Century, Russia, the Tsar's modernization moves as a result of both economic and military power in terms of rapid development. This rapidly growing state has stood out for the Turkestan region, which it immediately sees as raw materials and habitat. Russia, primarily in the region between the Turkish boy and khanate disagreements, and by disrupting them under one roof was prevented.Subsequently, with the policy of m Divide and rule-Manage, systematically,Kazan began to occupy the regions around Crimea and Turkistan. In such an environment, a group of Turkish intellectuals emerged, both influenced by Russian innovation and intellectual life, against occupations. Advances in Russia were decelerated by World War I and economic, political and social crises, depending on the war, gave rise to the Bolshevik-Revolution Russia. 1917 As a natural consequence of the Bolshevik revolution, a short-lived,semi-democratic political environment occurred. In this process, the Turkic World in Central Asia, which pursued its independence and succeeded to establish its own administrations for a short time, took a breath away from the pressures. Progressive era classic Russian exploitation concept began to revive, freedom restricted and science that have been subjected to political pressures, ideas and the young Republic of Turkey of intellectuals came to Anatolia from the bureaucracy community have played important roles in the organization of the Turkey. The promises of freedom and democracy of Russian Bolshevism were very short, and the Turkic Republics, which were established in Turkistan, were eliminated by the Red Army with very harsh methods and the centralized rule of Moscow was again dominated. The
intellectuals in these republics have been seen and subjected to unnecessary long questioning as the trigger-makers of the liberation movements and the
struggle. Many of the intellectuals for the struggle for this fight blinking in opposition to injustice. Those who managed to survive in this struggle were either sent into exile or were forced to leave the country by several simple accusations to go away. hese intellectuals came to Turkey to present what they see as sister countries, particularly in the social sciences have done remarkable work on behalf of the country to reach the level required to be in the area. Turkey also giving them a different perspective on the history of science and the history of Russia from exile to the development of this approach has been a major contribution to the Turkish historiography.
Akdes Nimet Kurat was one of the names who came from Turkestan region and brought important research and principles to the origins of Turkish History. Kurat, first of all by giving a national identity to the Turkish History thesis, should be transferred to the younger generations of history learning,and to do this, a universal method of historical research, the emphasis should be on academic and scientific field.

XVIII. ve XIX. Yüzyılda Rusya, Çar’ın yaptığı modernleşme hamleleri sonucu hem ekonomik hem de askeri güç açısından hızlı bir kalkınma içerisine girdi. Gittikçe büyüyen bu devlet, hemen hammadde ve yaşam alanı olarak gördüğü yanı başındaki Türkistan bölgesine gözünü dikmiştir. Rusya,öncelikle bölgedeki Türk boy ve hanlıkları arasında ihtilaflar çıkartarak onları güçsüzleştirip bir çatı altında toplanmasını engellemiş oldu. Akabinde “Böl-Parçala-Yönet’’ politikasıyla sistematik olarak Kazan, Kırım ve Türkistan civarındaki bölgeleri işgal etmeye başladı. Böyle bir ortamda işgallere karşı hem milli bir kimlik oluşturma çabasına giren, hem de Rus yenileşme ve
entelektüel hayatından etkilenen bir grup Türk aydını ortaya çıkmıştır. Rusya'daki ilerlemeler I. Dünya Savaşı ile hız kesmiş ve savaşa bağlı olarak ekonomik, siyasi ve sosyal krizler “Bolşevik İhtilalini’’ doğurmuştur. 1917 Bolşevik ihtilalinin doğal sonucu olarak kısa ömürlü, yarı demokratik bir siyasi ortam meydana gelmiştir. Bu süreçte bağımsızlıklarının peşine düşen ve kısa süreli de olsa kendi yönetimlerini kurma başarısını gösteren Orta Asya daki Türk Dünyası, baskılardan uzak rahat bir nefes almıştır. İlerleyen dönemde klasik Rus sömürü anlayışı tekrar canlanmaya başlayınca,
özgürlükleri kısıtlanmış ve siyasi baskılara maruz kalmış olan bilim, fikir ve bürokrasi camiasından Anadolu’ya gelen bölge aydınları genç Türkiye Cumhuriyeti Devleti’nin teşkilatlanmasında önemli roller üstlenmişlerdir.Rus Bolşevizm’inin özgürlük ve demokrasi vaatleri çok kısa sürmüş,Türkistan da kurulmuş olan Türk Cumhuriyetleri, Kızıl Ordu tarafından çok sert yöntemlerle teker teker ortadan kaldırılarak tekrar Moskova’nın merkeziyetçi yönetimi hakim kılınmıştır. Özgürlük hareketleri ve mücadelenin tetikleyici sorumluları olarak bu cumhuriyetlerdeki aydınlar görülmüş ve gereksiz uzun sorgulamalara maruz bırakılmışlardır. Aydınların birçoğu bu mücadele uğruna gözünü kırpmadan haksızlıklara karşı durarak hayatını kaybetti. Bu mücadele de hayatta kalmayı başarabilenler ise uzak diyarlara ya sürgüne gönderildi ya da kendilerinin gitmesi için çeşitli basit suçlamalar yapılarak ülkeyi terk etmeleri sağlandı. Kardeş ülke olarak gördükleri Türkiye’ye gelen mevcut bu aydınlar, özellikle sosyal bilimler alanında ülkenin olması gereken seviyeye ulaşması adına kayda değer çalışmalar yapmışlardır. Türkiye de tarih bilimine farklı bir bakış açısı kazandırarak tarih ve tarihçilik anlayışının gelişmesine Rusya dan sürgün edilen bu Türklerin büyük katkısı olmuştur. Türkistan bölgesinden gelen ve Türk Tarihinin kökenlerine önemli araştırma ve prensipler kazandıran isimlerden biri de Akdes Nimet Kurat olmuştur. Kurat,öncelikle Türk Tarihi tezine milli bir kimlik kazandırarak, tarih öğreniminin genç kuşaklara aktarılması gerektiğini belirtmiş ve bunun için Tarih araştırmalarının evrensel bir metot da yapılması, akademik ve bilimsel bir mecrada olması hususlarına vurgu yapmıştır. Bu çalışmamızda Akdes Nimet Kurat’ın hayatı,ailesi, ilmi- akademik faaliyetleri, Türk tarihi ve tarihçilik öğretimi ile ilgili görüşleri hakkında bilgi verilerek bazı değerlendirmelere gidilmiştir. dönemde çeşitli çıkarlar ves... more Birinci Dünya Savaşı öncesi blok ülkelerin netleşmeye başladığı bir
dönemde çeşitli çıkarlar vesilesi ile ortaya çıkan sorunları itilaf devletleri
önce kendi aralarında gizli antlaşmalar yaparak çözmeye çalıştılar. Aynı blok
ülkeleri karşı ittifaklara da ağır şartlar dayatıp gerilen ortama sert rüzgarlar
estirerek savaşı kaçınılmaz hale getirmişlerdir. 1914 yılı başlarına
gelindiğinde ülkeler artık taraflarını açıkça belirtmişlerdi. Savaşın büyük bir
bölümünün kendi eski toprakları ve hâkimiyet alanı üzerinde olacağını gören
ve bu taraflar arasında kendine uygun bir yer edinerek kaybettiği toprakları
tekrar kurtarmayı amaçlayan Osmanlı devlet yönetiminde söz sahibi bir
İttihatçı grup ortaya çıktı. Bir dönemin Devlet-i Muazzama’sı (Güçlü Devlet)
ve 3 Kıtanın hakimi Osmanlı İmparatorluğu, İttifaklar için başta İngiltere,
Fransa ve tarihi rakibi Rusya ile görüşmüş lakin bu görüşmeler bir sonuç
vermemiştir. Bu devletlerin kendisi aleyhinde yaptıkları açık-gizli paylaşım
antlaşmalarını Osmanlı Devleti görünce İttihatçıların telkinleri ile istemeyerek de olsa 3’lü İttifakın etken ülkesi Almanya’nın yanında I. Dünya Savaşı’na girmeyi göze almıştır.İtalya ise bu dönemde Üçlü İttifak’ın (Almanya, Avusturya-Macaristan)içinde olmasına rağmen savaşın başlangıcında tarafsız kalmayı tercih etmiş duruma göre pozisyon almaya çalışmıştır. Akdeniz de yayılma politikasını benimseyen İtalya’nın bu tutumu Osmanlı’yı tedirgin etmiş ve İtalya hakkında çeşitli diplomatik ve istihbari çalışmalara koyulmuştur. Ancak emperyalist felsefenin doğası gereği diplomasinin artık ikinci plana atıldığı sonuçları tüm ülkeleri etkileyen I. Dünya Savaşı başlamıştır. Savaşın sonucunda avantajlı olarak çıkan aktör ülkelerden ikisi olan
Fransa ve İngiltere sömürgeleri aracılığıyla konumlarını daha da güçlendirmişlerdir. Siyasi birliğini geç tamamlayan Almanya ve İtalya ise buna karşın ittifak oluşturarak mevcut statükoyu bozmaya çalıştılar.Akabinde İtalya Akdeniz de yayılma çabası içerisine girdi. Türkiye ve dönemin aktör ülkeleri çıkarları gereği bu politikayı bertaraf etmek amacıyla çeşitli stratejiler geliştirerek ittifaklar arayışına girmişlerdir.

Özet:İkinci Dünya Savaşının kapıları aralamakta olduğu yıllarda Sovyet despotizminin doruğu olan ... more Özet:İkinci Dünya Savaşının kapıları aralamakta olduğu yıllarda Sovyet despotizminin doruğu olan Stalin diktatörlük dönemi, Kafkasya dâhil tüm Türkistan’da halkı ezdiği, işkencelerin, sürgünlerin, idamların birbirini takip ettiği karanlık bir dönem olduğu araştırmacılar tarafından açıkça ortaya konmuştur. Aynı yıllarda dünya siyasi-askeri otorite ve akademileri tarafından büyük bir Türk komutan ve devlet yöneticisi
olarak kabul gören Atatürk vefat ederken (1938), bir seçim gününde hayata gözlerini açmakta olan ‘Ebülfez’ adındaki mücadeleci ruhlu yeni bir Türk neferinin gelecekte Sovyet rejiminin yıkılmasında rol oynayacağının tasavvuru, ne Stalin’in ne de başkalarının öngörüsünde olması pek mümkün değildi.Zorluklar içinde eğitim hayatını tamamlayan Elçibey’in ilmi ve siyasi çalışmalarının odağına bakıldığında Türk Dünyasının ortak kültür-tarih dairesindeki Azerbaycan Türkleri ve aynı etnogenezdeki
tüm Türkistan’ın özgürlüğüne kavuşup Anadolu Türkleri ile bir köprü kurulmasının hedeflendiği görülmektedir. Bilhassa eğitim hayatından başlayarak öldüğü güne kadar Azerbaycan Türklerinin bağımsızlığı için çalışmalar yürüten Elçibey’i, Sovyet rejimi hep takip etmiş ve ağır baskılara maruz bırakmıştır. Elçibey, aktif siyasi hayatına 1989 yılında Azerbaycan Halk Cephesi Partisi’nin (AHCP) başına geçerek başlamıştır.
SSCB’nin 1990 yılında dağılması ile Azerbaycan Türkleri de 18 Ekim 1991 tarihinde bağımsızlığını resmen ilan etmişti. Bağımsızlığın ilk dönemlerinde Sovyet yanlısı politika izleyen Ayaz Muttalibov’un kısa süren cumhurbaşkanlığının ardından, Ebulfez Elçibey 7 Haziran 1992 tarihinde yapılan seçimler sonucu bağımsız Azerbaycan Cumhuriyeti’nin ikinci cumhurbaşkanı olmuştur. Elçibey dönemi milli para birimi olan ‘Manat’ basılıp kiril alfabesinden Latin alfabesine geçiş başlatıldı.Bu hızlı değişim ile Elçibey, Kızıl Orduyu Azerbaycan dan çıkartmıştı lakin Ruslardan destek gören
Ermeniler sahaya inerek Azerbaycan topraklarının %20’si olan Karabağ bölgesini işgal edip dünyanın gözü önünde büyük katliamlar yapmışlardı. Elçibey bu süreçte Sovyetlerin desteklediği Azerbaycan Savunma Bakanı olan Albay Suret Hüseyinov’u görevden alınca Hüseyinov ona karşı bir ayaklanma başlatmıştır. Elçibey’in bu başkaldırıya karşı büyük bir stratejik hata yaptığı, isyanı bastırmak yerine kardeş kanı akmasın diye Cumhurbaşkanlığı görevini terk etmesi hep eleştirilmiştir. Gence’de bulunan diğer bir siyasi aktör olan Haydar Aliyev’i görüşmek için Bakü’ye çağırmış
ve yapılan görüşmelerden sonra Aliyev Cumhurbaşkanlığına, Savunma Bakanı Albay Hüseyinov da Başbakanlığa getirildi. Elçibey o sancılı süreçlerde 4 yıllık gözetimde kalmış, Ekim 1997’de Bakü’ye tekrar dönerek AHCP’ deki siyasi faaliyetlerini muhalif olarak sürdürmüştür. Zamanla sağlığı bozulmuş ve tedavi için yabancı ülkelere gitmesi kendisine önerilmişse de O, yine de kardeş Türkiye’de tedavi olmak istemiştir. Tedavi gördüğü Gülhane Askeri Tıp Akademisinde (GATA) Türk halkı onu bağrına
basmıştı. Özgür ruhlu ve mücadele insanı olan Elçibey, 22 Ağustos 2000 tarihinde Ankara da 62 yaşında iken hayata gözlerini yummuştur.Bu çalışmamızda Ebulfez Elçibey’in zorluklar içinde geçen hayatı ve Azerbaycan Türklerinin bağımsızlığı için mücadele verdiği fırtınalı siyasi yıllarına, taranan literatür ve arşivlerdeki veriler
ışığında genel bir çerçevede değinilecektir.

A SUFFERING LIFE DEVOTED TO THE FREEDOM OF THE TURKISH
WORLD AND AZERBAIJAN TURKS: EBULFEZ ELCIBEY
Abstract:It has been clearly revealed by researchers that the Stalin dictatorship period, which was the peak of Soviet despotism in the years when the Second World War was opening, was a dark period in which the people were oppressed all over Turkestan, including the Caucasus, and tortures, exiles and executions followed each other. While Atatürk, who was accepted as a great Turkish commander and state administrator by the world’s political-military authorities and academies in the same years, passed away, the imagination that a new Turkish soldier with a fighting spirit named ‘Ebulfez’, who was opening his eyes to life on an election day, would play a role in the collapse of the Soviet regime in the future, It was unlikely that Stalin nor others predicted.When we look at the focus of the scientific and political studies of Elçibey, who completed his education life in difficulties, it is seen that it is aimed to establish a bridge with the Anatolian Turks by gaining the freedom of the Azerbaijan Turks in the common culture-history circle of the Turkish World and the entire Turkestan in the same ethnogenesis. Especially, starting from his education life and working for the independence of Azerbaijani Turks until the day he died, Elçibey was always followed by the Soviet regime and subjected to heavy pressure. Elçibey started his active political life in 1989 by becoming the head of the Azerbaijan Popular Front Party (AHCP). With the disintegration of the USSR in 1990, the Azerbaijani Turks officially declared their independence on October 18, 1991. After the short-term presidency of Ayaz Muttalibov, who followed a pro-Soviet policy in the early periods of independence, Ebulfez Elçibey became the second president of the independent Azerbaijan Republic as a result of the elections held on 7 June 1992. ‘Manat’, the national currency of the Elçibey period, was printed and the transition from Cyrillic alphabet to Latin alphabet was started. With this rapid change, Elçibey had driven the Red Army out of Azerbaijan, but the Armenians, supported by the Russians, landed on the field and occupied the Karabakh region, which is 20% of Azerbaijan’s lands,and committed great massacres in front of the world. When Elçibey dismissed Colonel Suret Huseynov,who was the Minister of Defense of Azerbaijan, which was supported by the Soviets, Huseyinov started an uprising against him.It has always been criticized that Elçibey made a great strategic mistake against this revolt, and that he left the Presidency instead of suppressing the rebellion so that brotherly blood would not shed.

Abstract: When we look at the political-geographical areas covered by democratic governments in t... more Abstract: When we look at the political-geographical areas covered by democratic governments in today's world, it becomes clear that the best form of government preferred by civilized societies is the "Republic". The etymology of the word, which has similar connotations in Latin, French and English, comes from "Republic-Respublica". Our language is the community, the mass, the people, the majority, etc. The origin of the word "Cumhur-Cumhuriyet", which means "Republic", is based on Arabic. When the democratic administration and reform attempts in the Ottoman Empire are examined, the demands created by the French Revolution of 1789, the Tanzimat Edict of 1839, the First Constitutional Monarchy of 1876 and the Second Constitutional movements of 1908 come to the fore. The country, brought to the brink of the abyss by protracted wars and economic and political problems, was only able to regain its people's independence, which was organized by a national-nationalist cadre united under the leadership of Atatürk. Atatürk, who is accepted as the symbol leader of independence in the national and international arena, has expressed many times with the justifications that after the military victories in the field, other developmental factors should be reflected in all areas and survival of the country. Considering such radical reforms in the Atatürk period, the pertinence of the concepts of "ground and time" is remarkable. In this study, a general evaluation will be done of the reasons for the need for a new form of government, the Republic, of young Turkey, which was born from the ashes like a Phoenix and came to life, and the literature review on the formation processes of this Republic idea, which was shaped in Atatürk's mind when he was still in military school.

Günümüz dünyası üzerinde demokratik yönetimlerin kapsadığı siyasi-coğrafi alanlara bakıldığında medeni toplumların tercih ettiği en iyi yönetim şeklinin “Cumhuriyet” olduğu açıkça ortaya çıkmaktadır. Latince, Fransızca ve İngilizce de benzer çağrışımlar yapan kelimenin etimolojisi “Republic-Respublica” dan gelmektedir. Dilimize ise topluluk, kitle, halk, çoğunluk vb. anlamlara gelen “Cumhur-Cumhuriyet” sözcüğünün kökeni Arapça’ya dayanmaktadır. Osmanlı’da demokratik yönetim ve reform teşebbüsleri incelendiğinde 1789 Fransız Devrimi’nin yarattığı talepler, 1839 Tanzimat Fermanı, 1876 Birinci Meşrutiyet ve 1908’deki İkinci Meşrutiyet hareketleri ön plana çıkmaktadır. Uzun süren savaşların, iktisadi ve siyasi sorunların uçurumun kenarına getirdiği ülke, nihayet Atatürk önderliğinde birleşen bir milli-ulusalcı kadro tarafından örgütlenen halk bağımsızlığını ancak geri kazanabilmiştir. Ulusal ve Uluslararası arenada bağımsızlığın sembol lideri olarak kabul gören Atatürk, sahadaki askeri zaferlerden sonra gelişimci diğer etkenlerin ülkenin tüm alanlarına ve bekasına yansıması gerektiğini gerekçeleri ile birçok defa dile getirmiştir. Atatürk dönemi bu tarz köklü reformlara bakıldığında “zemin ve zaman” kavramlarının yerindeliği dikkat çeken unsurlardır.
Özet: Türkistan’ın (Orta Asya) tarihi coğrafyasında XVI. yüzyıl ortalarından itibaren başlayan Ru... more Özet: Türkistan’ın (Orta Asya) tarihi coğrafyasında XVI. yüzyıl ortalarından itibaren başlayan Rus Çarlığı’nın yayılmasına karşı, zamanla siyasi varlıklarının tehdit altında olduğunu gören Türk soylu halklar dönem dönem hayatları pahasına büyük özgürlük mücadelesine girmişlerdir. Çarlık-Sovyet Rejimine karşı başlatılan birçok milli bağımsızlık hareketi Rusların sahip olduğu profesyonel ordu ve kullandığı orantısız güç nedeniyle istenen başarıya ulaşamamıştır. Mevcut coğrafyada güçlü merkezi bir devlet ve askeri yapının olmayışı aynı zamanda Ruslara doğal üstünlük ve hızlı bir yayılma fırsatı da sağlamıştır. Bu kapsamda Türkistan dâhilindeki İdil-Ural (Orta Volga) boylarında egemen kültür ve etnik dairesinden farklı olarak kendine özgü bir kültür ve tarihe sahip olan birkaç Türk soylu topluluk ve özerk cumhuriyet bulunmaktadır. Bu özerk cumhuriyetlerden biri olan Başkurdistan Cumhuriyeti, Çarlık egemenliğine girdiği XVI. yüzyıl ortalarından XX. yüzyılın başlarına kadar Ruslara karşı zaman zaman amansız bir özgürlük mücadelesi vermiştir.Çarlığın bozulan siyasi-sosyal ve iktisadi düzenine karşı 1905’ten sonra başlayan halk hareketleri 1917’de Bolşevizm’i getirmiş ve bu süreçte Başkurt Türkleri özgürlükleri adına siyasi-askeri faaliyetlerin içine daha aktif olarak girmişlerdir. 29 Kasım 1917’de Zeki Velidi Togan ve diğer Başkurt önderleriyle ilan edilen bağımsız özerk cumhuriyet şekli ancak 23 Mart 1919’da Bolşevikler ile yapılan ikili anlaşmayla onaylanmış, böylece Rusya’ya bağlı ilk Muhtar Başkurt Cumhuriyeti kurulmuş oldu. Lakin gittikçe artan merkezi baskı ve Bolşeviklerle artık ortak bir paydada buluşamayacağını gören Togan, ülkesinden ayrılarak Türkistan ve Anadolu Türkleriyle iletişime geçmiştir. Zamanla Togan’ın önderlik ettiği siyasi-askeri faaliyetler bir sonuca ulaşamamış ve Başkurtlar, Sovyetler Birliği (SSCB) içinde özerk bir yapı olarak kalmaya devam etmişlerdir. SSCB’nin dağılmasından sonra 11 Ekim 1990’da ilan edilen ulusal bağımsızlık talebi daha sonra yine esnetilmiş ve 3 Ağustos 1994’te Rusya Federasyonu (RF) ile yapılan ikili anlaşma sonucunda bazı yönetim haklarının doğrudan Başkurtlara tanınmasıyla yarı bağımsız görünümlü (özerk-muhtar) "Başkurdistan Cumhuriyeti” günümüzdeki son şeklini almış oldu. Bu kitapta Orta Asya’daki tarihi Rus egemenlik süreci ile bu kapsamda Çarlık ve Sovyet dönemi bağımsızlıkları için bazen büyük bedeller ödeyen Başkurtların tarihleri boyunca karşılaştığı siyasi dönüşümler, diğer soydaş Türkler ile olan münasebetleri ve ilgili coğrafyada yapılan gözlemler sonucu sosyo-kültürel tarihleri üzerine kaynaklar ışığında genel bir inceleme ve değerlendirme yapılmıştır.
Summary: In the historical geography of Turkestan (Central Asia) in the 16th century. Turkish noble people, who saw that their political existence was under threat against the spread of Russian Tsarism, which started in the mid-19th century, periodically entered into a great struggle for freedom at the expense of their lives. Many national independence movements launched against the Tsarist-Soviet Regime could not achieve the desired success due to the professional army of the Russians and the disproportionate power they used. The absence of a strong central state and military structure in the current geography also provided the Russians with natural superiority and the opportunity for rapid expansion. In this context, there are several Turkish noble communities and autonomous republics in the Itil-Ural (Middle Volga) tribes within Turkestan, which have their own culture and history, different from the dominant cultural and ethnic circle. The Republic of Bashkortostan, one of these autonomous republics, came under Tsarist rule in the 16th century. From the mid-20th century. It waged a relentless struggle for freedom against the Russians from time to time until the beginning of the 19th century. The popular movements that started after 1905 against the deteriorating political-social and economic order of Tsarism brought Bolshevism in 1917, and in this process, Bashkir Turks became more active in political-military activities in the name of their freedom. They entered as . The form of independent autonomous republic declared by Zeki Velidi Togan and other Bashkir leaders on 29 November 1917 was approved only with the bilateral agreement made with the Bolsheviks on 23 March 1919, thus the first Muhtar Bashkir Republic affiliated with Russia was established. However, seeing that he could no longer find common ground with the increasing central pressure and the Bolsheviks, Togan left his country and contacted the Turks of Turkestan and Anatolia. Over time, the political-military activities led by Togan did not reach any conclusion and the Bashkirs continued to remain an autonomous structure within the Soviet Union (USSR). The demand for national independence, which was declared on October 11, 1990 after the dissolution of the USSR, was later relaxed again, and as a result of the bilateral agreement signed with the Russian Federation (RF) on August 3, 1994, some administrative rights were granted directly to the Bashkirs, resulting in a quasi-independent (autonomous-headman) state. The "Republic of Bashkortostan" took its final form today. In this book, the historical process of Russian domination in Central Asia, the political transformations faced by the Bashkirs, who sometimes paid great prices for their independence during the Tsarist and Soviet periods, their relations with other cognate Turks, and observations made in the relevant geography. As a result, a general examination and evaluation was made in the light of sources on their socio-cultural history.

Surrounded by a great circle of unknowns as of creation, human beings benefit from the power of myths in the various functions they attribute to nature in order to comprehend their existence and maintain social order. In other words, the most basic definition of the concept we call mythology is the whole of the narratives that have been put forward in a certain chronology and level in response to the questions
that individuals in a certain culture have wondered about nature, the universe, the past and creation over time, and that have been passed down from generation to generation in oral and written form.Mythology, which is the symbolized source of cosmic knowledge, is fed by epics, legends, heroism and supernatural powers. In this sense, when we look at the common Turkic cultural history, we see a great
similarity in the myths of the Uzbek Turks within the Turkestan geography and the Turks of the same ethnology who headed to Anatolia around the X-XI century. The belief in God the Sky and his helpers (iyes), epic folk legends, fairy tales and epics have different minor variations in the subtitle, but the plot and didactic messages in the main title develop within the same framework. Some of the myths in both
geographies have made a special effort to overlap with Islamic elements with minor changes after Islam.In fact, this has been a general characteristic of Turkic peoples who want to keep their own cultural elements alive in any case. When we look at the epics and myths known and prominent in Anatolia, the belief in the Sky God and Shamanism intertwined with it, the general framework, plot and main characters of epics such as Dede Korkut, Ergenekon, Köroğlu, Battalgazi, Gilgamesh, Manas, etc.

Although there are sometimes conflicts and distances between the two Turkic peoples, socio-cultural historical ties have always existed subconsciously. In this sense, it is noteworthy that in the national struggle of Anatolia,the aid from Bukhara and the gift of 3 swords belonging to Emir Timur, who came to Anatolia in the
past and returned, to Atatürk. As can be understood from this, the main framework of mythological elements, archetypes, epics, tales and oral texts seen in Uzbek Turks and Anatolian Turks is another expression of genetic cultural codes in the common Turkish cultural circle. In this article, a general evaluation will be made in the light of the sources on the mythological elements and folklore created by alTurkish culture.

Kozmik bilgilerin sembolleşmiş kaynağı olan mitoloji, kaynak olarak destanlar, efsaneler, kahramanlıklar ve doğaüstü güçlerden beslenir. XVI. yüzyılın ortalarından itibaren Rusya İmparatorluğu hâkimiyeti altında kalan
Başkurt Türklerinde, 1905 ihtilali sonrasında kabul edilen meşrutî monarşi yönetimi ile beraber milli bir uyanış yaşanmaya başlamıştır. 1915 yılı sonlarında Duma’daki Müslüman Franksiyon’a Ufa temsilcisi seçilerek siyasi hayatı başlayan Zeki Velidi Togan, Rusya İmparatorluğu’nda nüfusun çoğunluğunu oluşturan azınlıklar meselesinin toprağa dayalı federal bir yapı fikri ile son bulacağını düşünmekteydi. Bu görüş doğrultusunda Togan; Azerbaycan, Kazakistan ve Özbekistan aydınları ile imparatorluğunu meydana getiren halkların kendi kaderlerini kendilerinin belirlemeleri fikrine sıcak bakmış ve özellikle Başkurtların geleceğinin daha çok Kazak Türkleri ile ortak hareket etmek olduğuna inanmıştır. Çarlık rejiminin son dönemlerinde vuku bulan demokratik halk hareketlerinin neden olduğu Bolşevik ihtilali yeni bir dönemi
aralarken, bu süreç Başkurtlar dâhil, İmparatorluğu oluşturan halkların çoğunluğu tarafından da bir özgürlük ışığı olarak görülmüştür. Başta Togan olmak üzere, kendi halkının geleceğini kendisi tarafından belirlenmesi fikrini kabul eden Türk Dünyası aydınları, Bolşeviklerin muhalefetine rağmen, ülkelerinde müstakil bir hayatın temelini atmaya başlamaktan çekinmemiş ve bunu gerçekleştirebilmek için birtakım ulusal ve yerel kongreler tertip etmişlerdir. Bu gelişmelere paralel olarak, İdil-Ural boylarında bulunan Başkurt Türkleri de bağımsızlık mücadelesi içine girmiş ve 29 Kasım 1917’de Rusya Müslümanlarının önemli şahsiyetlerinden biri olan Togan öncülüğünde Muhtar Başkurt Cumhuriyetini ilan etmişlerdir. Muhtar Başkurt Cumhuriyeti’nin Ruslardan onay görmemesi ve akabinde askerî kuvvetler tarafından lağvedilince 23 Mart 1919’da Bolşevikler ile yapılan ilk resmi anlaşma sonucu Muhtar Başkurdistan Cumhuriyeti, Rusya Sovyet Federal Sosyalist Cumhuriyeti’ne dâhil olmuştur. THE BASHKIRS' STRUGGLE FOR INDEPENDENCE WITHIN THE
FRAMEWORK OF ZEKİVELİDİTOGAN'S POLITICAL ACTIVITIES
Abstract The Bashkir Turks, who had been under the rule of the Russian Empire since the mid-16th century, began to experience a national awakening with the constitutional monarchy rule adopted after the 1905 revolution. In late 1915, Zeki Velidi Togan, who started his political life by being elected as the Ufa representative to the Muslim Franchise in the Duma, thought that the issue of minorities, who constituted the majority of the population in the Russian Empire, would end with the idea of a federal structure based on land. In line with this view, Togan favored the idea that the intellectuals of Azerbaijan, Kazakhstan and Uzbekistan and the peoples that made
up the empire should determine their own destiny, and especially believed that the future of the Bashkirs was to act in common with the Kazakh Turks. While the Bolshevik revolution caused by the democratic popular movements that took place in the last periods of the Tsarist regime opened a new era, this process was seen as a light of freedom by the majority of the peoples that made up the Empire, including the Bashkirs. The intellectuals of the Turkic World, especially Togan, who accepted the idea of self-determination of the future of their own people, despite the opposition of the Bolsheviks, did not hesitate to start laying the foundations of an independent
life in their countries and organized a number of national and local congresses in order to realize this. In parallel with these developments, the Bashkir Turks in the Idyl-Ural tribes also entered into a struggle for independence and declared the Mukhtar Bashkir Republic on November 29,1917 under the leadership of Togan, one of the important figures of the Muslims of Russia. When the Mukhtar Bashkir Republic was not approved by the Russians and subsequently disbanded by the military forces, the Mukhtar Bashkortostan Republic was included in the Russian Soviet Federal Socialist Republic as a result of the first official agreement with the Bolsheviks on March
23, 1919. In this article, in addition to the studies carried out so far, in the light of Togan's memoirs and information obtained from contemporary sources, the independence struggles of the Bashkirs against the Russians and the formation process of the Bashkir Mukhtar Republic have been analyzed and contributed to the literature. Rusya Federasyonu’na bağlı özerk Başkurdistan Cumhuriyeti’nde yaşayan Başkurt Türklerinin tarihi coğrafyası,Avrupa ve Asya’nın bağlantı noktası olan görkemli Ural Dağları ile Yayık (Ural) Nehri’nin bulunduğu 143.600 km2’yi kapsayan bölgedir. Yaklaşık dört milyon iki yüz bin nüfuslu cumhuriyette yaşayan günümüz Başkurtların köklü tarihi geçmişi ve kendine özgü sosyo-kültürel bir hayatlarının olduğu birçok ilgili tarihi kaynakta teyit edilmektedir. Başkurt Türkleri ile ilgili bilgi veren en eski tarihi kaynaklara bakıldığında; İbn Fadlan’ın 10. yüzyılda görevli olarak bu bölgeden geçerken tuttuğu notlar, yine Fransız seyyah Wilhelm Von Rubruk (12. yüzyıl), Türk seyyah Evliya Çelebi (17. yüzyıl), Rus yazar S. İ. Rudenko (19. yüzyıl) ve bu alanda önemli diğer bir raştırmacı
olan Kuzeyev’in (20. yüzyıl) kaleme aldığı eserlerde Başkurtların genel folklorü ve giyim-kuşam tarzı hakkında günümüze ışık tutan bilgiler vermişlerdir. Bu kapsamda geleneklerine sıkı sıkıya bağlı Başkurt toplumu ve diğer Türk soylu halklarda olduğu gibi toplumun ana unsuru konumundaki kadınların giyim-kuşam ve yansıttığı folklorik
değerler kültürün devamlılığı için büyük önem arz etmektedir. Eski kadın giyim tarzına bakıldığında öz kültür ve bulunduğu coğrafi yaşamdan kalın izler taşıdığı rahatlıkla görülebilir. Bahse konu bu giysilerin hazırlanışında ayrıca yetenek ve yaratıcılık isteyen bir sanat ve zanaatın olduğu da aşikârdır. Bu anlamda geleneksel kadın kostümü,
üzerine işlenen geometrik şekiller ve takılan metal aksesuarların aynı zamanda öz kültür ve inançların harmanlanmasıyla ortaya çıkarttığı milli bir giysi olduğu söylenebilir. Bu çalışmada Türk soylu Başkurt kadınlarının
geleneksel kıyafetleri üzerine taranan ilgili kaynaklar ışığında genel bir inceleme ve değerlendirme yapılacaktır.

Abstract
The historical geography of the Bashkir Turks living in the autonomous Republic of Bashkortostan under the Russian Federation is a region covering 143,600 km2, where the magnificent Ural Mountains and the Yayık (Ural) River are located, which are the connection point of Europe and Asia. It is confirmed in many relevant historical sources that today's Bashkirs living in the republic with a population of approximately four million two hundred thousand have a deep-rooted historical past and a unique socio-cultural life. When we look at the oldest historical sources providing information about Bashkir Turks; The notes Ibn Fadlan took while passing through this region as an official in the 10th century were also compiled by the French traveler Wilhelm Von Rubruk (12th century), the Turkish traveler Evliya Çelebi (17th century), and the Russian writer S. İ. In the works written by Rudenko (19th century) and Kuzeyev (XXth century), another important researcher in this field, they provided information that enlightens today about the general folklore and clothing style of the Bashkirs. In this context, the clothing and folkloric values reflected by the women, who are the main element of the society, as in the Bashkir society and other Turkish noble people, who are strictly attached to their traditions, are of great importance for the continuity of the culture. When we look at the old women's clothing style, it can be easily seen that it carries thick traces of its own culture and life.It is obvious that there is an art and craft that requires talent and creativity in the preparation of these clothes. In this sense, it can be said that the traditional women's costume is a national dress created by blending the geometric shapes and metal accessories worn on it, as well as the core culture and beliefs. In this study, a general examination and evaluation will be made on the traditional clothes of Bashkir women of Turkish descent in the light of the relevant

Özet/Özet: Polonya'nın paylaşılması konusunda ortak karara varan Sovyetler ve Almanlar, Ağustos 1939'da 10 yıllık bir saldırmazlık anlaşması imzaladılar ancak bu barış dönemi, Almanların ani bir saldırıyla sona erdi. 22 Haziran 1941'de Sovyetler. Rusya'nın beklemediği bu ani saldırılarla Naziler büyük ilerleme kaydetti ve yıl sonuna doğru aralarında Türkistan asıllı askerlerin de bulunduğu milyonlarca Sovyet askerini esir aldı. Alman kamplarındaki yaşam koşulları birçok mahkumun hayatına mal olurken, hayatta kalanlar zamanla Almanlara ek bir sorumluluk ve maliyet getirdi. Alman Doğu Bakanlığı öncülüğünde çözüm arayan Türkistan ileri gelenleriyle çeşitli komite çalışmaları yapıldı ve her iki tarafa da fayda sağlayacağı düşünülen esir lejyonlarının oluşturulmasına karar verildi. Türkistanlı askerlerden oluşan lejyonlar daha sonra Doğu Cephesinde Kızıl Ordu, diğer cephelerde ise müttefiklerle yaptıkları savaşlarda büyük can kayıpları yaşadılar. Almanların kontrolünde oluşturulan bu lejyonlardan biri de, 16. yüzyılın ortalarından itibaren işgal ettikleri toprakları özgürleştirmeye yemin eden, çoğunluğu Tatar-Başkurt Türklerinden oluşan 'İdil (Volga)-Ural' Lejyonu'ydu. Abstarct: The Soviets and the Germans agreed on the division of Poland and signed a 10-year non-aggression agreement in August 1939, but this peace period ended with the Germans' sudden attack on the Soviets on June 22. With these sudden attacks that Russia did not expect, the Nazis made great progress and captured millions of Soviet soldiers, including soldiers of Turkestan origin, towards the end of the year. While living conditions in German camps claimed the lives of many prisoners, the survivors brought an additional responsibility and cost to the Germans over time. Under the leadership of the German Eastern Ministry, various committee studies were held with Turkestan notables seeking a solution, and it was decided to create prisoner legions, which were thought to benefit both sides. The legions of Turkestan soldiers later suffered great losses of life in the wars with the Red Army on the Eastern Front and the allies on other fronts. One of these legions formed under the control of the Germans was the 'Itil (Volga)-Ural' Legion, consisting mostly of Tatar-Bashkir Turks, who swore to liberate the lands they had occupied since the mid-16th century.

This rapidly growing state has stood out for the Turkestan region, which it immediately sees as raw materials and habitat. In such an environment, a group of Turkish intellectuals emerged, both influenced by Russian innovation and intellectual life, against occupations. Advances in Russia were decelerated by World War I and economic, political and social crises, depending on the war, gave rise to the Bolshevik-Revolution Russia. 1917 As a natural consequence of the Bolshevik revolution, a short-lived,semi-democratic political environment occurred. intellectuals in these republics have been seen and subjected to unnecessary long questioning as the trigger-makers of the liberation movements and the
struggle. Many of the intellectuals for the struggle for this fight blinking in opposition to injustice. Those who managed to survive in this struggle were either sent into exile or were forced to leave the country by several simple accusations to go away. hese intellectuals came to Turkey to present what they see as sister countries, particularly in the social sciences have done remarkable work on behalf of the country to reach the level required to be in the area. Turkey also giving them a different perspective on the history of science and the history of Russia from exile to the development of this approach has been a major contribution to the Turkish historiography.
Akdes Nimet Kurat was one of the names who came from Turkestan region and brought important research and principles to the origins of Turkish History. Kurat, first of all by giving a national identity to the Turkish History thesis, should be transferred to the younger generations of history learning,and to do this, a universal method of historical research, the emphasis should be on academic and scientific field.

XVIII. ve XIX. Yüzyılda Rusya, Çar’ın yaptığı modernleşme hamleleri sonucu hem ekonomik hem de askeri güç açısından hızlı bir kalkınma içerisine girdi. Gittikçe büyüyen bu devlet, hemen hammadde ve yaşam alanı olarak gördüğü yanı başındaki Türkistan bölgesine gözünü dikmiştir. Rusya,öncelikle bölgedeki Türk boy ve hanlıkları arasında ihtilaflar çıkartarak onları güçsüzleştirip bir çatı altında toplanmasını engellemiş oldu. Akabinde “Böl-Parçala-Yönet’’ politikasıyla sistematik olarak Kazan, Kırım ve Türkistan civarındaki bölgeleri işgal etmeye başladı. Böyle bir ortamda işgallere karşı hem milli bir kimlik oluşturma çabasına giren, hem de Rus yenileşme ve
entelektüel hayatından etkilenen bir grup Türk aydını ortaya çıkmıştır. Rusya'daki ilerlemeler I. Dünya Savaşı ile hız kesmiş ve savaşa bağlı olarak ekonomik, siyasi ve sosyal krizler “Bolşevik İhtilalini’’ doğurmuştur. 1917 Bolşevik ihtilalinin doğal sonucu olarak kısa ömürlü, yarı demokratik bir siyasi ortam meydana gelmiştir. Özgürlük hareketleri ve mücadelenin tetikleyici sorumluları olarak bu cumhuriyetlerdeki aydınlar görülmüş ve gereksiz uzun sorgulamalara maruz bırakılmışlardır. Aydınların birçoğu bu mücadele uğruna gözünü kırpmadan haksızlıklara karşı durarak hayatını kaybetti. Bu mücadele de hayatta kalmayı başarabilenler ise uzak diyarlara ya sürgüne gönderildi ya da kendilerinin gitmesi için çeşitli basit suçlamalar yapılarak ülkeyi terk etmeleri sağlandı. Kardeş ülke olarak gördükleri Türkiye’ye gelen mevcut bu aydınlar, özellikle sosyal bilimler alanında ülkenin olması gereken seviyeye ulaşması adına kayda değer çalışmalar yapmışlardır. Türkiye de tarih bilimine farklı bir bakış açısı kazandırarak tarih ve tarihçilik anlayışının gelişmesine Rusya dan sürgün edilen bu Türklerin büyük katkısı olmuştur. Türkistan bölgesinden gelen ve Türk Tarihinin kökenlerine önemli araştırma ve prensipler kazandıran isimlerden biri de Akdes Nimet Kurat olmuştur. Kurat,öncelikle Türk Tarihi tezine milli bir kimlik kazandırarak, tarih öğreniminin genç kuşaklara aktarılması gerektiğini belirtmiş ve bunun için Tarih araştırmalarının evrensel bir metot da yapılması, akademik ve bilimsel bir mecrada olması hususlarına vurgu yapmıştır. Bu çalışmamızda Akdes Nimet Kurat’ın hayatı,ailesi, ilmi- akademik faaliyetleri, Türk tarihi ve tarihçilik öğretimi ile ilgili görüşleri hakkında bilgi verilerek bazı değerlendirmelere gidilmiştir. dönemde çeşitli çıkarlar vesilesi ile ortaya çıkan sorunları itilaf devletleri
önce kendi aralarında gizli antlaşmalar yaparak çözmeye çalıştılar. Aynı blok
ülkeleri karşı ittifaklara da ağır şartlar dayatıp gerilen ortama sert rüzgarlar
estirerek savaşı kaçınılmaz hale getirmişlerdir. 1914 yılı başlarına
gelindiğinde ülkeler artık taraflarını açıkça belirtmişlerdi. Savaşın büyük bir
bölümünün kendi eski toprakları ve hâkimiyet alanı üzerinde olacağını gören
ve bu taraflar arasında kendine uygun bir yer edinerek kaybettiği toprakları
tekrar kurtarmayı amaçlayan Osmanlı devlet yönetiminde söz sahibi bir
İttihatçı grup ortaya çıktı. Bir dönemin Devlet-i Muazzama’sı (Güçlü Devlet)
ve 3 Kıtanın hakimi Osmanlı İmparatorluğu, İttifaklar için başta İngiltere,
Fransa ve tarihi rakibi Rusya ile görüşmüş lakin bu görüşmeler bir sonuç
vermemiştir. Bu devletlerin kendisi aleyhinde yaptıkları açık-gizli paylaşım
antlaşmalarını Osmanlı Devleti görünce İttihatçıların telkinleri ile istemeyerek de olsa 3’lü İttifakın etken ülkesi Almanya’nın yanında I. Dünya Savaşı’na girmeyi göze almıştır.İtalya ise bu dönemde Üçlü İttifak’ın (Almanya, Avusturya-Macaristan)içinde olmasına rağmen savaşın başlangıcında tarafsız kalmayı tercih etmiş duruma göre pozisyon almaya çalışmıştır. Akdeniz de yayılma politikasını benimseyen İtalya’nın bu tutumu Osmanlı’yı tedirgin etmiş ve İtalya hakkında çeşitli diplomatik ve istihbari çalışmalara koyulmuştur. Ancak emperyalist felsefenin doğası gereği diplomasinin artık ikinci plana atıldığı sonuçları tüm ülkeleri etkileyen I. Dünya Savaşı başlamıştır. Savaşın sonucunda avantajlı olarak çıkan aktör ülkelerden ikisi olan
Fransa ve İngiltere sömürgeleri aracılığıyla konumlarını daha da güçlendirmişlerdir. Siyasi birliğini geç tamamlayan Almanya ve İtalya ise buna karşın ittifak oluşturarak mevcut statükoyu bozmaya çalıştılar.Akabinde İtalya Akdeniz de yayılma çabası içerisine girdi. Türkiye ve dönemin aktör ülkeleri çıkarları gereği bu politikayı bertaraf etmek amacıyla çeşitli stratejiler geliştirerek ittifaklar arayışına girmişlerdir.

Aynı yıllarda dünya siyasi-askeri otorite ve akademileri tarafından büyük bir Türk komutan ve devlet yöneticisi
olarak kabul gören Atatürk vefat ederken (1938), bir seçim gününde hayata gözlerini açmakta olan ‘Ebülfez’ adındaki mücadeleci ruhlu yeni bir Türk neferinin gelecekte Sovyet rejiminin yıkılmasında rol oynayacağının tasavvuru, ne Stalin’in ne de başkalarının öngörüsünde olması pek mümkün değildi.Zorluklar içinde eğitim hayatını tamamlayan Elçibey’in ilmi ve siyasi çalışmalarının odağına bakıldığında Türk Dünyasının ortak kültür-tarih dairesindeki Azerbaycan Türkleri ve aynı etnogenezdeki
tüm Türkistan’ın özgürlüğüne kavuşup Anadolu Türkleri ile bir köprü kurulmasının hedeflendiği görülmektedir. Bilhassa eğitim hayatından başlayarak öldüğü güne kadar Azerbaycan Türklerinin bağımsızlığı için çalışmalar yürüten Elçibey’i, Sovyet rejimi hep takip etmiş ve ağır baskılara maruz bırakmıştır. Elçibey, aktif siyasi hayatına 1989 yılında Azerbaycan Halk Cephesi Partisi’nin (AHCP) başına geçerek başlamıştır.
SSCB’nin 1990 yılında dağılması ile Azerbaycan Türkleri de 18 Ekim 1991 tarihinde bağımsızlığını resmen ilan etmişti. Bağımsızlığın ilk dönemlerinde Sovyet yanlısı politika izleyen Ayaz Muttalibov’un kısa süren cumhurbaşkanlığının ardından, Ebulfez Elçibey 7 Haziran 1992 tarihinde yapılan seçimler sonucu bağımsız Azerbaycan Cumhuriyeti’nin ikinci cumhurbaşkanı olmuştur. Elçibey dönemi milli para birimi olan ‘Manat’ basılıp kiril alfabesinden Latin alfabesine geçiş başlatıldı.Bu hızlı değişim ile Elçibey, Kızıl Orduyu Azerbaycan dan çıkartmıştı lakin Ruslardan destek gören
Ermeniler sahaya inerek Azerbaycan topraklarının %20’si olan Karabağ bölgesini işgal edip dünyanın gözü önünde büyük katliamlar yapmışlardı. Elçibey bu süreçte Sovyetlerin desteklediği Azerbaycan Savunma Bakanı olan Albay Suret Hüseyinov’u görevden alınca Hüseyinov ona karşı bir ayaklanma başlatmıştır. Elçibey’in bu başkaldırıya karşı büyük bir stratejik hata yaptığı, isyanı bastırmak yerine kardeş kanı akmasın diye Cumhurbaşkanlığı görevini terk etmesi hep eleştirilmiştir. Gence’de bulunan diğer bir siyasi aktör olan Haydar Aliyev’i görüşmek için Bakü’ye çağırmış
ve yapılan görüşmelerden sonra Aliyev Cumhurbaşkanlığına, Savunma Bakanı Albay Hüseyinov da Başbakanlığa getirildi. Elçibey o sancılı süreçlerde 4 yıllık gözetimde kalmış, Ekim 1997’de Bakü’ye tekrar dönerek AHCP’ deki siyasi faaliyetlerini muhalif olarak sürdürmüştür. Zamanla sağlığı bozulmuş ve tedavi için yabancı ülkelere gitmesi kendisine önerilmişse de O, yine de kardeş Türkiye’de tedavi olmak istemiştir. Tedavi gördüğü Gülhane Askeri Tıp Akademisinde (GATA) Türk halkı onu bağrına
basmıştı. Özgür ruhlu ve mücadele insanı olan Elçibey, 22 Ağustos 2000 tarihinde Ankara da 62 yaşında iken hayata gözlerini yummuştur.Bu çalışmamızda Ebulfez Elçibey’in zorluklar içinde geçen hayatı ve Azerbaycan Türklerinin bağımsızlığı için mücadele verdiği fırtınalı siyasi yıllarına, taranan literatür ve arşivlerdeki veriler
ışığında genel bir çerçevede değinilecektir.

A SUFFERING LIFE DEVOTED TO THE FREEDOM OF THE TURKISH
WORLD AND AZERBAIJAN TURKS: EBULFEZ ELCIBEY
Abstract:It has been clearly revealed by researchers that the Stalin dictatorship period, which was the peak of Soviet despotism in the years when the Second World War was opening, was a dark period in which the people were oppressed all over Turkestan, including the Caucasus, and tortures, exiles and executions followed each other. While Atatürk, who was accepted as a great Turkish commander and state administrator by the world’s political-military authorities and academies in the same years, passed away, the imagination that a new Turkish soldier with a fighting spirit named ‘Ebulfez’, who was opening his eyes to life on an election day, would play a role in the collapse of the Soviet regime in the future, It was unlikely that Stalin nor others predicted.When we look at the focus of the scientific and political studies of Elçibey, who completed his education life in difficulties, it is seen that it is aimed to establish a bridge with the Anatolian Turks by gaining the freedom of the Azerbaijan Turks in the common culture-history circle of the Turkish World and the entire Turkestan in the same ethnogenesis. Especially, starting from his education life and working for the independence of Azerbaijani Turks until the day he died, Elçibey was always followed by the Soviet regime and subjected to heavy pressure. Elçibey started his active political life in 1989 by becoming the head of the Azerbaijan Popular Front Party (AHCP). With the disintegration of the USSR in 1990, the Azerbaijani Turks officially declared their independence on October 18, 1991. After the short-term presidency of Ayaz Muttalibov, who followed a pro-Soviet policy in the early periods of independence, Ebulfez Elçibey became the second president of the independent Azerbaijan Republic as a result of the elections held on 7 June 1992. ‘Manat’, the national currency of the Elçibey period, was printed and the transition from Cyrillic alphabet to Latin alphabet was started. With this rapid change, Elçibey had driven the Red Army out of Azerbaijan, but the Armenians, supported by the Russians, landed on the field and occupied the Karabakh region, which is 20% of Azerbaijan’s lands,and committed great massacres in front of the world. When Elçibey dismissed Colonel Suret Huseynov,who was the Minister of Defense of Azerbaijan, which was supported by the Soviets, Huseyinov started an uprising against him.It has always been criticized that Elçibey made a great strategic mistake against this revolt, and that he left the Presidency instead of suppressing the rebellion so that brotherly blood would not shed.

Abstract: When we look at the political-geographical areas covered by democratic governments in t... more Abstract: When we look at the political-geographical areas covered by democratic governments in today's world, it becomes clear that the best form of government preferred by civilized societies is the "Republic". The etymology of the word, which has similar connotations in Latin, French and English, comes from "Republic-Respublica". Our language is the community, the mass, the people, the majority, etc. The origin of the word "Cumhur-Cumhuriyet", which means "Republic", is based on Arabic. When the democratic administration and reform attempts in the Ottoman Empire are examined, the demands created by the French Revolution of 1789, the Tanzimat Edict of 1839, the First Constitutional Monarchy of 1876 and the Second Constitutional movements of 1908 come to the fore. The country, brought to the brink of the abyss by protracted wars and economic and political problems, was only able to regain its people's independence, which was organized by a national-nationalist cadre united under the leadership of Atatürk. Atatürk, who is accepted as the symbol leader of independence in the national and international arena, has expressed many times with the justifications that after the military victories in the field, other developmental factors should be reflected in all areas and survival of the country. Considering such radical reforms in the Atatürk period, the pertinence of the concepts of "ground and time" is remarkable. In this study, a general evaluation will be done of the reasons for the need for a new form of government, the Republic, of young Turkey, which was born from the ashes like a Phoenix and came to life, and the literature review on the formation processes of this Republic idea, which was shaped in Atatürk's mind when he was still in military school.

Günümüz dünyası üzerinde demokratik yönetimlerin kapsadığı siyasi-coğrafi alanlara bakıldığında medeni toplumların tercih ettiği en iyi yönetim şeklinin “Cumhuriyet” olduğu açıkça ortaya çıkmaktadır. Latince, Fransızca ve İngilizce de benzer çağrışımlar yapan kelimenin etimolojisi “Republic-Respublica” dan gelmektedir. Dilimize ise topluluk, kitle, halk, çoğunluk vb. anlamlara gelen “Cumhur-Cumhuriyet” sözcüğünün kökeni Arapça’ya dayanmaktadır. Osmanlı’da demokratik yönetim ve reform teşebbüsleri incelendiğinde 1789 Fransız Devrimi’nin yarattığı talepler, 1839 Tanzimat Fermanı, 1876 Birinci Meşrutiyet ve 1908’deki İkinci Meşrutiyet hareketleri ön plana çıkmaktadır. Uzun süren savaşların, iktisadi ve siyasi sorunların uçurumun kenarına getirdiği ülke, nihayet Atatürk önderliğinde birleşen bir milli-ulusalcı kadro tarafından örgütlenen halk bağımsızlığını ancak geri kazanabilmiştir. Ulusal ve Uluslararası arenada bağımsızlığın sembol lideri olarak kabul gören Atatürk, sahadaki askeri zaferlerden sonra gelişimci diğer etkenlerin ülkenin tüm alanlarına ve bekasına yansıması gerektiğini gerekçeleri ile birçok defa dile getirmiştir. Atatürk dönemi bu tarz köklü reformlara bakıldığında “zemin ve zaman” kavramlarının yerindeliği dikkat çeken unsurlardır.
Özet: Türkistan’ın (Orta Asya) tarihi coğrafyasında XVI. yüzyıl ortalarından itibaren başlayan Ru... more Özet: Türkistan’ın (Orta Asya) tarihi coğrafyasında XVI. yüzyıl ortalarından itibaren başlayan Rus Çarlığı’nın yayılmasına karşı, zamanla siyasi varlıklarının tehdit altında olduğunu gören Türk soylu halklar dönem dönem hayatları pahasına büyük özgürlük mücadelesine girmişlerdir. Çarlık-Sovyet Rejimine karşı başlatılan birçok milli bağımsızlık hareketi Rusların sahip olduğu profesyonel ordu ve kullandığı orantısız güç nedeniyle istenen başarıya ulaşamamıştır. Mevcut coğrafyada güçlü merkezi bir devlet ve askeri yapının olmayışı aynı zamanda Ruslara doğal üstünlük ve hızlı bir yayılma fırsatı da sağlamıştır. Bu kapsamda Türkistan dâhilindeki İdil-Ural (Orta Volga) boylarında egemen kültür ve etnik dairesinden farklı olarak kendine özgü bir kültür ve tarihe sahip olan birkaç Türk soylu topluluk ve özerk cumhuriyet bulunmaktadır. Bu özerk cumhuriyetlerden biri olan Başkurdistan Cumhuriyeti, Çarlık egemenliğine girdiği XVI. yüzyıl ortalarından XX. yüzyılın başlarına kadar Ruslara karşı zaman zaman amansız bir özgürlük mücadelesi vermiştir.Çarlığın bozulan siyasi-sosyal ve iktisadi düzenine karşı 1905’ten sonra başlayan halk hareketleri 1917’de Bolşevizm’i getirmiş ve bu süreçte Başkurt Türkleri özgürlükleri adına siyasi-askeri faaliyetlerin içine daha aktif olarak girmişlerdir. 29 Kasım 1917’de Zeki Velidi Togan ve diğer Başkurt önderleriyle ilan edilen bağımsız özerk cumhuriyet şekli ancak 23 Mart 1919’da Bolşevikler ile yapılan ikili anlaşmayla onaylanmış, böylece Rusya’ya bağlı ilk Muhtar Başkurt Cumhuriyeti kurulmuş oldu. Lakin gittikçe artan merkezi baskı ve Bolşeviklerle artık ortak bir paydada buluşamayacağını gören Togan, ülkesinden ayrılarak Türkistan ve Anadolu Türkleriyle iletişime geçmiştir. Zamanla Togan’ın önderlik ettiği siyasi-askeri faaliyetler bir sonuca ulaşamamış ve Başkurtlar, Sovyetler Birliği (SSCB) içinde özerk bir yapı olarak kalmaya devam etmişlerdir. SSCB’nin dağılmasından sonra 11 Ekim 1990’da ilan edilen ulusal bağımsızlık talebi daha sonra yine esnetilmiş ve 3 Ağustos 1994’te Rusya Federasyonu (RF) ile yapılan ikili anlaşma sonucunda bazı yönetim haklarının doğrudan Başkurtlara tanınmasıyla yarı bağımsız görünümlü (özerk-muhtar) "Başkurdistan Cumhuriyeti” günümüzdeki son şeklini almış oldu. Bu kitapta Orta Asya’daki tarihi Rus egemenlik süreci ile bu kapsamda Çarlık ve Sovyet dönemi bağımsızlıkları için bazen büyük bedeller ödeyen Başkurtların tarihleri boyunca karşılaştığı siyasi dönüşümler, diğer soydaş Türkler ile olan münasebetleri ve ilgili coğrafyada yapılan gözlemler sonucu sosyo-kültürel tarihleri üzerine kaynaklar ışığında genel bir inceleme ve değerlendirme yapılmıştır.
Summary: In the historical geography of Turkestan (Central Asia) in the 16th century. Turkish noble people, who saw that their political existence was under threat against the spread of Russian Tsarism, which started in the mid-19th century, periodically entered into a great struggle for freedom at the expense of their lives. Many national independence movements launched against the Tsarist-Soviet Regime could not achieve the desired success due to the professional army of the Russians and the disproportionate power they used. The absence of a strong central state and military structure in the current geography also provided the Russians with natural superiority and the opportunity for rapid expansion. In this context, there are several Turkish noble communities and autonomous republics in the Itil-Ural (Middle Volga) tribes within Turkestan, which have their own culture and history, different from the dominant cultural and ethnic circle. The Republic of Bashkortostan, one of these autonomous republics, came under Tsarist rule in the 16th century. From the mid-20th century. It waged a relentless struggle for freedom against the Russians from time to time until the beginning of the 19th century. The popular movements that started after 1905 against the deteriorating political-social and economic order of Tsarism brought Bolshevism in 1917, and in this process, Bashkir Turks became more active in political-military activities in the name of their freedom. They entered as . The form of independent autonomous republic declared by Zeki Velidi Togan and other Bashkir leaders on 29 November 1917 was approved only with the bilateral agreement made with the Bolsheviks on 23 March 1919, thus the first Muhtar Bashkir Republic affiliated with Russia was established. However, seeing that he could no longer find common ground with the increasing central pressure and the Bolsheviks, Togan left his country and contacted the Turks of Turkestan and Anatolia. Over time, the political-military activities led by Togan did not reach any conclusion and the Bashkirs continued to remain an autonomous structure within the Soviet Union (USSR). The demand for national independence, which was declared on October 11, 1990 after the dissolution of the USSR, was later relaxed again, and as a result of the bilateral agreement signed with the Russian Federation (RF) on August 3, 1994, some administrative rights were granted directly to the Bashkirs, resulting in a quasi-independent (autonomous-headman) state. The "Republic of Bashkortostan" took its final form today. In this book, the historical process of Russian domination in Central Asia, the political transformations faced by the Bashkirs, who sometimes paid great prices for their independence during the Tsarist and Soviet periods, their relations with other cognate Turks, and observations made in the relevant geography. As a result, a general examination and evaluation was made in the light of sources on their socio-cultural history.

Surrounded by a great circle of unknowns as of creation, human beings benefit from the power of myths in the various functions they attribute to nature in order to comprehend their existence and maintain social order. In other words, the most basic definition of the concept we call mythology is the whole of the narratives that have been put forward in a certain chronology and level in response to the questions
that individuals in a certain culture have wondered about nature, the universe, the past and creation over time, and that have been passed down from generation to generation in oral and written form.Mythology, which is the symbolized source of cosmic knowledge, is fed by epics, legends, heroism and supernatural powers. In this sense, when we look at the common Turkic cultural history, we see a great
similarity in the myths of the Uzbek Turks within the Turkestan geography and the Turks of the same ethnology who headed to Anatolia around the X-XI century. The belief in God the Sky and his helpers (iyes), epic folk legends, fairy tales and epics have different minor variations in the subtitle, but the plot and didactic messages in the main title develop within the same framework. Some of the myths in both
geographies have made a special effort to overlap with Islamic elements with minor changes after Islam.In fact, this has been a general characteristic of Turkic peoples who want to keep their own cultural elements alive in any case. When we look at the epics and myths known and prominent in Anatolia, the belief in the Sky God and Shamanism intertwined with it, the general framework, plot and main characters of epics such as Dede Korkut, Ergenekon, Köroğlu, Battalgazi, Gilgamesh, Manas, etc.

Although there are sometimes conflicts and distances between the two Turkic peoples, socio-cultural historical ties have always existed subconsciously. In this sense, it is noteworthy that in the national struggle of Anatolia,the aid from Bukhara and the gift of 3 swords belonging to Emir Timur, who came to Anatolia in the
past and returned, to Atatürk. As can be understood from this, the main framework of mythological elements, archetypes, epics, tales and oral texts seen in Uzbek Turks and Anatolian Turks is another expression of genetic cultural codes in the common Turkish cultural circle. In this article, a general evaluation will be made in the light of the sources on the mythological elements and folklore created by alTurkish culture.

Özet: Yaradılış itibari ile büyük bir bilinmezlik çemberiyle kuşatılan insanoğlu, varoluşunu idrak etmesi ve toplumsal düzenin devamı adına doğaya yüklediği çeşitli fonksiyonlarda mitlerin gücünden yararlanır.Yani mitoloji dediğimiz kavramın en temel tanımı, belirli bir kültürdeki bireylerin zaman içinde doğa,evren, geçmiş ve yaradılış hakkında merak ettikleri sorulara cevap olarak belli bir kronoloji ve düzeyde ortaya konmuş sözlü ve yazılı şekilde nesilden nesille aktarılan anlatıların bütünüdür. Kozmik bilgilerin sembolleşmiş kaynağı olan mitoloji, kaynak olarak destanlar, efsaneler, kahramanlıklar ve doğaüstü güçlerden beslenir. Bu manada ortak Türk kültür tarihine bakıldığında Türkistan coğrafyasının dâhilindeki Özbek Türkleri ile oradan X-XI. Yüzyıl dolaylarında Anadolu’ya yönelmiş aynı etnolojideki Türklerin mitlerinde büyük benzerlik görülmektedir. varyasyonların yanında ana başlıktaki olay örgüsü ve didaktik mesajlar aynı çerçevede gelişmektedir.Her iki coğrafyadaki mitlerin bazıları İslamiyet sonrası ufak değişiklerle İslami öğeler ile örtüştürülmeye özel çaba gösterilmiştir. Bu durum esasında öz kültürel unsurlarını her halükarda yaşatmak isteyen Türk soylu halkların genel bir özelliği olmuştur. Anadolu’da bilinip öne çıkan destan ve mitlere bakıldığında Gök Tanrı inancı ve onunla iç içe geçmiş olan Şamanizm, Dede Korkut, Ergenekon, Köroğlu, Battalgazi,
Gılgamış, Manas gibi destanların genel çerçevesi, olay örgüsü ve ana karakterlere bakıldığında Özbek Türklerindeki Erali ve Şirali Destanı, Melike Ayyar Destanı, Ayçınar Destanı, Huşkeldi ve Belagerdan,Rüstem Han Destanı, Dalli ve Göroğlı Destanlarının ana hatları ile büyük ölçüde örtüşmektedir. Her iki Türk soylu halklar arasında bazen çekişmeler ve uzak mesafeler görülse de sosyo-kültürel tarihi bağlar hep bilinçaltında var olmuştur. Bu anlamda Anadolu’nun milli mücadelesinde başta Buhara’dan gelen
yardımlar ve yine geçmişte Anadolu’ya gelip dönen Emir Timur’a ait 3 kılıcın Atatürk’e hediye edilmesi dikkat çekmektedir. Buradan da anlaşılacağı üzere Özbek Türkleri ile Anadolu Türklerinde görülen mitolojik unsurlar, arketipler, destanlar, masallar ve sözlü metinlerin ana çerçevesi genetik kültürel kodların ortak Türk kültür dairesindeki başka bir ifadesi olmaktadır. XVI. yüzyılın ortalarından itibaren Rusya İmparatorluğu hâkimiyeti altında kalan
Başkurt Türklerinde, 1905 ihtilali sonrasında kabul edilen meşrutî monarşi yönetimi ile beraber milli bir uyanış yaşanmaya başlamıştır. 1915 yılı sonlarında Duma’daki Müslüman Franksiyon’a Ufa temsilcisi seçilerek siyasi hayatı başlayan Zeki Velidi Togan, Rusya İmparatorluğu’nda nüfusun çoğunluğunu oluşturan azınlıklar meselesinin toprağa dayalı federal bir yapı fikri ile son bulacağını düşünmekteydi. Bu görüş doğrultusunda Togan; Azerbaycan, Kazakistan ve Özbekistan aydınları ile imparatorluğunu meydana getiren halkların kendi kaderlerini kendilerinin belirlemeleri fikrine sıcak bakmış ve özellikle Başkurtların geleceğinin daha çok Kazak Türkleri ile ortak hareket etmek olduğuna inanmıştır. Çarlık rejiminin son dönemlerinde vuku bulan demokratik halk hareketlerinin neden olduğu Bolşevik ihtilali yeni bir dönemi
aralarken, bu süreç Başkurtlar dâhil, İmparatorluğu oluşturan halkların çoğunluğu tarafından da bir özgürlük ışığı olarak görülmüştür. Başta Togan olmak üzere, kendi halkının geleceğini kendisi tarafından belirlenmesi fikrini kabul eden Türk Dünyası aydınları, Bolşeviklerin muhalefetine rağmen, ülkelerinde müstakil bir hayatın temelini atmaya başlamaktan çekinmemiş ve bunu gerçekleştirebilmek için birtakım ulusal ve yerel kongreler tertip etmişlerdir. Bu gelişmelere paralel olarak, İdil-Ural boylarında bulunan Başkurt Türkleri de bağımsızlık mücadelesi içine girmiş ve 29 Kasım 1917’de Rusya Müslümanlarının önemli şahsiyetlerinden biri olan Togan öncülüğünde Muhtar Başkurt Cumhuriyetini ilan etmişlerdir. Muhtar Başkurt Cumhuriyeti’nin Ruslardan onay görmemesi ve akabinde askerî kuvvetler tarafından lağvedilince 23 Mart 1919’da Bolşevikler ile yapılan ilk resmi anlaşma sonucu Muhtar Başkurdistan Cumhuriyeti, Rusya Sovyet Federal Sosyalist Cumhuriyeti’ne dâhil olmuştur. Bu makalede, şimdiye kadar yapılan çalışmalara ilave olarak, Togan’ın hâtıraları ve çağdaş kaynaklardan elde edilen bilgiler ışığında, Başkurtların, Ruslara karşı vermiş oldukları bağımsızlık mücadeleleri ile Başkurt Muhtar Cumhuriyeti’nin oluşum süreci incelenerek

THE BASHKIRS' STRUGGLE FOR INDEPENDENCE WITHIN THE
FRAMEWORK OF ZEKİVELİDİTOGAN'S POLITICAL ACTIVITIES
Abstract The Bashkir Turks, who had been under the rule of the Russian Empire since the mid-16th century, began to experience a national awakening with the constitutional monarchy rule adopted after the 1905 revolution. In late 1915, Zeki Velidi Togan, who started his political life by being elected as the Ufa representative to the Muslim Franchise in the Duma, thought that the issue of minorities, who constituted the majority of the population in the Russian Empire, would end with the idea of a federal structure based on land. In line with this view, Togan favored the idea that the intellectuals of Azerbaijan, Kazakhstan and Uzbekistan and the peoples that made
up the empire should determine their own destiny, and especially believed that the future of the Bashkirs was to act in common with the Kazakh Turks. While the Bolshevik revolution caused by the democratic popular movements that took place in the last periods of the Tsarist regime opened a new era, this process was seen as a light of freedom by the majority of the peoples that made up the Empire, including the Bashkirs. The intellectuals of the Turkic World, especially Togan, who accepted the idea of self-determination of the future of their own people, despite the opposition of the Bolsheviks, did not hesitate to start laying the foundations of an independent
life in their countries and organized a number of national and local congresses in order to realize this. In parallel with these developments, the Bashkir Turks in the Idyl-Ural tribes also entered into a struggle for independence and declared the Mukhtar Bashkir Republic on November 29,1917 under the leadership of Togan, one of the important figures of the Muslims of Russia. When the Mukhtar Bashkir Republic was not approved by the Russians and subsequently disbanded by the military forces, the Mukhtar Bashkortostan Republic was included in the Russian Soviet Federal Socialist Republic as a result of the first official agreement with the Bolsheviks on March
23, 1919. In this article, in addition to the studies carried out so far, in the light of Togan's memoirs and information obtained from contemporary sources, the independence struggles of the Bashkirs against the Russians and the formation process of the Bashkir Mukhtar Republic have been analyzed and contributed to the literature. Rusya Federasyonu’na bağlı özerk Başkurdistan Cumhuriyeti’nde yaşayan Başkurt Türklerinin tarihi coğrafyası,Avrupa ve Asya’nın bağlantı noktası olan görkemli Ural Dağları ile Yayık (Ural) Nehri’nin bulunduğu 143.600 km2’yi kapsayan bölgedir. Yaklaşık dört milyon iki yüz bin nüfuslu cumhuriyette yaşayan günümüz Başkurtların köklü tarihi geçmişi ve kendine özgü sosyo-kültürel bir hayatlarının olduğu birçok ilgili tarihi kaynakta teyit edilmektedir. Başkurt Türkleri ile ilgili bilgi veren en eski tarihi kaynaklara bakıldığında; İbn Fadlan’ın 10. yüzyılda görevli olarak bu bölgeden geçerken tuttuğu notlar, yine Fransız seyyah Wilhelm Von Rubruk (12. yüzyıl), Türk seyyah Evliya Çelebi (17. yüzyıl), Rus yazar S. İ. Rudenko (19. yüzyıl) ve bu alanda önemli diğer bir raştırmacı
olan Kuzeyev’in (20. yüzyıl) kaleme aldığı eserlerde Başkurtların genel folklorü ve giyim-kuşam tarzı hakkında günümüze ışık tutan bilgiler vermişlerdir. Bu kapsamda geleneklerine sıkı sıkıya bağlı Başkurt toplumu ve diğer Türk soylu halklarda olduğu gibi toplumun ana unsuru konumundaki kadınların giyim-kuşam ve yansıttığı folklorik
değerler kültürün devamlılığı için büyük önem arz etmektedir. Eski kadın giyim tarzına bakıldığında öz kültür ve bulunduğu coğrafi yaşamdan kalın izler taşıdığı rahatlıkla görülebilir. Bahse konu bu giysilerin hazırlanışında ayrıca yetenek ve yaratıcılık isteyen bir sanat ve zanaatın olduğu da aşikârdır. Bu anlamda geleneksel kadın kostümü,
üzerine işlenen geometrik şekiller ve takılan metal aksesuarların aynı zamanda öz kültür ve inançların harmanlanmasıyla ortaya çıkarttığı milli bir giysi olduğu söylenebilir. Bu çalışmada Türk soylu Başkurt kadınlarının
geleneksel kıyafetleri üzerine taranan ilgili kaynaklar ışığında genel bir inceleme ve değerlendirme yapılacaktır.

Abstract
The historical geography of the Bashkir Turks living in the autonomous Republic of Bashkortostan under the Russian Federation is a region covering 143,600 km2, where the magnificent Ural Mountains and the Yayık (Ural) River are located, which are the connection point of Europe and Asia. It is confirmed in many relevant historical sources that today's Bashkirs living in the republic with a population of approximately four million two hundred thousand have a deep-rooted historical past and a unique socio-cultural life. When we look at the oldest historical sources providing information about Bashkir Turks; The notes Ibn Fadlan took while passing through this region as an official in the 10th century were also compiled by the French traveler Wilhelm Von Rubruk (12th century), the Turkish traveler Evliya Çelebi (17th century), and the Russian writer S. İ. In the works written by Rudenko (19th century) and Kuzeyev (XXth century), another important researcher in this field, they provided information that enlightens today about the general folklore and clothing style of the Bashkirs. In this context, the clothing and folkloric values reflected by the women, who are the main element of the society, as in the Bashkir society and other Turkish noble people, who are strictly attached to their traditions, are of great importance for the continuity of the culture. When we look at the old women's clothing style, it can be easily seen that it carries thick traces of its own culture and life.It is obvious that there is an art and craft that requires talent and creativity in the preparation of these clothes. In this sense, it can be said that the traditional women's costume is a national dress created by blending the geometric shapes and metal accessories worn on it, as well as the core culture and beliefs. In this study, a general examination and evaluation will be made on the traditional clothes of Bashkir women of Turkish descent in the light of the relevant

Özet/Özet: Polonya'nın paylaşılması konusunda ortak karara varan Sovyetler ve Almanlar, Ağustos 1939'da 10 yıllık bir saldırmazlık anlaşması imzaladılar ancak bu barış dönemi, Almanların ani bir saldırıyla sona erdi. 22 Haziran 1941'de Sovyetler. Rusya'nın beklemediği bu ani saldırılarla Naziler büyük ilerleme kaydetti ve yıl sonuna doğru aralarında Türkistan asıllı askerlerin de bulunduğu milyonlarca Sovyet askerini esir aldı. Alman kamplarındaki yaşam koşulları birçok mahkumun hayatına mal olurken, hayatta kalanlar zamanla Almanlara ek bir sorumluluk ve maliyet getirdi. Alman Doğu Bakanlığı öncülüğünde çözüm arayan Türkistan ileri gelenleriyle çeşitli komite çalışmaları yapıldı ve her iki tarafa da fayda sağlayacağı düşünülen esir lejyonlarının oluşturulmasına karar verildi. Türkistanlı askerlerden oluşan lejyonlar daha sonra Doğu Cephesinde Kızıl Ordu, diğer cephelerde ise müttefiklerle yaptıkları savaşlarda büyük can kayıpları yaşadılar. Almanların kontrolünde oluşturulan bu lejyonlardan biri de, 16. yüzyılın ortalarından itibaren işgal ettikleri toprakları özgürleştirmeye yemin eden, çoğunluğu Tatar-Başkurt Türklerinden oluşan 'İdil (Volga)-Ural' Lejyonu'ydu. Abstarct: The Soviets and the Germans agreed on the division of Poland and signed a 10-year non-aggression agreement in August 1939, but this peace period ended with the Germans' sudden attack on the Soviets on June 22. With these sudden attacks that Russia did not expect, the Nazis made great progress and captured millions of Soviet soldiers, including soldiers of Turkestan origin, towards the end of the year. While living conditions in German camps claimed the lives of many prisoners, the survivors brought an additional responsibility and cost to the Germans over time. Under the leadership of the German Eastern Ministry, various committee studies were held with Turkestan notables seeking a solution, and it was decided to create prisoner legions, which were thought to benefit both sides. The legions of Turkestan soldiers later suffered great losses of life in the wars with the Red Army on the Eastern Front and the allies on other fronts. One of these legions formed under the control of the Germans was the 'Itil (Volga)-Ural' Legion, consisting mostly of Tatar-Bashkir Turks, who swore to liberate the lands they had occupied since the mid-16th century.

struggle. Many of the intellectuals for the struggle for this fight blinking in opposition to injustice. Those who managed to survive in this struggle were either sent into exile or were forced to leave the country by several simple accusations to go away. hese intellectuals came to Turkey to present what they see as sister countries, particularly in the social sciences have done remarkable work on behalf of the country to reach the level required to be in the area. Turkey also giving them a different perspective on the history of science and the history of Russia from exile to the development of this approach has been a major contribution to the Turkish historiography.
Akdes Nimet Kurat was one of the names who came from Turkestan region and brought important research and principles to the origins of Turkish History. Kurat, first of all by giving a national identity to the Turkish History thesis, should be transferred to the younger generations of history learning,and to do this, a universal method of historical research, the emphasis should be on academic and scientific field.

XVIII. ve XIX. Yüzyılda Rusya, Çar’ın yaptığı modernleşme hamleleri sonucu hem ekonomik hem de askeri güç açısından hızlı bir kalkınma içerisine girdi. Gittikçe büyüyen bu devlet, hemen hammadde ve yaşam alanı olarak gördüğü yanı başındaki Türkistan bölgesine gözünü dikmiştir. Rusya,öncelikle bölgedeki Türk boy ve hanlıkları arasında ihtilaflar çıkartarak onları güçsüzleştirip bir çatı altında toplanmasını engellemiş oldu. Akabinde “Böl-Parçala-Yönet’’ politikasıyla sistematik olarak Kazan, Kırım ve Türkistan civarındaki bölgeleri işgal etmeye başladı. Böyle bir ortamda işgallere karşı hem milli bir kimlik oluşturma çabasına giren, hem de Rus yenileşme ve
entelektüel hayatından etkilenen bir grup Türk aydını ortaya çıkmıştır. Rusya'daki ilerlemeler I. Dünya Savaşı ile hız kesmiş ve savaşa bağlı olarak ekonomik, siyasi ve sosyal krizler “Bolşevik İhtilalini’’ doğurmuştur. 1917 Bolşevik ihtilalinin doğal sonucu olarak kısa ömürlü, yarı demokratik bir siyasi ortam meydana gelmiştir. Bu süreçte bağımsızlıklarının peşine düşen ve kısa süreli de olsa kendi yönetimlerini kurma başarısını gösteren Orta Asya daki Türk Dünyası, baskılardan uzak rahat bir nefes almıştır. İlerleyen dönemde klasik Rus sömürü anlayışı tekrar canlanmaya başlayınca,
özgürlükleri kısıtlanmış ve siyasi baskılara maruz kalmış olan bilim, fikir ve bürokrasi camiasından Anadolu’ya gelen bölge aydınları genç Türkiye Cumhuriyeti Devleti’nin teşkilatlanmasında önemli roller üstlenmişlerdir.Rus Bolşevizm’inin özgürlük ve demokrasi vaatleri çok kısa sürmüş,Türkistan da kurulmuş olan Türk Cumhuriyetleri, Kızıl Ordu tarafından çok sert yöntemlerle teker teker ortadan kaldırılarak tekrar Moskova’nın merkeziyetçi yönetimi hakim kılınmıştır. Özgürlük hareketleri ve mücadelenin tetikleyici sorumluları olarak bu cumhuriyetlerdeki aydınlar görülmüş ve gereksiz uzun sorgulamalara maruz bırakılmışlardır. Aydınların birçoğu bu mücadele uğruna gözünü kırpmadan haksızlıklara karşı durarak hayatını kaybetti. Bu mücadele de hayatta kalmayı başarabilenler ise uzak diyarlara ya sürgüne gönderildi ya da kendilerinin gitmesi için çeşitli basit suçlamalar yapılarak ülkeyi terk etmeleri sağlandı. Kardeş ülke olarak gördükleri Türkiye’ye gelen mevcut bu aydınlar, özellikle sosyal bilimler alanında ülkenin olması gereken seviyeye ulaşması adına kayda değer çalışmalar yapmışlardır. Türkiye de tarih bilimine farklı bir bakış açısı kazandırarak tarih ve tarihçilik anlayışının gelişmesine Rusya dan sürgün edilen bu Türklerin büyük katkısı olmuştur. Türkistan bölgesinden gelen ve Türk Tarihinin kökenlerine önemli araştırma ve prensipler kazandıran isimlerden biri de Akdes Nimet Kurat olmuştur. Kurat,öncelikle Türk Tarihi tezine milli bir kimlik kazandırarak, tarih öğreniminin genç kuşaklara aktarılması gerektiğini belirtmiş ve bunun için Tarih araştırmalarının evrensel bir metot da yapılması, akademik ve bilimsel bir mecrada olması hususlarına vurgu yapmıştır. Bu çalışmamızda Akdes Nimet Kurat’ın hayatı,ailesi, ilmi- akademik faaliyetleri, Türk tarihi ve tarihçilik öğretimi ile ilgili görüşleri hakkında bilgi verilerek bazı değerlendirmelere gidilmiştir. dönemde çeşitli çıkarlar vesilesi ile ortaya çıkan sorunları itilaf devletleri
önce kendi aralarında gizli antlaşmalar yaparak çözmeye çalıştılar. Aynı blok
ülkeleri karşı ittifaklara da ağır şartlar dayatıp gerilen ortama sert rüzgarlar
estirerek savaşı kaçınılmaz hale getirmişlerdir. 1914 yılı başlarına
gelindiğinde ülkeler artık taraflarını açıkça belirtmişlerdi. Savaşın büyük bir
bölümünün kendi eski toprakları ve hâkimiyet alanı üzerinde olacağını gören
ve bu taraflar arasında kendine uygun bir yer edinerek kaybettiği toprakları
tekrar kurtarmayı amaçlayan Osmanlı devlet yönetiminde söz sahibi bir
İttihatçı grup ortaya çıktı. Bir dönemin Devlet-i Muazzama’sı (Güçlü Devlet)
ve 3 Kıtanın hakimi Osmanlı İmparatorluğu, İttifaklar için başta İngiltere,
Fransa ve tarihi rakibi Rusya ile görüşmüş lakin bu görüşmeler bir sonuç
vermemiştir. Bu devletlerin kendisi aleyhinde yaptıkları açık-gizli paylaşım
antlaşmalarını Osmanlı Devleti görünce İttihatçıların telkinleri ile istemeyerek de olsa 3’lü İttifakın etken ülkesi Almanya’nın yanında I. Dünya Savaşı’na girmeyi göze almıştır.İtalya ise bu dönemde Üçlü İttifak’ın (Almanya, Avusturya-Macaristan)içinde olmasına rağmen savaşın başlangıcında tarafsız kalmayı tercih etmiş duruma göre pozisyon almaya çalışmıştır. Akdeniz de yayılma politikasını benimseyen İtalya’nın bu tutumu Osmanlı’yı tedirgin etmiş ve İtalya hakkında çeşitli diplomatik ve istihbari çalışmalara koyulmuştur. Ancak emperyalist felsefenin doğası gereği diplomasinin artık ikinci plana atıldığı sonuçları tüm ülkeleri etkileyen I. Dünya Savaşı başlamıştır. Savaşın sonucunda avantajlı olarak çıkan aktör ülkelerden ikisi olan
Fransa ve İngiltere sömürgeleri aracılığıyla konumlarını daha da güçlendirmişlerdir. Siyasi birliğini geç tamamlayan Almanya ve İtalya ise buna karşın ittifak oluşturarak mevcut statükoyu bozmaya çalıştılar.Akabinde İtalya Akdeniz de yayılma çabası içerisine girdi. Türkiye ve dönemin aktör ülkeleri çıkarları gereği bu politikayı bertaraf etmek amacıyla çeşitli stratejiler geliştirerek ittifaklar arayışına girmişlerdir.
olarak kabul gören Atatürk vefat ederken (1938), bir seçim gününde hayata gözlerini açmakta olan ‘Ebülfez’ adındaki mücadeleci ruhlu yeni bir Türk neferinin gelecekte Sovyet rejiminin yıkılmasında rol oynayacağının tasavvuru, ne Stalin’in ne de başkalarının öngörüsünde olması pek mümkün değildi.Zorluklar içinde eğitim hayatını tamamlayan Elçibey’in ilmi ve siyasi çalışmalarının odağına bakıldığında Türk Dünyasının ortak kültür-tarih dairesindeki Azerbaycan Türkleri ve aynı etnogenezdeki
tüm Türkistan’ın özgürlüğüne kavuşup Anadolu Türkleri ile bir köprü kurulmasının hedeflendiği görülmektedir. Bilhassa eğitim hayatından başlayarak öldüğü güne kadar Azerbaycan Türklerinin bağımsızlığı için çalışmalar yürüten Elçibey’i, Sovyet rejimi hep takip etmiş ve ağır baskılara maruz bırakmıştır. Elçibey, aktif siyasi hayatına 1989 yılında Azerbaycan Halk Cephesi Partisi’nin (AHCP) başına geçerek başlamıştır.
SSCB’nin 1990 yılında dağılması ile Azerbaycan Türkleri de 18 Ekim 1991 tarihinde bağımsızlığını resmen ilan etmişti. Bağımsızlığın ilk dönemlerinde Sovyet yanlısı politika izleyen Ayaz Muttalibov’un kısa süren cumhurbaşkanlığının ardından, Ebulfez Elçibey 7 Haziran 1992 tarihinde yapılan seçimler sonucu bağımsız Azerbaycan Cumhuriyeti’nin ikinci cumhurbaşkanı olmuştur. Elçibey dönemi milli para birimi olan ‘Manat’ basılıp kiril alfabesinden Latin alfabesine geçiş başlatıldı.Bu hızlı değişim ile Elçibey, Kızıl Orduyu Azerbaycan dan çıkartmıştı lakin Ruslardan destek gören
Ermeniler sahaya inerek Azerbaycan topraklarının %20’si olan Karabağ bölgesini işgal edip dünyanın gözü önünde büyük katliamlar yapmışlardı. Elçibey bu süreçte Sovyetlerin desteklediği Azerbaycan Savunma Bakanı olan Albay Suret Hüseyinov’u görevden alınca Hüseyinov ona karşı bir ayaklanma başlatmıştır. Elçibey’in bu başkaldırıya karşı büyük bir stratejik hata yaptığı, isyanı bastırmak yerine kardeş kanı akmasın diye Cumhurbaşkanlığı görevini terk etmesi hep eleştirilmiştir. Gence’de bulunan diğer bir siyasi aktör olan Haydar Aliyev’i görüşmek için Bakü’ye çağırmış
ve yapılan görüşmelerden sonra Aliyev Cumhurbaşkanlığına, Savunma Bakanı Albay Hüseyinov da Başbakanlığa getirildi. Elçibey o sancılı süreçlerde 4 yıllık gözetimde kalmış, Ekim 1997’de Bakü’ye tekrar dönerek AHCP’ deki siyasi faaliyetlerini muhalif olarak sürdürmüştür. Zamanla sağlığı bozulmuş ve tedavi için yabancı ülkelere gitmesi kendisine önerilmişse de O, yine de kardeş Türkiye’de tedavi olmak istemiştir. Tedavi gördüğü Gülhane Askeri Tıp Akademisinde (GATA) Türk halkı onu bağrına
basmıştı. Özgür ruhlu ve mücadele insanı olan Elçibey, 22 Ağustos 2000 tarihinde Ankara da 62 yaşında iken hayata gözlerini yummuştur.Bu çalışmamızda Ebulfez Elçibey’in zorluklar içinde geçen hayatı ve Azerbaycan Türklerinin bağımsızlığı için mücadele verdiği fırtınalı siyasi yıllarına, taranan literatür ve arşivlerdeki veriler
ışığında genel bir çerçevede değinilecektir.

A SUFFERING LIFE DEVOTED TO THE FREEDOM OF THE TURKISH
WORLD AND AZERBAIJAN TURKS: EBULFEZ ELCIBEY
Abstract:It has been clearly revealed by researchers that the Stalin dictatorship period, which was the peak of Soviet despotism in the years when the Second World War was opening, was a dark period in which the people were oppressed all over Turkestan, including the Caucasus, and tortures, exiles and executions followed each other. While Atatürk, who was accepted as a great Turkish commander and state administrator by the world’s political-military authorities and academies in the same years, passed away, the imagination that a new Turkish soldier with a fighting spirit named ‘Ebulfez’, who was opening his eyes to life on an election day, would play a role in the collapse of the Soviet regime in the future, It was unlikely that Stalin nor others predicted.When we look at the focus of the scientific and political studies of Elçibey, who completed his education life in difficulties, it is seen that it is aimed to establish a bridge with the Anatolian Turks by gaining the freedom of the Azerbaijan Turks in the common culture-history circle of the Turkish World and the entire Turkestan in the same ethnogenesis. Especially, starting from his education life and working for the independence of Azerbaijani Turks until the day he died, Elçibey was always followed by the Soviet regime and subjected to heavy pressure. Elçibey started his active political life in 1989 by becoming the head of the Azerbaijan Popular Front Party (AHCP). With the disintegration of the USSR in 1990, the Azerbaijani Turks officially declared their independence on October 18, 1991. After the short-term presidency of Ayaz Muttalibov, who followed a pro-Soviet policy in the early periods of independence, Ebulfez Elçibey became the second president of the independent Azerbaijan Republic as a result of the elections held on 7 June 1992. ‘Manat’, the national currency of the Elçibey period, was printed and the transition from Cyrillic alphabet to Latin alphabet was started. With this rapid change, Elçibey had driven the Red Army out of Azerbaijan, but the Armenians, supported by the Russians, landed on the field and occupied the Karabakh region, which is 20% of Azerbaijan’s lands,and committed great massacres in front of the world. When Elçibey dismissed Colonel Suret Huseynov,who was the Minister of Defense of Azerbaijan, which was supported by the Soviets, Huseyinov started an uprising against him.It has always been criticized that Elçibey made a great strategic mistake against this revolt, and that he left the Presidency instead of suppressing the rebellion so that brotherly blood would not shed.

Günümüz dünyası üzerinde demokratik yönetimlerin kapsadığı siyasi-coğrafi alanlara bakıldığında medeni toplumların tercih ettiği en iyi yönetim şeklinin “Cumhuriyet” olduğu açıkça ortaya çıkmaktadır. Latince, Fransızca ve İngilizce de benzer çağrışımlar yapan kelimenin etimolojisi “Republic-Respublica” dan gelmektedir. Dilimize ise topluluk, kitle, halk, çoğunluk vb. anlamlara gelen “Cumhur-Cumhuriyet” sözcüğünün kökeni Arapça’ya dayanmaktadır. Osmanlı’da demokratik yönetim ve reform teşebbüsleri incelendiğinde 1789 Fransız Devrimi’nin yarattığı talepler, 1839 Tanzimat Fermanı, 1876 Birinci Meşrutiyet ve 1908’deki İkinci Meşrutiyet hareketleri ön plana çıkmaktadır. Uzun süren savaşların, iktisadi ve siyasi sorunların uçurumun kenarına getirdiği ülke, nihayet Atatürk önderliğinde birleşen bir milli-ulusalcı kadro tarafından örgütlenen halk bağımsızlığını ancak geri kazanabilmiştir. Ulusal ve Uluslararası arenada bağımsızlığın sembol lideri olarak kabul gören Atatürk, sahadaki askeri zaferlerden sonra gelişimci diğer etkenlerin ülkenin tüm alanlarına ve bekasına yansıması gerektiğini gerekçeleri ile birçok defa dile getirmiştir. Atatürk dönemi bu tarz köklü reformlara bakıldığında “zemin ve zaman” kavramlarının yerindeliği dikkat çeken unsurlardır.
Summary: In the historical geography of Turkestan (Central Asia) in the 16th century. Turkish noble people, who saw that their political existence was under threat against the spread of Russian Tsarism, which started in the mid-19th century, periodically entered into a great struggle for freedom at the expense of their lives. Many national independence movements launched against the Tsarist-Soviet Regime could not achieve the desired success due to the professional army of the Russians and the disproportionate power they used. The absence of a strong central state and military structure in the current geography also provided the Russians with natural superiority and the opportunity for rapid expansion. In this context, there are several Turkish noble communities and autonomous republics in the Itil-Ural (Middle Volga) tribes within Turkestan, which have their own culture and history, different from the dominant cultural and ethnic circle. The Republic of Bashkortostan, one of these autonomous republics, came under Tsarist rule in the 16th century. From the mid-20th century. It waged a relentless struggle for freedom against the Russians from time to time until the beginning of the 19th century. The popular movements that started after 1905 against the deteriorating political-social and economic order of Tsarism brought Bolshevism in 1917, and in this process, Bashkir Turks became more active in political-military activities in the name of their freedom. They entered as . The form of independent autonomous republic declared by Zeki Velidi Togan and other Bashkir leaders on 29 November 1917 was approved only with the bilateral agreement made with the Bolsheviks on 23 March 1919, thus the first Muhtar Bashkir Republic affiliated with Russia was established. However, seeing that he could no longer find common ground with the increasing central pressure and the Bolsheviks, Togan left his country and contacted the Turks of Turkestan and Anatolia. Over time, the political-military activities led by Togan did not reach any conclusion and the Bashkirs continued to remain an autonomous structure within the Soviet Union (USSR). The demand for national independence, which was declared on October 11, 1990 after the dissolution of the USSR, was later relaxed again, and as a result of the bilateral agreement signed with the Russian Federation (RF) on August 3, 1994, some administrative rights were granted directly to the Bashkirs, resulting in a quasi-independent (autonomous-headman) state. The "Republic of Bashkortostan" took its final form today. In this book, the historical process of Russian domination in Central Asia, the political transformations faced by the Bashkirs, who sometimes paid great prices for their independence during the Tsarist and Soviet periods, their relations with other cognate Turks, and observations made in the relevant geography. As a result, a general examination and evaluation was made in the light of sources on their socio-cultural history.
Surrounded by a great circle of unknowns as of creation, human beings benefit from the power of myths in the various functions they attribute to nature in order to comprehend their existence and maintain social order. In other words, the most basic definition of the concept we call mythology is the whole of the narratives that have been put forward in a certain chronology and level in response to the questions
that individuals in a certain culture have wondered about nature, the universe, the past and creation over time, and that have been passed down from generation to generation in oral and written form.Mythology, which is the symbolized source of cosmic knowledge, is fed by epics, legends, heroism and supernatural powers. In this sense, when we look at the common Turkic cultural history, we see a great
similarity in the myths of the Uzbek Turks within the Turkestan geography and the Turks of the same ethnology who headed to Anatolia around the X-XI century. The belief in God the Sky and his helpers (iyes), epic folk legends, fairy tales and epics have different minor variations in the subtitle, but the plot and didactic messages in the main title develop within the same framework. Some of the myths in both
geographies have made a special effort to overlap with Islamic elements with minor changes after Islam.In fact, this has been a general characteristic of Turkic peoples who want to keep their own cultural elements alive in any case. When we look at the epics and myths known and prominent in Anatolia, the belief in the Sky God and Shamanism intertwined with it, the general framework, plot and main characters of epics such as Dede Korkut, Ergenekon, Köroğlu, Battalgazi, Gilgamesh, Manas, etc.
overlap to a great extent with the outlines of the Erali and Şirali Epic, Melike Ayyar Epic, Ayçınar Epic,Huşkeldi and Belagerdan, Rüstem Khan Epic, Dalli and Göroğlı Epics in Uzbek Turks. Although there are sometimes conflicts and distances between the two Turkic peoples, socio-cultural historical ties have always existed subconsciously. In this sense, it is noteworthy that in the national struggle of Anatolia,the aid from Bukhara and the gift of 3 swords belonging to Emir Timur, who came to Anatolia in the
past and returned, to Atatürk. As can be understood from this, the main framework of mythological elements, archetypes, epics, tales and oral texts seen in Uzbek Turks and Anatolian Turks is another expression of genetic cultural codes in the common Turkish cultural circle. In this article, a general evaluation will be made in the light of the sources on the mythological elements and folklore created by alTurkish culture.

Kozmik bilgilerin sembolleşmiş kaynağı olan mitoloji, kaynak olarak destanlar, efsaneler, kahramanlıklar ve doğaüstü güçlerden beslenir. Bu manada ortak Türk kültür tarihine bakıldığında Türkistan coğrafyasının dâhilindeki Özbek Türkleri ile oradan X-XI. Yüzyıl dolaylarında Anadolu’ya yönelmiş aynı etnolojideki Türklerin mitlerinde büyük benzerlik görülmektedir. Buradan da anlaşılacağı üzere Özbek Türkleri ile Anadolu Türklerinde görülen mitolojik unsurlar, arketipler, destanlar, masallar ve sözlü metinlerin ana çerçevesi genetik kültürel kodların ortak Türk kültür dairesindeki başka bir ifadesi olmaktadır. XVI. yüzyılın ortalarından itibaren Rusya İmparatorluğu hâkimiyeti altında kalan
Başkurt Türklerinde, 1905 ihtilali sonrasında kabul edilen meşrutî monarşi yönetimi ile beraber milli bir uyanış yaşanmaya başlamıştır. 1915 yılı sonlarında Duma’daki Müslüman Franksiyon’a Ufa temsilcisi seçilerek siyasi hayatı başlayan Zeki Velidi Togan, Rusya İmparatorluğu’nda nüfusun çoğunluğunu oluşturan azınlıklar meselesinin toprağa dayalı federal bir yapı fikri ile son bulacağını düşünmekteydi. Bu görüş doğrultusunda Togan; Azerbaycan, Kazakistan ve Özbekistan aydınları ile imparatorluğunu meydana getiren halkların kendi kaderlerini kendilerinin belirlemeleri fikrine sıcak bakmış ve özellikle Başkurtların geleceğinin daha çok Kazak Türkleri ile ortak hareket etmek olduğuna inanmıştır. Çarlık rejiminin son dönemlerinde vuku bulan demokratik halk hareketlerinin neden olduğu Bolşevik ihtilali yeni bir dönemi
aralarken, bu süreç Başkurtlar dâhil, İmparatorluğu oluşturan halkların çoğunluğu tarafından da bir özgürlük ışığı olarak görülmüştür. Başta Togan olmak üzere, kendi halkının geleceğini kendisi tarafından belirlenmesi fikrini kabul eden Türk Dünyası aydınları, Bolşeviklerin muhalefetine rağmen, ülkelerinde müstakil bir hayatın temelini atmaya başlamaktan çekinmemiş ve bunu gerçekleştirebilmek için birtakım ulusal ve yerel kongreler tertip etmişlerdir. Bu gelişmelere paralel olarak, İdil-Ural boylarında bulunan Başkurt Türkleri de bağımsızlık mücadelesi içine girmiş ve 29 Kasım 1917’de Rusya Müslümanlarının önemli şahsiyetlerinden biri olan Togan öncülüğünde Muhtar Başkurt Cumhuriyetini ilan etmişlerdir. Muhtar Başkurt Cumhuriyeti’nin Ruslardan onay görmemesi ve akabinde askerî kuvvetler tarafından lağvedilince 23 Mart 1919’da Bolşevikler ile yapılan ilk resmi anlaşma sonucu Muhtar Başkurdistan Cumhuriyeti, Rusya Sovyet Federal Sosyalist Cumhuriyeti’ne dâhil olmuştur. Bu makalede, şimdiye kadar yapılan çalışmalara ilave olarak, Togan’ın hâtıraları ve çağdaş kaynaklardan elde edilen bilgiler ışığında, Başkurtların, Ruslara karşı vermiş oldukları bağımsızlık mücadeleleri ile Başkurt Muhtar Cumhuriyeti’nin oluşum süreci incelenerek

THE BASHKIRS' STRUGGLE FOR INDEPENDENCE WITHIN THE
FRAMEWORK OF ZEKİVELİDİTOGAN'S POLITICAL ACTIVITIES
Abstract The Bashkir Turks, who had been under the rule of the Russian Empire since the mid-16th century, began to experience a national awakening with the constitutional monarchy rule adopted after the 1905 revolution. In late 1915, Zeki Velidi Togan, who started his political life by being elected as the Ufa representative to the Muslim Franchise in the Duma, thought that the issue of minorities, who constituted the majority of the population in the Russian Empire, would end with the idea of a federal structure based on land. In line with this view, Togan favored the idea that the intellectuals of Azerbaijan, Kazakhstan and Uzbekistan and the peoples that made
up the empire should determine their own destiny, and especially believed that the future of the Bashkirs was to act in common with the Kazakh Turks. While the Bolshevik revolution caused by the democratic popular movements that took place in the last periods of the Tsarist regime opened a new era, this process was seen as a light of freedom by the majority of the peoples that made up the Empire, including the Bashkirs. The intellectuals of the Turkic World, especially Togan, who accepted the idea of self-determination of the future of their own people, despite the opposition of the Bolsheviks, did not hesitate to start laying the foundations of an independent
life in their countries and organized a number of national and local congresses in order to realize this. In parallel with these developments, the Bashkir Turks in the Idyl-Ural tribes also entered into a struggle for independence and declared the Mukhtar Bashkir Republic on November 29,1917 under the leadership of Togan, one of the important figures of the Muslims of Russia. When the Mukhtar Bashkir Republic was not approved by the Russians and subsequently disbanded by the military forces, the Mukhtar Bashkortostan Republic was included in the Russian Soviet Federal Socialist Republic as a result of the first official agreement with the Bolsheviks on March
23, 1919. In this article, in addition to the studies carried out so far, in the light of Togan's memoirs and information obtained from contemporary sources, the independence struggles of the Bashkirs against the Russians and the formation process of the Bashkir Mukhtar Republic have been analyzed and contributed to the literature. Rusya Federasyonu’na bağlı özerk Başkurdistan Cumhuriyeti’nde yaşayan Başkurt Türklerinin tarihi coğrafyası,Avrupa ve Asya’nın bağlantı noktası olan görkemli Ural Dağları ile Yayık (Ural) Nehri’nin bulunduğu 143.600 km2’yi kapsayan bölgedir. Yaklaşık dört milyon iki yüz bin nüfuslu cumhuriyette yaşayan günümüz Başkurtların köklü tarihi geçmişi ve kendine özgü sosyo-kültürel bir hayatlarının olduğu birçok ilgili tarihi kaynakta teyit edilmektedir. Başkurt Türkleri ile ilgili bilgi veren en eski tarihi kaynaklara bakıldığında; İbn Fadlan’ın 10. yüzyılda görevli olarak bu bölgeden geçerken tuttuğu notlar, yine Fransız seyyah Wilhelm Von Rubruk (12. yüzyıl), Türk seyyah Evliya Çelebi (17. yüzyıl), Rus yazar S. İ. Rudenko (19. yüzyıl) ve bu alanda önemli diğer bir raştırmacı
olan Kuzeyev’in (20. yüzyıl) kaleme aldığı eserlerde Başkurtların genel folklorü ve giyim-kuşam tarzı hakkında günümüze ışık tutan bilgiler vermişlerdir. Bu kapsamda geleneklerine sıkı sıkıya bağlı Başkurt toplumu ve diğer Türk soylu halklarda olduğu gibi toplumun ana unsuru konumundaki kadınların giyim-kuşam ve yansıttığı folklorik
değerler kültürün devamlılığı için büyük önem arz etmektedir. Eski kadın giyim tarzına bakıldığında öz kültür ve bulunduğu coğrafi yaşamdan kalın izler taşıdığı rahatlıkla görülebilir. Bahse konu bu giysilerin hazırlanışında ayrıca yetenek ve yaratıcılık isteyen bir sanat ve zanaatın olduğu da aşikârdır. Bu anlamda geleneksel kadın kostümü,
üzerine işlenen geometrik şekiller ve takılan metal aksesuarların aynı zamanda öz kültür ve inançların harmanlanmasıyla ortaya çıkarttığı milli bir giysi olduğu söylenebilir. Bu çalışmada Türk soylu Başkurt kadınlarının
geleneksel kıyafetleri üzerine taranan ilgili kaynaklar ışığında genel bir inceleme ve değerlendirme yapılacaktır.

Abstract
The historical geography of the Bashkir Turks living in the autonomous Republic of Bashkortostan under the Russian Federation is a region covering 143,600 km2, where the magnificent Ural Mountains and the Yayık (Ural) River are located, which are the connection point of Europe and Asia. It is confirmed in many relevant historical sources that today's Bashkirs living in the republic with a population of approximately four million two hundred thousand have a deep-rooted historical past and a unique socio-cultural life. When we look at the oldest historical sources providing information about Bashkir Turks; The notes Ibn Fadlan took while passing through this region as an official in the 10th century were also compiled by the French traveler Wilhelm Von Rubruk (12th century), the Turkish traveler Evliya Çelebi (17th century), and the Russian writer S. İ. In the works written by Rudenko (19th century) and Kuzeyev (XXth century), another important researcher in this field, they provided information that enlightens today about the general folklore and clothing style of the Bashkirs. In this context, the clothing and folkloric values reflected by the women, who are the main element of the society, as in the Bashkir society and other Turkish noble people, who are strictly attached to their traditions, are of great importance for the continuity of the culture. When we look at the old women's clothing style, it can be easily seen that it carries thick traces of its own culture and life.It is obvious that there is an art and craft that requires talent and creativity in the preparation of these clothes. In this sense, it can be said that the traditional women's costume is a national dress created by blending the geometric shapes and metal accessories worn on it, as well as the core culture and beliefs. In this study, a general examination and evaluation will be made on the traditional clothes of Bashkir women of Turkish descent in the light of the relevant

Özet/Özet: Polonya'nın paylaşılması konusunda ortak karara varan Sovyetler ve Almanlar, Ağustos 1939'da 10 yıllık bir saldırmazlık anlaşması imzaladılar ancak bu barış dönemi, Almanların ani bir saldırıyla sona erdi. 22 Haziran 1941'de Sovyetler. Rusya'nın beklemediği bu ani saldırılarla Naziler büyük ilerleme kaydetti ve yıl sonuna doğru aralarında Türkistan asıllı askerlerin de bulunduğu milyonlarca Sovyet askerini esir aldı. Alman kamplarındaki yaşam koşulları birçok mahkumun hayatına mal olurken, hayatta kalanlar zamanla Almanlara ek bir sorumluluk ve maliyet getirdi. Alman Doğu Bakanlığı öncülüğünde çözüm arayan Türkistan ileri gelenleriyle çeşitli komite çalışmaları yapıldı ve her iki tarafa da fayda sağlayacağı düşünülen esir lejyonlarının oluşturulmasına karar verildi. Türkistanlı askerlerden oluşan lejyonlar daha sonra Doğu Cephesinde Kızıl Ordu, diğer cephelerde ise müttefiklerle yaptıkları savaşlarda büyük can kayıpları yaşadılar. Almanların kontrolünde oluşturulan bu lejyonlardan biri de, 16. yüzyılın ortalarından itibaren işgal ettikleri toprakları özgürleştirmeye yemin eden, çoğunluğu Tatar-Başkurt Türklerinden oluşan 'İdil (Volga)-Ural' Lejyonu'ydu. Under the leadership of the German Eastern Ministry, various committee studies were held with Turkestan notables seeking a solution, and it was decided to create prisoner legions, which were thought to benefit both sides. The legions of Turkestan soldiers later suffered great losses of life in the wars with the Red Army on the Eastern Front and the allies on other fronts. One of these legions formed under the control of the Germans was the 'Itil (Volga)-Ural' Legion, consisting mostly of Tatar-Bashkir Turks, who swore to liberate the lands they had occupied since the mid-16th century.

Turkey also giving them a different perspective on the history of science and the history of Russia from exile to the development of this approach has been a major contribution to the Turkish historiography.
Akdes Nimet Kurat was one of the names who came from Turkestan region and brought important research and principles to the origins of Turkish History. Kurat, first of all by giving a national identity to the Turkish History thesis, should be transferred to the younger generations of history learning,and to do this, a universal method of historical research, the emphasis should be on academic and scientific field.

XVIII. ve XIX. Yüzyılda Rusya, Çar’ın yaptığı modernleşme hamleleri sonucu hem ekonomik hem de askeri güç açısından hızlı bir kalkınma içerisine girdi. Gittikçe büyüyen bu devlet, hemen hammadde ve yaşam alanı olarak gördüğü yanı başındaki Türkistan bölgesine gözünü dikmiştir. Rusya,öncelikle bölgedeki Türk boy ve hanlıkları arasında ihtilaflar çıkartarak onları güçsüzleştirip bir çatı altında toplanmasını engellemiş oldu. Akabinde “Böl-Parçala-Yönet’’ politikasıyla sistematik olarak Kazan, Kırım ve Türkistan civarındaki bölgeleri işgal etmeye başladı. Böyle bir ortamda işgallere karşı hem milli bir kimlik oluşturma çabasına giren, hem de Rus yenileşme ve
entelektüel hayatından etkilenen bir grup Türk aydını ortaya çıkmıştır. Rusya'daki ilerlemeler I. Dünya Savaşı ile hız kesmiş ve savaşa bağlı olarak ekonomik, siyasi ve sosyal krizler “Bolşevik İhtilalini’’ doğurmuştur. 1917 Bolşevik ihtilalinin doğal sonucu olarak kısa ömürlü, yarı demokratik bir siyasi ortam meydana gelmiştir. Bu süreçte bağımsızlıklarının peşine düşen ve kısa süreli de olsa kendi yönetimlerini kurma başarısını gösteren Orta Asya daki Türk Dünyası, baskılardan uzak rahat bir nefes almıştır. İlerleyen dönemde klasik Rus sömürü anlayışı tekrar canlanmaya başlayınca,
özgürlükleri kısıtlanmış ve siyasi baskılara maruz kalmış olan bilim, fikir ve bürokrasi camiasından Anadolu’ya gelen bölge aydınları genç Türkiye Cumhuriyeti Devleti’nin teşkilatlanmasında önemli roller üstlenmişlerdir.Rus Bolşevizm’inin özgürlük ve demokrasi vaatleri çok kısa sürmüş,Türkistan da kurulmuş olan Türk Cumhuriyetleri, Kızıl Ordu tarafından çok sert yöntemlerle teker teker ortadan kaldırılarak tekrar Moskova’nın merkeziyetçi yönetimi hakim kılınmıştır. Özgürlük hareketleri ve mücadelenin tetikleyici sorumluları olarak bu cumhuriyetlerdeki aydınlar görülmüş ve gereksiz uzun sorgulamalara maruz bırakılmışlardır. Aydınların birçoğu bu mücadele uğruna gözünü kırpmadan haksızlıklara karşı durarak hayatını kaybetti. Bu mücadele de hayatta kalmayı başarabilenler ise uzak diyarlara ya sürgüne gönderildi ya da kendilerinin gitmesi için çeşitli basit suçlamalar yapılarak ülkeyi terk etmeleri sağlandı. Kardeş ülke olarak gördükleri Türkiye’ye gelen mevcut bu aydınlar, özellikle sosyal bilimler alanında ülkenin olması gereken seviyeye ulaşması adına kayda değer çalışmalar yapmışlardır. Türkiye de tarih bilimine farklı bir bakış açısı kazandırarak tarih ve tarihçilik anlayışının gelişmesine Rusya dan sürgün edilen bu Türklerin büyük katkısı olmuştur. Türkistan bölgesinden gelen ve Türk Tarihinin kökenlerine önemli araştırma ve prensipler kazandıran isimlerden biri de Akdes Nimet Kurat olmuştur. Kurat,öncelikle Türk Tarihi tezine milli bir kimlik kazandırarak, tarih öğreniminin genç kuşaklara aktarılması gerektiğini belirtmiş ve bunun için Tarih araştırmalarının evrensel bir metot da yapılması, akademik ve bilimsel bir mecrada olması hususlarına vurgu yapmıştır. Bu çalışmamızda Akdes Nimet Kurat’ın hayatı,ailesi, ilmi- akademik faaliyetleri, Türk tarihi ve tarihçilik öğretimi ile ilgili görüşleri hakkında bilgi verilerek bazı değerlendirmelere gidilmiştir. dönemde çeşitli çıkarlar vesilesi ile ortaya çıkan sorunları itilaf devletleri
önce kendi aralarında gizli antlaşmalar yaparak çözmeye çalıştılar. Aynı blok
ülkeleri karşı ittifaklara da ağır şartlar dayatıp gerilen ortama sert rüzgarlar
estirerek savaşı kaçınılmaz hale getirmişlerdir. 1914 yılı başlarına
gelindiğinde ülkeler artık taraflarını açıkça belirtmişlerdi. Savaşın büyük bir
bölümünün kendi eski toprakları ve hâkimiyet alanı üzerinde olacağını gören
ve bu taraflar arasında kendine uygun bir yer edinerek kaybettiği toprakları
tekrar kurtarmayı amaçlayan Osmanlı devlet yönetiminde söz sahibi bir
İttihatçı grup ortaya çıktı. Bir dönemin Devlet-i Muazzama’sı (Güçlü Devlet)
ve 3 Kıtanın hakimi Osmanlı İmparatorluğu, İttifaklar için başta İngiltere,
Fransa ve tarihi rakibi Rusya ile görüşmüş lakin bu görüşmeler bir sonuç
vermemiştir. Bu devletlerin kendisi aleyhinde yaptıkları açık-gizli paylaşım
antlaşmalarını Osmanlı Devleti görünce İttihatçıların telkinleri ile istemeyerek de olsa 3’lü İttifakın etken ülkesi Almanya’nın yanında I. Dünya Savaşı’na girmeyi göze almıştır.İtalya ise bu dönemde Üçlü İttifak’ın (Almanya, Avusturya-Macaristan)içinde olmasına rağmen savaşın başlangıcında tarafsız kalmayı tercih etmiş duruma göre pozisyon almaya çalışmıştır. Akdeniz de yayılma politikasını benimseyen İtalya’nın bu tutumu Osmanlı’yı tedirgin etmiş ve İtalya hakkında çeşitli diplomatik ve istihbari çalışmalara koyulmuştur. Ancak emperyalist felsefenin doğası gereği diplomasinin artık ikinci plana atıldığı sonuçları tüm ülkeleri etkileyen I. Dünya Savaşı başlamıştır. Savaşın sonucunda avantajlı olarak çıkan aktör ülkelerden ikisi olan
Fransa ve İngiltere sömürgeleri aracılığıyla konumlarını daha da güçlendirmişlerdir. Siyasi birliğini geç tamamlayan Almanya ve İtalya ise buna karşın ittifak oluşturarak mevcut statükoyu bozmaya çalıştılar.Akabinde İtalya Akdeniz de yayılma çabası içerisine girdi. Türkiye ve dönemin aktör ülkeleri çıkarları gereği bu politikayı bertaraf etmek amacıyla çeşitli stratejiler geliştirerek ittifaklar arayışına girmişlerdir.

tüm Türkistan’ın özgürlüğüne kavuşup Anadolu Türkleri ile bir köprü kurulmasının hedeflendiği görülmektedir. Bilhassa eğitim hayatından başlayarak öldüğü güne kadar Azerbaycan Türklerinin bağımsızlığı için çalışmalar yürüten Elçibey’i, Sovyet rejimi hep takip etmiş ve ağır baskılara maruz bırakmıştır. Elçibey, aktif siyasi hayatına 1989 yılında Azerbaycan Halk Cephesi Partisi’nin (AHCP) başına geçerek başlamıştır.
SSCB’nin 1990 yılında dağılması ile Azerbaycan Türkleri de 18 Ekim 1991 tarihinde bağımsızlığını resmen ilan etmişti. Bağımsızlığın ilk dönemlerinde Sovyet yanlısı politika izleyen Ayaz Muttalibov’un kısa süren cumhurbaşkanlığının ardından, Ebulfez Elçibey 7 Haziran 1992 tarihinde yapılan seçimler sonucu bağımsız Azerbaycan Cumhuriyeti’nin ikinci cumhurbaşkanı olmuştur. Elçibey dönemi milli para birimi olan ‘Manat’ basılıp kiril alfabesinden Latin alfabesine geçiş başlatıldı.Bu hızlı değişim ile Elçibey, Kızıl Orduyu Azerbaycan dan çıkartmıştı lakin Ruslardan destek gören
Ermeniler sahaya inerek Azerbaycan topraklarının %20’si olan Karabağ bölgesini işgal edip dünyanın gözü önünde büyük katliamlar yapmışlardı. Elçibey bu süreçte Sovyetlerin desteklediği Azerbaycan Savunma Bakanı olan Albay Suret Hüseyinov’u görevden alınca Hüseyinov ona karşı bir ayaklanma başlatmıştır. Elçibey’in bu başkaldırıya karşı büyük bir stratejik hata yaptığı, isyanı bastırmak yerine kardeş kanı akmasın diye Cumhurbaşkanlığı görevini terk etmesi hep eleştirilmiştir. Gence’de bulunan diğer bir siyasi aktör olan Haydar Aliyev’i görüşmek için Bakü’ye çağırmış
ve yapılan görüşmelerden sonra Aliyev Cumhurbaşkanlığına, Savunma Bakanı Albay Hüseyinov da Başbakanlığa getirildi. Elçibey o sancılı süreçlerde 4 yıllık gözetimde kalmış, Ekim 1997’de Bakü’ye tekrar dönerek AHCP’ deki siyasi faaliyetlerini muhalif olarak sürdürmüştür. Zamanla sağlığı bozulmuş ve tedavi için yabancı ülkelere gitmesi kendisine önerilmişse de O, yine de kardeş Türkiye’de tedavi olmak istemiştir. Tedavi gördüğü Gülhane Askeri Tıp Akademisinde (GATA) Türk halkı onu bağrına
basmıştı. Özgür ruhlu ve mücadele insanı olan Elçibey, 22 Ağustos 2000 tarihinde Ankara da 62 yaşında iken hayata gözlerini yummuştur.Bu çalışmamızda Ebulfez Elçibey’in zorluklar içinde geçen hayatı ve Azerbaycan Türklerinin bağımsızlığı için mücadele verdiği fırtınalı siyasi yıllarına, taranan literatür ve arşivlerdeki veriler
ışığında genel bir çerçevede değinilecektir.

A SUFFERING LIFE DEVOTED TO THE FREEDOM OF THE TURKISH
WORLD AND AZERBAIJAN TURKS: EBULFEZ ELCIBEY
Abstract:It has been clearly revealed by researchers that the Stalin dictatorship period, which was the peak of Soviet despotism in the years when the Second World War was opening, was a dark period in which the people were oppressed all over Turkestan, including the Caucasus, and tortures, exiles and executions followed each other. While Atatürk, who was accepted as a great Turkish commander and state administrator by the world’s political-military authorities and academies in the same years, passed away, the imagination that a new Turkish soldier with a fighting spirit named ‘Ebulfez’, who was opening his eyes to life on an election day, would play a role in the collapse of the Soviet regime in the future, It was unlikely that Stalin nor others predicted.When we look at the focus of the scientific and political studies of Elçibey, who completed his education life in difficulties, it is seen that it is aimed to establish a bridge with the Anatolian Turks by gaining the freedom of the Azerbaijan Turks in the common culture-history circle of the Turkish World and the entire Turkestan in the same ethnogenesis. Especially, starting from his education life and working for the independence of Azerbaijani Turks until the day he died, Elçibey was always followed by the Soviet regime and subjected to heavy pressure. Elçibey started his active political life in 1989 by becoming the head of the Azerbaijan Popular Front Party (AHCP). With the disintegration of the USSR in 1990, the Azerbaijani Turks officially declared their independence on October 18, 1991. After the short-term presidency of Ayaz Muttalibov, who followed a pro-Soviet policy in the early periods of independence, Ebulfez Elçibey became the second president of the independent Azerbaijan Republic as a result of the elections held on 7 June 1992. ‘Manat’, the national currency of the Elçibey period, was printed and the transition from Cyrillic alphabet to Latin alphabet was started. With this rapid change, Elçibey had driven the Red Army out of Azerbaijan, but the Armenians, supported by the Russians, landed on the field and occupied the Karabakh region, which is 20% of Azerbaijan’s lands,and committed great massacres in front of the world. When Elçibey dismissed Colonel Suret Huseynov,who was the Minister of Defense of Azerbaijan, which was supported by the Soviets, Huseyinov started an uprising against him.It has always been criticized that Elçibey made a great strategic mistake against this revolt, and that he left the Presidency instead of suppressing the rebellion so that brotherly blood would not shed.

Günümüz dünyası üzerinde demokratik yönetimlerin kapsadığı siyasi-coğrafi alanlara bakıldığında medeni toplumların tercih ettiği en iyi yönetim şeklinin “Cumhuriyet” olduğu açıkça ortaya çıkmaktadır. Latince, Fransızca ve İngilizce de benzer çağrışımlar yapan kelimenin etimolojisi “Republic-Respublica” dan gelmektedir. Dilimize ise topluluk, kitle, halk, çoğunluk vb. anlamlara gelen “Cumhur-Cumhuriyet” sözcüğünün kökeni Arapça’ya dayanmaktadır. Osmanlı’da demokratik yönetim ve reform teşebbüsleri incelendiğinde 1789 Fransız Devrimi’nin yarattığı talepler, 1839 Tanzimat Fermanı, 1876 Birinci Meşrutiyet ve 1908’deki İkinci Meşrutiyet hareketleri ön plana çıkmaktadır. Uzun süren savaşların, iktisadi ve siyasi sorunların uçurumun kenarına getirdiği ülke, nihayet Atatürk önderliğinde birleşen bir milli-ulusalcı kadro tarafından örgütlenen halk bağımsızlığını ancak geri kazanabilmiştir. Ulusal ve Uluslararası arenada bağımsızlığın sembol lideri olarak kabul gören Atatürk, sahadaki askeri zaferlerden sonra gelişimci diğer etkenlerin ülkenin tüm alanlarına ve bekasına yansıması gerektiğini gerekçeleri ile birçok defa dile getirmiştir. Atatürk dönemi bu tarz köklü reformlara bakıldığında “zemin ve zaman” kavramlarının yerindeliği dikkat çeken unsurlardır.
Summary: In the historical geography of Turkestan (Central Asia) in the 16th century. Turkish noble people, who saw that their political existence was under threat against the spread of Russian Tsarism, which started in the mid-19th century, periodically entered into a great struggle for freedom at the expense of their lives. Many national independence movements launched against the Tsarist-Soviet Regime could not achieve the desired success due to the professional army of the Russians and the disproportionate power they used. The absence of a strong central state and military structure in the current geography also provided the Russians with natural superiority and the opportunity for rapid expansion. In this context, there are several Turkish noble communities and autonomous republics in the Itil-Ural (Middle Volga) tribes within Turkestan, which have their own culture and history, different from the dominant cultural and ethnic circle. The Republic of Bashkortostan, one of these autonomous republics, came under Tsarist rule in the 16th century. From the mid-20th century. It waged a relentless struggle for freedom against the Russians from time to time until the beginning of the 19th century. The popular movements that started after 1905 against the deteriorating political-social and economic order of Tsarism brought Bolshevism in 1917, and in this process, Bashkir Turks became more active in political-military activities in the name of their freedom. They entered as . The form of independent autonomous republic declared by Zeki Velidi Togan and other Bashkir leaders on 29 November 1917 was approved only with the bilateral agreement made with the Bolsheviks on 23 March 1919, thus the first Muhtar Bashkir Republic affiliated with Russia was established. However, seeing that he could no longer find common ground with the increasing central pressure and the Bolsheviks, Togan left his country and contacted the Turks of Turkestan and Anatolia. Over time, the political-military activities led by Togan did not reach any conclusion and the Bashkirs continued to remain an autonomous structure within the Soviet Union (USSR). The demand for national independence, which was declared on October 11, 1990 after the dissolution of the USSR, was later relaxed again, and as a result of the bilateral agreement signed with the Russian Federation (RF) on August 3, 1994, some administrative rights were granted directly to the Bashkirs, resulting in a quasi-independent (autonomous-headman) state. The "Republic of Bashkortostan" took its final form today. In this book, the historical process of Russian domination in Central Asia, the political transformations faced by the Bashkirs, who sometimes paid great prices for their independence during the Tsarist and Soviet periods, their relations with other cognate Turks, and observations made in the relevant geography. As a result, a general examination and evaluation was made in the light of sources on their socio-cultural history.
Surrounded by a great circle of unknowns as of creation, human beings benefit from the power of myths in the various functions they attribute to nature in order to comprehend their existence and maintain social order. In other words, the most basic definition of the concept we call mythology is the whole of the narratives that have been put forward in a certain chronology and level in response to the questions
that individuals in a certain culture have wondered about nature, the universe, the past and creation over time, and that have been passed down from generation to generation in oral and written form.Mythology, which is the symbolized source of cosmic knowledge, is fed by epics, legends, heroism and supernatural powers. In this sense, when we look at the common Turkic cultural history, we see a great
similarity in the myths of the Uzbek Turks within the Turkestan geography and the Turks of the same ethnology who headed to Anatolia around the X-XI century. The belief in God the Sky and his helpers (iyes), epic folk legends, fairy tales and epics have different minor variations in the subtitle, but the plot and didactic messages in the main title develop within the same framework. Some of the myths in both
geographies have made a special effort to overlap with Islamic elements with minor changes after Islam.In fact, this has been a general characteristic of Turkic peoples who want to keep their own cultural elements alive in any case. When we look at the epics and myths known and prominent in Anatolia, the belief in the Sky God and Shamanism intertwined with it, the general framework, plot and main characters of epics such as Dede Korkut, Ergenekon, Köroğlu, Battalgazi, Gilgamesh, Manas, etc.
overlap to a great extent with the outlines of the Erali and Şirali Epic, Melike Ayyar Epic, Ayçınar Epic,Huşkeldi and Belagerdan, Rüstem Khan Epic, Dalli and Göroğlı Epics in Uzbek Turks. Although there are sometimes conflicts and distances between the two Turkic peoples, socio-cultural historical ties have always existed subconsciously. In this sense, it is noteworthy that in the national struggle of Anatolia,the aid from Bukhara and the gift of 3 swords belonging to Emir Timur, who came to Anatolia in the
past and returned, to Atatürk. As can be understood from this, the main framework of mythological elements, archetypes, epics, tales and oral texts seen in Uzbek Turks and Anatolian Turks is another expression of genetic cultural codes in the common Turkish cultural circle. In this article, a general evaluation will be made in the light of the sources on the mythological elements and folklore created by alTurkish culture.

Özet: Yaradılış itibari ile büyük bir bilinmezlik çemberiyle kuşatılan insanoğlu, varoluşunu idrak etmesi ve toplumsal düzenin devamı adına doğaya yüklediği çeşitli fonksiyonlarda mitlerin gücünden yararlanır.Yani mitoloji dediğimiz kavramın en temel tanımı, belirli bir kültürdeki bireylerin zaman içinde doğa,evren, geçmiş ve yaradılış hakkında merak ettikleri sorulara cevap olarak belli bir kronoloji ve düzeyde ortaya konmuş sözlü ve yazılı şekilde nesilden nesille aktarılan anlatıların bütünüdür. Kozmik bilgilerin sembolleşmiş kaynağı olan mitoloji, kaynak olarak destanlar, efsaneler, kahramanlıklar ve doğaüstü güçlerden beslenir. Bu manada ortak Türk kültür tarihine bakıldığında Türkistan coğrafyasının dâhilindeki Özbek Türkleri ile oradan X-XI. Yüzyıl dolaylarında Anadolu’ya yönelmiş aynı etnolojideki Türklerin mitlerinde büyük benzerlik görülmektedir. Bunlardan Gök Tanrı inancı ve onun kapsamındaki yardımcıları (iyeler), epik halk efsaneleri, masallar ve destanların alt başlığında gözüken farklı küçük
varyasyonların yanında ana başlıktaki olay örgüsü ve didaktik mesajlar aynı çerçevede gelişmektedir.Her iki coğrafyadaki mitlerin bazıları İslamiyet sonrası ufak değişiklerle İslami öğeler ile örtüştürülmeye özel çaba gösterilmiştir. Bu durum esasında öz kültürel unsurlarını her halükarda yaşatmak isteyen Türk soylu halkların genel bir özelliği olmuştur. Anadolu’da bilinip öne çıkan destan ve mitlere bakıldığında Gök Tanrı inancı ve onunla iç içe geçmiş olan Şamanizm, Dede Korkut, Ergenekon, Köroğlu, Battalgazi,
Gılgamış, Manas gibi destanların genel çerçevesi, olay örgüsü ve ana karakterlere bakıldığında Özbek Türklerindeki Erali ve Şirali Destanı, Melike Ayyar Destanı, Ayçınar Destanı, Huşkeldi ve Belagerdan,Rüstem Han Destanı, Dalli ve Göroğlı Destanlarının ana hatları ile büyük ölçüde örtüşmektedir. Her iki Türk soylu halklar arasında bazen çekişmeler ve uzak mesafeler görülse de sosyo-kültürel tarihi bağlar hep bilinçaltında var olmuştur. Bu anlamda Anadolu’nun milli mücadelesinde başta Buhara’dan gelen
yardımlar ve yine geçmişte Anadolu’ya gelip dönen Emir Timur’a ait 3 kılıcın Atatürk’e hediye edilmesi dikkat çekmektedir. Buradan da anlaşılacağı üzere Özbek Türkleri ile Anadolu Türklerinde görülen mitolojik unsurlar, arketipler, destanlar, masallar ve sözlü metinlerin ana çerçevesi genetik kültürel kodların ortak Türk kültür dairesindeki başka bir ifadesi olmaktadır. Bu çalışmada genel Türk kültür dâhilindeki Anadolu Türkleri ile Özbek Türklerinde var olan başta mitolojik unsurlar ve onun oluşturduğu halk folkloru üzerine kaynaklar ışığında genel bir değerlendirme yapılacaktır.Anahtar kelimeler: Mitoloji, Destan, Türk Folklorü, Özbekistan, Anadolu

Başkurt Türklerinde, 1905 ihtilali sonrasında kabul edilen meşrutî monarşi yönetimi ile beraber milli bir uyanış yaşanmaya başlamıştır. 1915 yılı sonlarında Duma’daki Müslüman Franksiyon’a Ufa temsilcisi seçilerek siyasi hayatı başlayan Zeki Velidi Togan, Rusya İmparatorluğu’nda nüfusun çoğunluğunu oluşturan azınlıklar meselesinin toprağa dayalı federal bir yapı fikri ile son bulacağını düşünmekteydi. Bu görüş doğrultusunda Togan; Azerbaycan, Kazakistan ve Özbekistan aydınları ile imparatorluğunu meydana getiren halkların kendi kaderlerini kendilerinin belirlemeleri fikrine sıcak bakmış ve özellikle Başkurtların geleceğinin daha çok Kazak Türkleri ile ortak hareket etmek olduğuna inanmıştır. Çarlık rejiminin son dönemlerinde vuku bulan demokratik halk hareketlerinin neden olduğu Bolşevik ihtilali yeni bir dönemi
aralarken, bu süreç Başkurtlar dâhil, İmparatorluğu oluşturan halkların çoğunluğu tarafından da bir özgürlük ışığı olarak görülmüştür. Başta Togan olmak üzere, kendi halkının geleceğini kendisi tarafından belirlenmesi fikrini kabul eden Türk Dünyası aydınları, Bolşeviklerin muhalefetine rağmen, ülkelerinde müstakil bir hayatın temelini atmaya başlamaktan çekinmemiş ve bunu gerçekleştirebilmek için birtakım ulusal ve yerel kongreler tertip etmişlerdir. Bu gelişmelere paralel olarak, İdil-Ural boylarında bulunan Başkurt Türkleri de bağımsızlık mücadelesi içine girmiş ve 29 Kasım 1917’de Rusya Müslümanlarının önemli şahsiyetlerinden biri olan Togan öncülüğünde Muhtar Başkurt Cumhuriyetini ilan etmişlerdir. Muhtar Başkurt Cumhuriyeti’nin Ruslardan onay görmemesi ve akabinde askerî kuvvetler tarafından lağvedilince 23 Mart 1919’da Bolşevikler ile yapılan ilk resmi anlaşma sonucu Muhtar Başkurdistan Cumhuriyeti, Rusya Sovyet Federal Sosyalist Cumhuriyeti’ne dâhil olmuştur. Bu makalede, şimdiye kadar yapılan çalışmalara ilave olarak, Togan’ın hâtıraları ve çağdaş kaynaklardan elde edilen bilgiler ışığında, Başkurtların, Ruslara karşı vermiş oldukları bağımsızlık mücadeleleri ile Başkurt Muhtar Cumhuriyeti’nin oluşum süreci incelenerek

THE BASHKIRS' STRUGGLE FOR INDEPENDENCE WITHIN THE
FRAMEWORK OF ZEKİVELİDİTOGAN'S POLITICAL ACTIVITIES
Abstract The Bashkir Turks, who had been under the rule of the Russian Empire since the mid-16th century, began to experience a national awakening with the constitutional monarchy rule adopted after the 1905 revolution. In late 1915, Zeki Velidi Togan, who started his political life by being elected as the Ufa representative to the Muslim Franchise in the Duma, thought that the issue of minorities, who constituted the majority of the population in the Russian Empire, would end with the idea of a federal structure based on land. In line with this view, Togan favored the idea that the intellectuals of Azerbaijan, Kazakhstan and Uzbekistan and the peoples that made
up the empire should determine their own destiny, and especially believed that the future of the Bashkirs was to act in common with the Kazakh Turks. While the Bolshevik revolution caused by the democratic popular movements that took place in the last periods of the Tsarist regime opened a new era, this process was seen as a light of freedom by the majority of the peoples that made up the Empire, including the Bashkirs. The intellectuals of the Turkic World, especially Togan, who accepted the idea of self-determination of the future of their own people, despite the opposition of the Bolsheviks, did not hesitate to start laying the foundations of an independent
life in their countries and organized a number of national and local congresses in order to realize this. In parallel with these developments, the Bashkir Turks in the Idyl-Ural tribes also entered into a struggle for independence and declared the Mukhtar Bashkir Republic on November 29,1917 under the leadership of Togan, one of the important figures of the Muslims of Russia. When the Mukhtar Bashkir Republic was not approved by the Russians and subsequently disbanded by the military forces, the Mukhtar Bashkortostan Republic was included in the Russian Soviet Federal Socialist Republic as a result of the first official agreement with the Bolsheviks on March
23, 1919. In this article, in addition to the studies carried out so far, in the light of Togan's memoirs and information obtained from contemporary sources, the independence struggles of the Bashkirs against the Russians and the formation process of the Bashkir Mukhtar Republic have been analyzed and contributed to the literature. Rusya Federasyonu’na bağlı özerk Başkurdistan Cumhuriyeti’nde yaşayan Başkurt Türklerinin tarihi coğrafyası,Avrupa ve Asya’nın bağlantı noktası olan görkemli Ural Dağları ile Yayık (Ural) Nehri’nin bulunduğu 143.600 km2’yi kapsayan bölgedir. Yaklaşık dört milyon iki yüz bin nüfuslu cumhuriyette yaşayan günümüz Başkurtların köklü tarihi geçmişi ve kendine özgü sosyo-kültürel bir hayatlarının olduğu birçok ilgili tarihi kaynakta teyit edilmektedir. Başkurt Türkleri ile ilgili bilgi veren en eski tarihi kaynaklara bakıldığında; İbn Fadlan’ın 10. yüzyılda görevli olarak bu bölgeden geçerken tuttuğu notlar, yine Fransız seyyah Wilhelm Von Rubruk (12. yüzyıl), Türk seyyah Evliya Çelebi (17. yüzyıl), Rus yazar S. İ. Rudenko (19. yüzyıl) ve bu alanda önemli diğer bir raştırmacı
olan Kuzeyev’in (20. yüzyıl) kaleme aldığı eserlerde Başkurtların genel folklorü ve giyim-kuşam tarzı hakkında günümüze ışık tutan bilgiler vermişlerdir. Bu kapsamda geleneklerine sıkı sıkıya bağlı Başkurt toplumu ve diğer Türk soylu halklarda olduğu gibi toplumun ana unsuru konumundaki kadınların giyim-kuşam ve yansıttığı folklorik
değerler kültürün devamlılığı için büyük önem arz etmektedir. Eski kadın giyim tarzına bakıldığında öz kültür ve bulunduğu coğrafi yaşamdan kalın izler taşıdığı rahatlıkla görülebilir. Bahse konu bu giysilerin hazırlanışında ayrıca yetenek ve yaratıcılık isteyen bir sanat ve zanaatın olduğu da aşikârdır. Bu anlamda geleneksel kadın kostümü,
üzerine işlenen geometrik şekiller ve takılan metal aksesuarların aynı zamanda öz kültür ve inançların harmanlanmasıyla ortaya çıkarttığı milli bir giysi olduğu söylenebilir. Bu çalışmada Türk soylu Başkurt kadınlarının
geleneksel kıyafetleri üzerine taranan ilgili kaynaklar ışığında genel bir inceleme ve değerlendirme yapılacaktır.

Abstract
The historical geography of the Bashkir Turks living in the autonomous Republic of Bashkortostan under the Russian Federation is a region covering 143,600 km2, where the magnificent Ural Mountains and the Yayık (Ural) River are located, which are the connection point of Europe and Asia. It is confirmed in many relevant historical sources that today's Bashkirs living in the republic with a population of approximately four million two hundred thousand have a deep-rooted historical past and a unique socio-cultural life. When we look at the oldest historical sources providing information about Bashkir Turks; The notes Ibn Fadlan took while passing through this region as an official in the 10th century were also compiled by the French traveler Wilhelm Von Rubruk (12th century), the Turkish traveler Evliya Çelebi (17th century), and the Russian writer S. İ. In the works written by Rudenko (19th century) and Kuzeyev (XXth century), another important researcher in this field, they provided information that enlightens today about the general folklore and clothing style of the Bashkirs. In this context, the clothing and folkloric values reflected by the women, who are the main element of the society, as in the Bashkir society and other Turkish noble people, who are strictly attached to their traditions, are of great importance for the continuity of the culture. When we look at the old women's clothing style, it can be easily seen that it carries thick traces of its own culture and life.It is obvious that there is an art and craft that requires talent and creativity in the preparation of these clothes. In this sense, it can be said that the traditional women's costume is a national dress created by blending the geometric shapes and metal accessories worn on it, as well as the core culture and beliefs. In this study, a general examination and evaluation will be made on the traditional clothes of Bashkir women of Turkish descent in the light of the relevant

Özet/Özet: Polonya'nın paylaşılması konusunda ortak karara varan Sovyetler ve Almanlar, Ağustos 1939'da 10 yıllık bir saldırmazlık anlaşması imzaladılar ancak bu barış dönemi, Almanların ani bir saldırıyla sona erdi. 22 Haziran 1941'de Sovyetler. Rusya'nın beklemediği bu ani saldırılarla Naziler büyük ilerleme kaydetti ve yıl sonuna doğru aralarında Türkistan asıllı askerlerin de bulunduğu milyonlarca Sovyet askerini esir aldı. Alman kamplarındaki yaşam koşulları birçok mahkumun hayatına mal olurken, hayatta kalanlar zamanla Almanlara ek bir sorumluluk ve maliyet getirdi. Alman Doğu Bakanlığı öncülüğünde çözüm arayan Türkistan ileri gelenleriyle çeşitli komite çalışmaları yapıldı ve her iki tarafa da fayda sağlayacağı düşünülen esir lejyonlarının oluşturulmasına karar verildi. Türkistanlı askerlerden oluşan lejyonlar daha sonra Doğu Cephesinde Kızıl Ordu, diğer cephelerde ise müttefiklerle yaptıkları savaşlarda büyük can kayıpları yaşadılar. Almanların kontrolünde oluşturulan bu lejyonlardan biri de, 16. yüzyılın ortalarından itibaren işgal ettikleri toprakları özgürleştirmeye yemin eden, çoğunluğu Tatar-Başkurt Türklerinden oluşan 'İdil (Volga)-Ural' Lejyonu'ydu. Abstarct: The Soviets and the Germans agreed on the division of Poland and signed a 10-year non-aggression agreement in August 1939, but this peace period ended with the Germans' sudden attack on the Soviets on June 22. With these sudden attacks that Russia did not expect, the Nazis made great progress and captured millions of Soviet soldiers, including soldiers of Turkestan origin, towards the end of the year. While living conditions in German camps claimed the lives of many prisoners, the survivors brought an additional responsibility and cost to the Germans over time. Under the leadership of the German Eastern Ministry, various committee studies were held with Turkestan notables seeking a solution, and it was decided to create prisoner legions, which were thought to benefit both sides. The legions of Turkestan soldiers later suffered great losses of life in the wars with the Red Army on the Eastern Front and the allies on other fronts. One of these legions formed under the control of the Germans was the 'Itil (Volga)-Ural' Legion, consisting mostly of Tatar-Bashkir Turks, who swore to liberate the lands they had occupied since the mid-16th century.
