奨学金が返せない - 若者の貧困に追い討ちをかけ、国際人権規約から逸脱する日本の奨学金制度 | すくらむ上のグラフは、文部科学省のホームページに９月７日にアップされた『図表でみる教育　ＯＥＣＤインディケータ（2010年版）』の中で、最初に登場する国際比較です。日本の公的教育支出は対ＧＤＰ比3.3％しかなく、ＯＥＣＤ加盟国（各国平均4.8％）の中で最下位です。ＯＥＣＤは、「教育は、未来への投資である」として、「教育に投資された公共資源は、最終的に大きな税収となって国に還元される。ＯＥＣＤ諸国では、高等教育を修了した男性は、後期中等教育までしか修了しない場合と比較すると、所得税及び社会保障などに対する寄与として、119,000ドルの付加価値を生み出すと試算される。この額は、それに投資された公財政を差し引いたとしても86,000ドルとなり、高等教育に対する公共投資額（一人当たり）の約３倍とな
