A finales del sexenio anterior, por ejemplo, el haber man-tenido la paridad fija ocasionó una fuerte presión sobre el tipo de cambio real y la reserva de divisas, situación que precipitó la contundente devaluación de diciembre de 1994. 1 La teoría monetaria ha sido igualmente desalentadora. Las grandes fluctuaciones en el tipo de cambio real durante los úl-timos 20 años no han sido suficientemente explicadas; éstas se tratan, por lo regular, como desviaciones temporales respecto a un tipo de cambio de equilibrio de largo plazo. 2 Dado que el enfoque del poder de paridad de compra (PPP, por sus siglas en inglés) se basa en un tipo de cambio estable, se sigue que los movimientos en las tasas de cambio deben ser desviaciones del nivel de equilibrio de largo plazo. Sin embargo, los cambios bruscos en el tipo de cambio real del peso son contrarios a la idea de equilibrio estable. En el caso del tipo de cambio nominal se supone que éste sigue un paseo aleatorio, ya que se acepta la eficiencia especulativa, la cual postula que los agentes econó-micos tienen expectativas racionales y por tanto los participantes en el mercado cambiario no pueden obtener ganancias extraor-dinarias. En este artículo se analiza la volatilidad del tipo de cambio nominal a partir del establecimiento del régimen de libre flota-ción del peso. Como antecedente, se describen los tres enfoques l. El corto consiste en dejar menos liquidez en el sistema (menor circulación de billetes y monedas) que elimina presiones inflacionarias. Desde 1995, el principal instrumento para la conducción de la política monetaria utilizado por el Banco de México es el corto o Sistema de Saldos Acumulados. El corto ha sido un instrumento muy útil para Banco de México en la conducción de la política monetaria, porque ha permitido que los choques a los mercados se distribuyan y se absorban mediante movimientos tanto en las tasas de interés de corto plazo como movimientos en el tipo de cambio. Los resultados muestran que la tasa de interés de corto plazo y el dólar si tienen cierta relación con la política monetaria restrictiva aplicada en México para el período de enero de 1998 a enero de 2003.
