGD provision. The literature review highlights the lack of previous research focusing on Estonian and European local open data, emphasizing the need for future studies to explore the barriers and enablers of municipal OGD. This study contributes to a nuanced understanding of Estonia's dynamic journey in the OGD landscape, shedding light on both achievements and areas warranting further attention for establishing a sustainable open data ecosystem.

Today, data has an unprecedented value as it forms the basis for data-driven decision-making, including serving as an input for AI models, where the latter is highly dependent on the availability of the data. However, availability of data in an open data format creates a little added value, where the value of these data, i.e., their relevance to the real needs of the end user, is key. This is where the concept of high-value dataset (HVD) comes into play, which has become popular in recent years. Defining and opening HVD is an ongoing process consisting of a set of interrelated steps, the implementation of which may vary from one country or region to another. Therefore, there has recently been a call to conduct research in a country or region setting considered to be of greatest national value. So far, only a few studies have been conducted at the regional or national level, most of which consider only one step of the process, such as identifying HVD or measuring their impact. With this study, we answer this call and examine the national case of Taiwan by exploring the entire lifecycle of HVD opening. The aim of the paper is to understand and evaluate the lifecycle of high-value dataset publishing in one of the world's leading producers of information and communication technology (ICT) products - Taiwan. To do this, we conduct a qualitative study with exploratory interviews with representatives from government agencies in Taiwan responsible for HVD opening, exploring HVD opening lifecycle. As artificial intelligence continues its unprecedented global expansion, accompanied by a proliferation of benefits, an increasing apprehension about the privacy and security implications of AI-enabled systems emerges. The pivotal question of effectively controlling AI development at both jurisdictional and organizational levels has become a prominent theme in contemporary discourse. While the European Parliament and Council have taken a decisive step by reaching a political agreement on the EU AI Act, the first comprehensive AI law, organizations still find it challenging to adapt to the fast-evolving AI landscape, lacking a universal tool for evaluating the privacy and security dimensions of their AI models and systems. In response to this critical challenge, this study conducts a systematic literature review spanning the years 2020 to 2023, with a primary focus on establishing a unified definition of key concepts in AI Ethics, particularly emphasizing the domains of privacy and security. Through the synthesis of knowledge extracted from the SLR, this study presents a conceptual framework tailored for privacy- and security-aware AI systems. This framework is designed to assist diverse stakeholders, including organizations, academic institutions, and governmental bodies, in both the development and critical assessment of AI systems. Essentially, the proposed framework serves as a guide for ethical decision-making, fostering an environment wherein AI is developed and utilized with a strong commitment to ethical principles. In addition, the study unravels the key issues and challenges surrounding the privacy and security dimensions, delineating promising avenues for future research, thereby contributing to the ongoing dialogue on the globalization and democratization of AI ethics.

This study explores the critical role of open government data (OGD) portals in fostering transparency and collaboration between diverse stakeholders. Recognizing the challenges of usability, communication with diverse populations, and strategic value creation, this paper develops an integrated framework for evaluating OGD portal effectiveness that accommodates user diversity (regardless of their data literacy and language), evaluates collaboration and participation, and the ability of users to explore and understand the data provided through them. The framework is validated by applying it to 33 national portals across European Union and Gulf Cooperation Council (GCC) countries, as a result of which we rank OGD portals, identify some good practices that lower-performing portals can learn from, and common shortcomings. Notably, the study unveils the competitive and innovative nature of GCC OGD portals, pinpointing specific improvement areas such as multilingual support and data understandability. The findings underscore the growing trend of exposing data quality metrics and advocate for enhanced two-way communication channels between users and portal representatives. Overall, the study contributes to accelerating the development of user-friendly, collaborative, and sustainable OGD portals while addressing gaps identified in previous research.

Optical coherence tomography (OCT) is a non-invasive imaging technique with extensive clinical applications in ophthalmology. OCT enables the visualization of the retinal layers, playing a vital role in the early detection and monitoring of retinal diseases. OCT uses the principle of light wave interference to create detailed images of the retinal microstructures, making it a valuable tool for diagnosing ocular conditions. This work presents an open-access OCT dataset (OCTDL) comprising over 2000 OCT images labeled according to disease group and retinal pathology. The dataset consists of OCT records of patients with Age-related Macular Degeneration (AMD), Diabetic Macular Edema (DME), Epiretinal Membrane (ERM), Retinal Artery Occlusion (RAO), Retinal Vein Occlusion (RVO), and Vitreomacular Interface Disease (VID). The images were acquired with an Optovue Avanti RTVue XR using raster scanning protocols with dynamic scan length and image resolution. Each retinal b-scan was acquired by centering on the fovea and interpreted and cataloged by an experienced retinal specialist. In this work, we applied Deep Learning classification techniques to this new open-access dataset.

The OGD is seen as a political and socio-economic phenomenon that promises to promote civic engagement and stimulate public sector innovations in various areas of public life. To bring the expected benefits, data must be reused and transformed into value-added products or services. This, in turn, sets another precondition for data that are expected to not only be available and comply with open data principles, but also be of value, i.e., of interest for reuse by the end-user. This refers to the notion of 'high-value dataset' (HVD), recognized by the European Data Portal as a key trend in the OGD area in 2022. While there is a progress in this direction, e.g., the Open Data Directive, incl. identifying 6 key categories, a list of HVDs and arrangements for their publication and re-use, they can be seen as 'core' / 'base' datasets aimed at increasing interoperability of public sector data with a high priority, contributing to the development of a more mature OGD initiative. Depending on the specifics of a region and country - geographical location, social, environmental, economic issues, cultural characteristics, (under)developed sectors and market specificities, more datasets can be recognized as of high value for a particular country. However, there is no standardized approach to assist chief data officers in this. In this paper, we present a systematic review of existing literature on the HVD determination, which is expected to form an initial knowledge base for this process, incl. used approaches and indicators to determine them, data, stakeholders.

Recently, there has been increasing awareness of the tremendous opportunities inherent in quantum computing (QC). Specifically, the speed and efficiency of QC will significantly impact the Internet of Things, cryptography, finance, and marketing. Accordingly, there has been increased QC research funding from national and regional governments and private firms. However, critical concerns regarding legal, political, and business-related policies germane to QC adoption exist. Since this is an emerging and highly technical domain, most of the existing studies focus heavily on the technical aspects of QC, but our study highlights its practical and social uses cases, which are needed for the increased interest of governments. Thus, this study offers a multidisciplinary review of QC, drawing on the expertise of scholars from a wide range of disciplines whose insights coalesce into a framework that simplifies the understanding of QC, identifies possible areas of market disruption and offer empirically based recommendations that are critical for forecasting, planning, and strategically positioning QCs for accelerated diffusion.

Today, more and more people are reporting allergies, which can range from simple reactions close to discomfort to anaphylactic shocks. Other people may not be allergic but avoid certain foods for personal reasons. Daily food shopping of these people is hampered by the fact that unwanted ingredients can be hidden in any food, and it is difficult to find them all. The paper presents a digital health shopping assistant called "Diet Helper", aimed to make life easier for such people by making it easy to determine whether a product is suitable for consumption, according to the specific dietary requirements of both types - existing diet and self-defined. This is achieved by capturing ingredient label, received by the app as an input, which the app analyses, converting the captured label to text, and filters out unwanted ingredients that according to the user should be avoided as either allergens or products to which the consumer is intolerant etc, helping the user decide if the product is suitable for consumption. This should make daily grocery shopping easier by providing the user with more accurate and simplified product selection in seconds, reducing the total time spent in the grocery stores, which is especially relevant in light of COVID-19, although it was and will remain out of it due to the busy schedules and active rhythm of life of modern society. The app is developed using the React Native framework and Google Firebase platform, which makes it easy to develop, use and extend such solutions thereby encouraging to start actively developing solutions that could improve wellbeing.

A hackathon is known as a form of civic innovation in which participants representing citizens can point out existing problems or social needs and propose a solution. Given the high social, technical, and economic potential of open government data, the concept of open data hackathons is becoming popular around the world. This concept has become popular in Latvia with the annual hackathons organized for a specific cluster of citizens called Generation Z. Contrary to the general opinion, the organizer suggests that the main goal of open data hackathons to raise an awareness of OGD has been achieved, and there has been a debate about the need to continue them. This study presents the latest findings on the role of open data hackathons and the benefits that they can bring to both the society, participants, and government.

Nowadays, there are billions interconnected devices forming Cyber-Physical Systems, Internet of Things (IoT) and Industrial Internet of Things (IIoT) ecosystems. With an increasing number of devices and systems in use, amount and the value of data, the risks of security breaches increase. One of these risks is posed by open data sources, by which are meant databases, which are not properly protected. These poorly protected databases are accessible to external actors, which poses a serious risk to the data holder and the results of data-related activities such as analysis, forecasting, monitoring, decision-making, policy development, and the whole contemporary society. However, the question constantly asked by open data experts is, what are the key factors to be met and satisfied in order to achieve promised benefits? The current trend of openness suggests that the principle of openness should be followed not only by data but also research, education, software, standard, hardware etc., it should become a philosophy to be followed at different levels, in different domains. This should ensure greater transparency, eliminating inequalities, promoting, and achieving sustainable development goals. Therefore, many agendas now have openness as a prerequisite. This chapter deals with concepts of open (government) data and Society 5.0 pointing to their common objectives, providing some success stories of open data use in smart cities or transformation of cities towards smart cities, mapping them to the features of the Society 5.0. We believe that this trend develops a new form of society, which we refer to as "open data-driven society". It forms a bridge from Society 4.0 to Society 5.0. This Chapter attempts to identify the role of openness in promoting human-centric Smart Society, Smart city, and Smart Living.

Today, large amounts of data are being continuously produced, collected, and exchanged between systems. As the number of devices, systems and data produced grows up, the risk of security breaches increases. This is all the more relevant in times of COVID-19, which has affected not only the health and lives of human beings' but also the lifestyle of society, i.e., the digital environment has replaced the physical. This has led to an increase in cyber security threats of various nature. While security breaches and different security protection mechanisms have been widely covered in the literature, the concept of a primitive artifact such as data management system seems to have been more neglected by researchers and practitioners. But are data management systems always protected by default? Previous research and regular updates on data leakages suggest that the number and nature of these vulnerabilities are high. It also refers to little or no DBMS protection, especially in case of NoSQL, which are thus vulnerable to attacks. The aim of this paper is to examine whether traditional vulnerability registries provide a sufficiently comprehensive view of DBMS security, or they should be intensively and dynamically inspected by DBMS owners by referring to Internet of Things Search Engines moving towards a sustainable and resilient digitized environment. The paper brings attention to this problem and makes the reader think about data security before looking for and introducing more advanced security and protection mechanisms, which, in the absence of the above, may bring no value.

The proposed approach is applied to several open data sets to evaluate their quality. Open data is very popular, free available for every stakeholder - it is often used to make business decisions. It is important to be sure that this data is trustable and error-free as its quality problems can lead to huge losses.

Nowadays open data is entering the mainstream - it is free available for every stakeholder and is often used in business decision-making. It is important to be sure data is trustable and error-free as its quality problems can lead to huge losses. The research discusses how (open) data quality could be assessed. It also covers main points which should be considered developing a data quality management solution. One specific approach is applied to several Latvian open data sets. The research provides a step-by-step open data sets analysis guide and summarizes its results. It is also shown there could exist differences in data quality depending on data supplier (centralized and decentralized data releases) and, unfortunately, trustable data supplier cannot guarantee data quality problems absence. There are also underlined common data quality problems detected not only in Latvian open data but also in open data of 3 European countries.

The research deals with application of the LEAN principles to business processes of a typical IT company. The paper discusses LEAN principles amplifying advantages and shortcomings of their application. The authors suggest use of the LEAN principles as a tool to identify improvement potential for IT company's business processes and work-flow efficiency. During a case study the implementation of LEAN principles has been exemplified in business processes of a particular Latvian IT company. The obtained results and conclusions can be used for meaningful and successful application of LEAN principles and methods in projects of other IT companies.
