Smart city is characterized by the introduction of high-tech infrastructure, digital services, integrated information monitoring systems that allow to optimize the environment and processes of urban management. The most promising direction of smart cities development is the implementation of ubiquitous computing systems. Ubiquitous computing involves the introduction of a significant number of technologies, including sensors, artificial intelligence, Internet of Things, network robots. Since ubiquitous computing is based on the processing of data generated by different devices, the new solutions are needed to structure and ensure data compatibility. Such solutions are the distributed machine learning methods: stochastic gradient descent and K-means method. The work separately considers the use of federated training, which has advantages in data privacy and mobile computing. The article deals with the main provisions of the concept of smart city, technologies of ubiquitous computing, features of methods of distributed machine learning and their introduction into urban systems management.

Network communities are characterized by the key role of trust in personal interactions, the need for repeated interactions, strong and weak ties within the network, social learning as the mechanism of self-organization. Therefore, in network communities reputation is the central component of social action, assessment of the situation, and formation of the expectations. The current proliferation of virtual network communities requires the development of appropriate technical infrastructure in the form of reputation systems - programs that provide calculation of network members reputation and organization of their cooperation and interaction. Traditional reputation systems have vulnerabilities in the field of information security and prevention of abusive behavior of agents. Overcoming these restrictions is possible through integration of reputation systems and blockchain technology that allows to increase transparency of reputation assessment system and prevent attempts of manipulation the system and social engineering. At the same time, the most promising is the use of blockchain-oracles to ensure communication between the algorithms of blockchain-based reputation system and the external information environment. The popularization of blockchain technology and its implementation in various spheres of social management, production control, economic exchange actualizes the problems of using digital technologies in political processes and their impact on the formation of digital authoritarianism, digital democracy and digital anarchism. The paper emphasizes that blockchain technology and reputation systems can equally benefit both the resources of government control and tools of democratization and public accountability to civil society or even practices of avoiding government. Therefore, it is important to take into account the problems of political institutionalization, path dependence and the creation of differentiated incentives as well as the technological aspects.

They include the limited state categorisation and the complexity of the institutional process, lack of investment in human capital and low overall factor productivity, lack of effective and sufficient communication, resistance to bureaucracy. В статье рассматриваются возможности перехода к цифровым регионам через масштабирование умных гор... more В статье рассматриваются возможности перехода к цифровым регионам через масштабирование умных городов. Переход к цифровым регионам обуславливается их позиционированием как сложного пространства сборки социально-ориентированных проектов и программ. Умные города и цифровые регионы рассматриваются как распределенные в пространстве сети управления, в которые интегрированы отношения «человек-машина» и «машина-машина». Сети управления поддерживают коммуникационную связанность пространства, дополняют физическое измерение управления территориями виртуальным, сокращая асимметрию между моделями управления и информационным разнообразием среды. Масштабирование сетей управления с городского на региональный уровень требует наличия достаточной инфраструктуры доступа, включающей институциональное регулирование, включенность в рынок технологий, наличие технологической инфраструктуры, наличие человеческого капитала и Интернет-грамотности. Города в силу концентрации сервисной экономики отличаются аккумуляцией большей инфраструктуры доступа, однако для регионов характерны территориальная неоднородность и дисбалансы в обеспечении инфраструктурой доступа. Для российских регионов характерны различия в развитии человеческого капитала, степени интеграции в рынок технологий умного города, обеспечении технологической инфраструктурой. Кроме того, отсутствие институционального регулирования обуславливает недостаточность финансовых ресурсов для реализации крупных региональных ИКТ-проектов. Наиболее реалистичные сценарии перехода от умных городов к цифровому региону связаны с созданием центров управления регионом, внедрением сервисов электронных госуслуг и коммуникации с органами власти, постепенной цифровизацией систем здравоохранения, образования и социальной поддержки в муниципалитетах. Для внедрения самоорганизующихся автоматизированных систем мониторинга и управления потребуется дополнительное нормативное сопровождение, вовлечение бизнеса, оснащение территорий технологической инфраструктурой и повышение Интернет-грамотности и навыков населения.

Сегодня успех в цифровизации городов зависит от готовности населения и его участия в планировании, реализации и оценки проектов. Платформы вовлечения граждан являются инструментами общественного участия в развитии «умных городов», обеспечивают персональную коммуникацию между органами власти и горожанином, интерактивные форматы взаимодействия стейкхолдеров городской политики, краудсорсинг идей, инновационное творчество, доступ жителей к открытым данным. В работе предлагается модель оценки платформ вовлечения граждан в зависимости от разнообразия цифрового функционала платформы и ее интеграции с другими сервисами, выделяются несколько вариантов платформ и принципов их функционирования: платформа информирования (принцип «Инцидент менеджмента»), платформа контроля и предоставления услуг (принцип «одного окна»), интегрированная платформа вовлечения граждан (принцип «Активный горожанин»). Модель используется для анализа цифровых платформ вовлечения граждан, размещенных в Банке решений умного города Минстроя РФ. Анализ продемонстрировал, что платформы вовлечения граждан активно развиваются в разных городах России, однако разнообразие их цифрового функционала варьируется, наиболее распространенной практикой является внедрение платформ информирования. Для совершенствования платформ вовлечения граждан в работе предлагается интеграция платформ с сервисами Яндекс, использование инструментов геймификации для удержания внимания пользователей и освоения ими функционала платформ.
