In order to establish if the projects financed from ROP have generated GDP growth and have managed to lower the unemployment rate on the local level, an exploratory study using secondary data analysis has been conducted. The study aims to analyze how ROP has contributed to the resilience of the Romanian counties considering the programme's impact on the social and economic development of the regions and its high absorption rate. The research methodology consists of an opinion survey conducted in the central public administration of Romania based on a questionnaire. The study reveals that female leaders are perceived in a positive, yet not in a better manner than men. They are considered transformational leaders capable of involvement in the process of organizational change of public institutions. There are no significant differences between the perceptions of men and women as leaders, although almost all the differences are in favour of men. The aim was to turn EU into the most competitive area at global level, within the next ten years. A smooth and efficient public administration is a prerequisite of economic growth. Loss of trust in public institutions and authorities, and increased pressure on public finance forced governments to adopt policies meant to reduce the public sector size and to improve the effectiveness and efficiency of public authorities. Romania has to follow this approach too, in the integration process within EU. I choose this topic because I consider useful to review the trends in public administration reform worldwide keeping in mind that Romanian administration has to adopt similar approaches.

The introducing the public administrator position in the Romanian local public administration aims to professionalization of the public sector, contributing to the improvement and efficiency of the service delivery to the citizens. The public administrator proved to have an important role in professionalization of the local administrative bureaucratic apparatus from Romania. An important factor to the development of the public administrator institution is the promotion of the results achieved so far by them. In the first six years of existence in Romania, the public administrator was perceived not only as a public servant, but a promotor of the change within the reform process wihin the local public administrator system.

In the last two years there was a political will in Romania to led a territorial reform aiming to strength economic competitiveness and to raise the structural funds absorption. The present article aims to fix some conceptual boundaries for a proper understanding of the subject, as well as to formulate alternatives and recommendations for the Romanian policy-makers who have intent to create administrative regions in Romania. The recommendations are based upon current theories and models identified in the literature review and upon our work experience in administrative reform.

Any element and any action that has to do with urban life has an energetic content and cost. Citi... more Any element and any action that has to do with urban life has an energetic content and cost. Cities have always been a privileged place, where most part of the energy demand is concentrated . The main energy consumer sectors from the urban environment are industry, households and the tertian sector (as their consume has the same nature and characteristics) and also the transport sector. A simple reasoning leads us to a permanent correlation between economic development, urbanization and energy demand. However, this very strict correlation was often contradicted in practice. Undoubtly, no urban form can dismiss energetic support and this is modulated by the level of economic and technological development. The aim of this paper is to analyse the links that exist between development, energy and urbanization, which oftenly is regarded with a certain level of ambiguity.

Local autonomy is not the equivalent of an absolute freedom of the authorities through which it i... more Local autonomy is not the equivalent of an absolute freedom of the authorities through which it is exercised, given the fact that, since it can be achieved only within the principles governed by the rule of law, it has certain limitations established by law. Thus, it is imperative to balance the size of the local autonomy, as recognized for local collectivities, and the requirements of the principle of legality; it is within this balance where the reason for the institution of the prefect must be sought out. By being the representative of the Government in the territory, the head of the decentralized public services of ministries and other central bodies of the administrative-territorial units, the authority of administrative tutelage, as well as the guarantor of compliance with the law and the public order on local level, the prefect has an important contribution in order to correlate local interests with the ones of the central level.
