Sa genèse compliquée dure depuis plus de deux siècles et dépend de différents facteurs sociaux, culturels ou politiques. Un bien édifié à un temps précis, dans un lieu concret et portant souvent une dimension d'attache pour un peuple particulier, se voit reconnaître avec le temps une valeur universelle dont l'exceptionnalité dépasse le niveau local et le territoire dans lequel le patrimoine était initialement enraciné. Cette valeur universelle exceptionnelle (Outstanding Universal Value), dont le concept introduit par l'Unesco reste difficile à cerner, suppose également que sa protection engage l'humanité entière, qui est responsable pour sa conservation et transmission aux futures générations. Cet article propose une analyse de cette évolution du concept de patrimoine dans laquelle l'Unesco joue un rôle important, notamment à travers la constitution de la Liste du patrimoine mondial, qui attribue au patrimoine une valeur singulière, portée au niveau universel. Si l'Unesco tend à appliquer un contexte objectif et mondial au patrimoine exceptionnel, dans la logique sociale la décision concernant la valeur d'un bien ne peut pas rester sans rapport avec des influences subjectives actuelles liées aux facteurs culturels, politiques et sociaux. En partant des premières analyses de valeurs d'Aloïs Riegl de la fin du XIX e siècle, nous étudions leurs influences sur la perception de la valeur du patrimoine dans un contexte de mondialisation. Ensuite, c'est la dimension diachronique de la notion de la valeur universelle exceptionnelle de l'Unesco et son rôle dans le processus de patrimonialisation.
