La presente ponencia aspira hacer un análisis de la historia reciente de la República Democrática... more La presente ponencia aspira hacer un análisis de la historia reciente de la República Democrática del Congo (1965-2019), específicamente en relación a las dos grandes guerras que afectaron al Estado congolés y a gran parte del continente africano: la Primera Guerra del Congo (1996 1997) y Segunda Guerra del Congo (1997-2003). Eso se hará a partir de dos grandes críticas a la literatura académica y el discurso de resolución de conflicto, específicamente los usos de las denominaciones «Estado fallido» y «pos-conflicto», que han sido utilizados para caracterizar a esa realidad congolesa. Hecho un análisis de la multicausalidad y consecuencias de estas dos guerras africanas, se plantea que el uso del término «pos-conflicto» como marco tras el armisticio de Lusaka (1999) y los Actos de Paz de Pretoria (2002) han vuelto incomprensibles las resurgencias bélicas más recientes así como la persistencia de violencia estatal y paraestatal, principalmente hacia la población civil. Asimismo, la caracterización del Congo en términos de «Estado fallido» han
opacado el funcionamiento estatal y paraestatal en tanto posibilitador de una economía de guerra, concentrada en el este congolés y ligada a capitales occidentales y no-occidentales, así como las
responsabilidades de estos en la continuación de esa lógica.

El presente escrito pretende abordar la historia reciente de la República Democrática del Congo (... more El presente escrito pretende abordar la historia reciente de la República Democrática del Congo (RDC), utilizando como marco teórico el concepto de necropolítica, acuñado por Achille Mbembe. Se explicará brevemente la tesis en cuestión y sus influencias. Si bien la RDC será el escenario de este análisis, por las características particulares de la explotación extractivista, los conflictos bélicos y los intereses económicos y geoestratégicos que se describirán, se tomará el enfoque regional de los Grandes Lagos. El período histórico analizado abarcará principalmente desde la caída del régimen mobutista hasta la paz impuesta de 2003. Se hará un previo rastreo de la situación económica y sociopolítica de la RDC, las explicaciones que se han alzado para sus dos grandes conflictos y resurgencias, las tres décadas del gobierno dictatorial de Mobutu Sese Seko y el modelo de acumulación que se instala (o continúa) tras su destitución. El trabajo será un esfuerzo por poner en diálogo la realidad histórica de la RDC con un modelo teórico, entendiendo las limitaciones de ello. En ello, se tratará de dilucidar el camino hasta la encrucijada en la que la RDC se encuentra ahora.

El presente artículo pretende una aproximación a la formación de enclaves extractivos en la Repúb... more El presente artículo pretende una aproximación a la formación de enclaves extractivos en la República Democrática del Congo, haciendo un estudio comparativo con la República de Angola, en pos de dar cuenta de las tendencias regionales que les hacen similares, y las particularidades locales que singularizan sus respectivas inserciones neoliberales. La hipótesis de este trabajo, tomando los aportes de autores como James Ferguson (2007), es que se ha venido instalando un paradigma desde 1980 en adelante en gran parte del continente africano, que aquí denominamos como «neoextractivismo», incorporando el modelo de Maristella Svampa (2019), que lo pensaba para América Latina. Mientras que Ferguson concentra su análisis del neoliberalismo en África en Angola, donde observa la instalación de una producción petrolífera cualitativa y espacialmente separada del resto de la sociedad, y Svampa lo hace en relación con las concesiones que tanto gobiernos nacional-populares como neoliberales de la región latinoamericana han hecho a las compañías extractivas, aquí se propone un matiz adicional. El caso congolés da cuenta de la imposición de una brecha que separa las ganancias de la explotación respecto al Estado y su población, como en el caso angoleño, pero con una serie de particularidades históricas que ha combinado el accionar de milicias, rutas ilegales, liberalización neoliberal e inserción de los capitales extranjeros. Este sincretismo ha privado de las ganancias de los minerales estratégicos a los trabajadores locales que los explotan y del gobierno en cuyo territorio se encuentran subterráneamente. Ambos casos formarían parte de una más amplia reorganización capitalista que ha venido operando en el continente africano desde 1970 en adelante, y que necesariamente requiere de un estudio comparativo, tomando aportes de los análisis de la región latinoamericana, en tanto parte del Sur global.

Esta performance representa simultáneamente pujas contra el blanqueamiento de la memoria sobre la participación africana en el conflicto internacional, así como una reflexión antibelicista sobre la historia reciente y el pretendido postconflicto de la contemporánea República Democrática del Congo. En ello, el cuerpo ya no es visto como fragilidad, sino como escape de sistemas totalitaristas como la guerra y la dictadura.
