Yoksulluk, tüm ülkelerin üzerinde durması gereken önemli bir sorundur. Bu nedenle, dünyadaki birçok ülke bu sorunla mücadele etmek için çeşitli politikalar uygulamaktadır. Çalışma, yoksullukla mücadelede uygulanmakta olan politika ve programlara alternatif öneriler sunmayı hedeflemektedir. Çalışmanın yöntemi, çalışmanın hazırlanmasına neden olan araştırma sorularına cevap vermeyi, çalışmaya destek olan verilerin toplanması ve analiz edilmesinden oluşmaktadır. Çalışmayı oluşturan sorular, Dünya Bankası ve Avrupa Birliğinin uygulamakta olduğu yoksullukla mücadele politika ve programları nelerdir? In local politics; representation describes how some individuals stand in for others or a group o... more In local politics; representation describes how some individuals stand in for others or a group of others, for a certain time period. The political idea of representation is based on the idea that some personor institution acts on behalf of the people, by representing their beliefs, attitudes and perspectives. The motivation of employees and local people is provided with everyone's active participation in local politics. Participation and representation of women in local governments, in the modern era are under-represented in contrast to men. The existence of that male-dominated society cause to be under-representation of women in local government in most countries, world wide. In theory, therighttost and for elections, to become a candidate and to get elected, is based on the right to vote. The reality is, however, that women's right to vote remains restricted: principally because the only candidates to vote for are mostly male. Women’s representation in government is necessary to solve the social problems because they are tending to advance it. Women’s role in local government is also very important because they play important roles in campaigning and mobilizing support for their parties. Without the active participation of women and the incorporation of women’s perspective at all levels of decision-making, the goals of equality, development and peace cannot be achieved.

The Ombudsman institution, while trying to get a place in Turkish administrative system, on the o... more The Ombudsman institution, while trying to get a place in Turkish administrative system, on the one
hand, and seek solutions to problems that deal with the effort of institutionalization process, on the other
hand, is a subject for analysis in academic context. In study I will explain what an ombudsman is and
its development, history, necessity and some of the critics about the institution. In this article local
ombudsman in Denmark was reviewed and the possibilty to apply this system in Turkey. The idea of an
ombudsman has a long history. An ombudsman is an official, usually appointed by the government but
with a significant degree of independence, who represents the interests of the public by invastigating
and addressing complaints of maladministration or a violation of rights. As the local governments get
more to do they are in need of an ombudsman . In many countries ombudsman is now used. In Denmark
the power of the ombudsman is limited when it comes to controling the local governments. The idea of
ombudsman was introduced in Turkey for the first time in 2004 but was voted down by the president.
Turkey is in great need of a system that controls and regulate the government. With this study, we will
explain why Turkey is in need of a local ombudsman institution. I will analyze this through the example
of Denmark and the relevant institutions in Turkey will be carried out to evaluate the compliance of the
Turkish administrative system. An audit system specializing in local government has many advantages.
However, the extent to which the experiences of the countries will contribute to the Turkish system will
form the basis of our study.

olup toplumları birçok yönden tehdit etmektedir. COVID-19 salgını
dünyada yaşanan eşitsizlikleri daha da arttırarak sosyal, siyasi, ekonomik, toplumsal sorunların derinleşmesine neden olmuştur. Birinci
yılını doldurup ikinci yılına giren etkisini dönemsel olarak arttırıp
dönemsel olarak azaltan corona virüsü tüm dünyayı birçok açıdan
olumsuz yönde etkilemektedir ve etkilemeye de devam etmektedir.
İnsanoğlu yaşadığı şu süreçte kısıtlamaların ve sokağa çıkma yasaklarının çoğaldığı insan ilişkilerinin zayıfladığı zorlu bir dönemden geçmektedir.
Dünya eskisi gibi olacak mı? Yeni bir düzen mi kuruluyor? İnsanoğlu
bu salgın ile mücadelede ne kayıplar verdi, veriyor, verecek? Salgın
ne zaman biter? Eski normal hayata dönülür mü? COVID-19’un yoksullaşmaya etkileri nelerdir? Salgın neden yoksulluğu arttırdı? Artan
yoksulluk önlenebilir mi? Bu süreçte yoksullukla mücadele de hangi
politikalar uygulanmalıdır? COVID-19 salgını beraberinde birçok
sorunu ve soruyu akıllara getirmektedir. Bu sorular şu anda kısmen
cevabını bulsa da zamanla hepsi cevaplanmış olacaktır.
COVID-19 virüsü bir hastalık olup zengin ya da yoksul her kesim bu
salgın hastalıktan etkilenmiştir. Fakat birçok açıdan kırılgan yapıya
sahip olan yoksul kesim bu süreçten maddi ve manevi olarak daha
fazla etkilenmektedir. Salgını önlemek için alınan tedbirler, uygulanan
kısıtlamalar beraberinde birçok sektörü ve insanı maddi olarak zorla-

mış ve zorlamaya devam etmektedir. Tedbir ve mesafenin önem kazandığı bu süreçte insanlar kabuklarına çekilmiş ve yoksul kesimde

Bu süreci yönetmek için açıklanan ek paketler çok cüz’i olup kalıcı çözümler içermemektedir. Bu süreçten devlet ekonomileri de olumsuz etkilendiği için yapılan yardımlar yeterli olmamaktadır.

The purpose of this study is to examine the role in increasing poverty of the Covid-19 virus. The... more The purpose of this study is to examine the role in increasing poverty of the Covid-19 virus. The
COVID-19 firstly emerged in Wuhan City, China, in December 2019. The COVID-19 pandemic
caused economic shock over the world due to shutdowns. The pandemic brings about impoverishment
in many countries around the world. With the epidemic, the world is moving into a new order. Daily
habits are replaced by a new life / new normal form shaped according to the epidemic. We are entering
a period in which digitalization important place in our lives, online transactions increase to reduce
contact, and socialization decreases. The study aims to take measures against possible adverse
situations by evaluating the Covid-19 virus, its impact on daily life, its impact on the economy,
education, and increasing poverty. What changes has the Covid-19 virus caused? Does a successful
policy implement in Turkey in the fight against viruses? How did the virus affect industries
economically? Has the virus increased impoverishment? Does the poverty cause by the virus
temporary or permanent poverty? This study has reached the following conclusion. After the
pandemic, society changed in many ways, and technology has gradually increased and has taken a
great place in our lives. The virus has adversely affected all segments of society and all sectors,
causing an increase in impoverishment.

The World Health Organization (WHO) classified COVID-19 as a threat to human health on January 30... more The World Health Organization (WHO) classified COVID-19 as a threat to human health on January 30, 2020, and raised it to a pandemic on March 11. Since then, many countries have taken sweeping steps to halt the spread of the disease, but Sweden has chosen a different pandemic strategy than other countries. Many countries have followed the World Health Organization (WHO) recommendations on isolation, social distancing, and many places closed, and a partial or complete lockdown has been imposed. Sweden, in contrast to many countries, implemented a less restrictive strategy, placing great emphasis on individual responsibility. The strategy was aimed at protecting elderly and vulnerable citizens and slowing the spread of the virus so that the health system could cope without collapse. It’s too early to draw any conclusions from Sweden's strategy. If you look just at the total death tolls due to Covid-19 it may seem like a bad way to go. However, Sweden will probably have a less negative impact on the psychological health of the population. One of the goals of Sweden's strategy was to tackle the pandemic in a way so that the health system would be able to cope without collapsing. For now, they are successful.
