Se pose alors la question de l'efficacite des politiques et de leurs couts, tant pour les finances publiques que pour la collectivite. Cet article estime le cout d'abattement d'une tonne de CO2 pour trois scenarios visant a reduire l'impact environnemental des poids lourds (PL) en France. Les PL hybrides permettraient d'obtenir de forts gains d'emissions de CO2 (5,7 Mt/an en 2030), pour un cout d'abattement actualise de 88 €/t sur la periode 2030-2050. Si le cout d'abattement actualise des PL alimentes au gaz naturel est proche, cette technologie fait economiser moins de CO2 (3,2 Mt/an en 2030). The road is the major freight transport mode in France (accounting for 76% of tonne kilometres in... more The road is the major freight transport mode in France (accounting for 76% of tonne kilometres in 2006) as in most other European countries. Shippers can use road transport in two ways: they can either organize and carry out transport using their own resources, which is known as own account (OA) transport, or they can use a transport service provider in which case the term third-party (TP) transport is used. The make-or-buy decision is a recurring debate in the economic literature , but little research has been conducted into own account transport. The research described in this paper, attempts to show that own account transport is not a single type of transport, but differs from one shipper to another. The study deals with the situation in France and is based on shipper surveys conducted in 1988 and 2004 and qualitative interviews of shippers. Cependant le transport pour compte propre reste encore tres present dans les flux intra-regionaux. Les distances moyennes de ce type de transport ont peu varie comme le montrent les resultats d'une enquete recente. La typologie des regions elaboree en fonction des produits transportes en compte propre en intraregional en souligne la diversite d'utilisation. Par ailleurs, independamment de la structure d'activite des regions, le recours au transport pour compte propre pour un meme produit differe selon les regions, le critere de la specificite du produit ne semble pas l'unique facteur a prendre en compte dans ce choix.

Les tournees de livraison et de ramassage des marchandises en milieu urbain presentent quelques specificites (difficultes de circulation et stationnement) qui y renforcent l’usage de la sous-traitance. Celle-ci permet notamment aux messagers de minimiser les couts lies aux maillons urbains et de repondre plus favorablement aux appels d’offre des chargeurs. Une exploitation specifique de l’enquete « transporteurs » menee en Ile- de-France associee aux resultats d’une enquete plus ancienne en Rhone-Alpes ainsi qu’aux entretiens avec des responsables d’entreprises de transport nous permettent de confronter les logiques des donneurs d’ordre et des sous-traitants afin de decrire aussi bien sur le plan qualitatif et quantitatif le type de rapport qu’elles entretiennent.

The objective of this research is to quantify the freight CO2 emissions by sectors of activity and to assess the influence of logistical practices on freight transport energy consumption and CO2 emissions. For this research, we utilize the French 2004 shipper survey. This latter describes the characteristics of 3000 shippers, of 10000 shipments, and of 20000 different legs of the transport chains. Using this survey, we computed the energy consumption of each consignment, leg by leg and then summed it on the transport chain. This energy or CO2, when related to the tonne-kilometres gives the unitary consumption, in grams of oil equivalent per tonne-kilometre (goe/tkm) or unitary emission of the shipment. The environment action programmes of the European Union (the last was published in 2013) drive the implementation of constraining measures which aim to reduce polluting emissions. Low Emission Zones (LEZ) are one of these measures; they aim to limit the flow of polluting vehicles in a spatially defined area. So far, the Paris region has not implemented any type of LEZ, with the exception of a prohibition of old trucks in the afternoon within the city of Paris. This measure is poorly applied. The RETMIF project (Reduction of goods transport emissions, scenarios for Ile-de-France), led by IFSTTAR for the AACT-AIR programme of ADEME, deals with the links between Low Emission Zones and goods transport. Among those characteristics, what is the importance of the shipper’s logistical choices on CO2 emissions? To answer this question we use the 2004 French shipper survey. This survey describes the characteristics of 3 000 shippers, of 10 000 shipments, and of 20 000 different legs of the transport chains. We computed the energy consumption and CO2 emissions of each shipment, leg by leg and then summed it on the transport chain, per shipment. This CO2 emission, when related to the tonne-kilometres, gives the carbon intensity of the shipment, in grams of CO 2 per tonne-kilometre. We find that there is a very high variability of carbon intensity per shipment: from less than 0.01 to more than 100 kgCO2/tkm. Own account transport is commercially invisible but its importance in urban freight is significan... more Own account transport is commercially invisible but its importance in urban freight is significant: it represents half of deliveries. Generally research efforts focus mainly on third-party transportation because data is more available in spite of a lack of urban data. Nevertheless, the organization of transport by a shipper is not the same than third-party transport. The products transported, the constraints, the demand of transport are different. This analysis shows that own account transport is well-adapted to urban areas because of the density of deliveries and an increase of the number of establishments of the shipper who extends its areas of customer and makes profitable its fleet.

The objective of this research was to understand the evolution of Low Emission Zones and their impact on urban freight transport in order to identify lessons which will be useful pour Paris Low Emission Zone. In order to improve air quality in European cities, public authorities have implemented Low Emission Zones (LEZ) in which access by the most polluting vehicles is banned. We assess the impacts on urban freight companies of implementing a LEZ, through three case studies: London, Berlin and Gothenburg. Two approaches were developed: first we collected quantitative data about freight companies and their activities in the three cities; secondly, we interviewed various stakeholders (local authorities, transport associations, freight companies). The large increase, since the late 1980's, in freight carried by transport providers (for-hir... more The large increase, since the late 1980's, in freight carried by transport providers (for-hire transport) resulted in a decrease in the share of that handled by shippers themselves (own account transport). However, there remains a significant proportion of users of transport on own account. Unlike previous work, this thesis aims to support the analysis of the economic dimension of own account transport, taking into account also the geographical, social and legal dimensions. To understand transport flows, it is necessary to undertake an analysis of the production and distribution systems, in particular the practices of actors, to understand all the mechanisms of modal choice. This thesis underlines the importance of taking into account the territorial dimension in firms' decision-making. The study of production characteristics and of transportation systems was carried out by means of a quantitative analysis of Shippers’ surveys conducted by INRETS in 1988 and 2004.
