Lucknow has a very high share of NMV modes (41%) and cycle rickshaw seems an integral part of it. To know the role of cycle rickshaws surveys were conducted at selected locations which are major nodes of the city. This paper analyses cycle rickshaw user’s perspective, pullers perspective and contractor’s perspective in terms of travel behaviour, safety, comfort and travel experience; puller’s annual income & expenditure, availability of supporting infrastructure; and contractor’s yearly income & expenditure. The results of the analysis show that cycle rickshaw is commonly used for shorter trips of about 3-4 km, but the service is viewed more of a charity for the poor and never used as a tool to strengthen the city transport system. The institutional dynamics of the public transport system includes an understanding of the role of the formal and informal institutions (i.e. the actors) and the relationship between the public bus, external and private city bus operators.Design/methodology/approachThe research methodology to achieve the objectives of the study included an institutional mapping method to develop an in-depth understanding of the existing institutional framework for the public transport, secondary data and primary survey processed through focused interviews of Jaipur City Transport Services Limited (JCTSL) and the Regional Transport Office (RTO) officials, representatives of the external operator, drivers and conductors’ union and private city bus service operators.
