Building a TraceChain platform that connects transactions on the supply chain to introduce products, and at the same time supports the connection between productions, suppliers and consumers. The application applies Blockchain in establishing 4 blocks of information on the supply chain including business unit, product, transaction and delivery. Báo cáo nghiên cứu các quy định của EU, Mỹ và Nhật Bản quy định về truy xuất nguồn gốc cho các do... more Báo cáo nghiên cứu các quy định của EU, Mỹ và Nhật Bản quy định về truy xuất nguồn gốc cho các doanh nghiệp Việt Nam trong sản xuất tôm và cá tra để xuất khẩu vào các thị trường trên. Song song đó, báo cáo cũng nghiên cứu quy định của Việt Nam tương ứng để tìm ra các điểm còn chưa tương đồng, thiếu hụt trong hệ thống quy định của Việt Nam, từ đó có các đề xuất phù hợp. Để làm rõ yêu cầu trên, báo cáo đã sử dụng khung phân tích 7 nội dung yêu cầu trong hệ thống truy xuất nguồn gốc của FAO, trong đó tập trung vào 5 điểm bắt buộc gồm các quy định (1) về an toàn thực phẩm trong truy xuất nguồn gốc; (2) về bảo đảm thông tin, phân lô sản phẩm, gắn đúng thông tin với lô sản phẩm và mức độ chính xác của thông tin; (3) về các quy định, tiêu chuẩn trong quản lý chất lượng bắt buộc của các thị trường nhập khẩu; (4) về quản lý chuỗi cung ứng, đảm bảo nguyên tắc truy xuất một bước trước, một bước sau từ đầu đến cuối chuỗi và (5) sản xuất bền vững, đáp ứng các yêu cầu về bảo vệ môi trường, bảo vệ người tiêu dùng, bảo vệ nông dân và các nhà sản xuất nhỏ. Từ khung phân tích trên, báo cáo đi sâu nghiên cứu các quy định của EU, Mỹ và Nhật Bản theo 5 tiêu chí trên và so sánh với các quy định của Việt Nam. Các tiêu chí được tổng hợp và tóm tắt trong bảng 3.2 trong bản toàn văn báo cáo. Kết quả nghiên cứu cho thấy, về các quy định truy xuất nguồn gốc của các thị trường là không quá khắt khe, phần lớn chỉ yêu cầu các đơn vị xuất khẩu phải đăng ký mã số định danh, có hệ thống mã nhận dạng (bằng giấy hoặc điện tử) để có thể truy xuất được đến trang trại và các nguyên liệu đầu vào. Dựa trên hệ thống mã này, các cơ quan nhập khẩu có thể kiểm tra lô hàng theo các tiêu chí về an toàn thực phẩm, đặc biệt là chất phụ gia được phép theo quy định. Bên cạnh đó, một số tiêu chuẩn, tuy là không bắt buộc từ chính quyền các quốc gia nhập khẩu như FSSC, ISO, ASC, BAC, GlobalGAP... nhưng là các tiêu chuẩn được thị trường đánh giá cao nên một số bên mua hàng khuyến cáo nên có hoặc bắt buộc áp dụng. Các quy định của Việt Nam tương ứng đều có liên quan đến các tiêu chí trên. Tuy nhiên, phần lớn mang tính chất đối phó ngắn hạn, chạy theo các quy định của các nước nhập khẩu mà chưa có lộ trình, định hướng trong dài hạn. Tuy nhiên, điểm khác biệt trong thực thi chính sách là các nước Châu Âu và Mỹ đều xây dựng được một hệ thống cảnh báo an toàn thực phẩm từ xa. Đối với Châu Âu là hệ thống cảnh báo nhanh RASFF dựa trên các quy định tại EC178. Đối với Mỹ là các hệ thống quy định kiểm tra, giám sát được Bộ Nông nghiệp Mỹ trao quyền cho Cơ quan Kiểm dịch và An toàn Thực phẩm (FSIS) dựa trên Farm Bill. FSIS quy định nghiêm ngặt việc kiểm soát theo từng công đoạn (từ con giống, thức ăn, dư lượng kháng sinh, chất tồn dư thuốc thú y đến vận chuyển, nhà máy…). Các hệ thống này đã không chỉ phát huy tác dụng là một hệ thống thông tin truy xuất nguồn gốc mà còn mang tính chất cảnh báo và ngăn chặn nguy cơ an toàn thực phẩm ngay từ khi bắt đầu hình thành tại các trang trại. Từ các phân tích, báo cáo đưa ra các kiến nghị để đáp ứng nhu cầu truy xuất nguồn gốc sản phẩm tôm và cá tra xuất khẩu vào các thị trường phát triển như EU, Mỹ và Nhật Bản, các quy định của Việt Nam về an toàn thực phẩm, cần có một hệ thống tra cứu các chất cấm sử dụng và khuyến cáo cho từng thị trường. Song song với đó nên xây dựng một hệ thống cập nhật và cảnh báo từ xa cho các mắt xích trong chuỗi cung ứng cung cấp thông tin lên hệ thống. Đối với bảo mật và phân lô sản phẩm nên quy định rõ định danh mã vùng nguyên liệu thống nhất, thông tin bắt buộc ghi nhận trong quá trình sản xuất và vận chuyển từ trang trại đến nhà máy, lộ trình bắt buộc thực hiện cho các sản phẩm tôm và cá tra. Về quản lý chất lượng, quản lý chuỗi cung ứng và sản xuất bền vững cần có chính sách nâng cao vai trò của các bên thứ ba tham gia vào hệ thống như các đơn vị chứng nhận chất lượng, các đơn vị kiểm nghiệm và đặc biệt là nâng cao vai trò của các hiệp hội, ngành nghề trong quản lý và giám sát chéo thông tin an toàn thực phẩm, truy xuất nguồn gốc trên chuỗi cung ứng.

Đối với bảo mật và phân lô sản phẩm nên quy định rõ định danh mã vùng nguyên liệu thống nhất, thông tin bắt buộc ghi nhận trong quá trình sản xuất và vận chuyển từ trang trại đến nhà máy, lộ trình bắt buộc thực hiện cho các sản phẩm tôm và cá tra. Về quản lý chất lượng, quản lý chuỗi cung ứng và sản xuất bền vững cần có chính sách nâng cao vai trò của các bên thứ ba tham gia vào hệ thống như các đơn vị chứng nhận chất lượng, các đơn vị kiểm nghiệm và đặc biệt là nâng cao vai trò của các hiệp hội, ngành nghề trong quản lý và giám sát chéo thông tin an toàn thực phẩm, truy xuất nguồn gốc trên chuỗi cung ứng.
Để làm rõ yêu cầu trên, báo cáo đã sử dụng khung phân tích 7 nội dung yêu cầu trong hệ thống truy xuất nguồn gốc của FAO, trong đó tập trung vào 5 điểm bắt buộc gồm các quy định (1) về an toàn thực phẩm trong truy xuất nguồn gốc; (2) về bảo đảm thông tin, phân lô sản phẩm, gắn đúng thông tin với lô sản phẩm và mức độ chính xác của thông tin; (3) về các quy định, tiêu chuẩn trong quản lý chất lượng bắt buộc của các thị trường nhập khẩu; (4) về quản lý chuỗi cung ứng, đảm bảo nguyên tắc truy xuất một bước trước, một bước sau từ đầu đến cuối chuỗi và (5) sản xuất bền vững, đáp ứng các yêu cầu về bảo vệ môi trường, bảo vệ người tiêu dùng, bảo vệ nông dân và các nhà sản xuất nhỏ.
Từ khung phân tích trên, báo cáo đi sâu nghiên cứu các quy định của EU, Mỹ và Nhật Bản theo 5 tiêu chí trên và so sánh với các quy định của Việt Nam. Các tiêu chí được tổng hợp và tóm tắt trong bảng 3.2 trong bản toàn văn báo cáo.
Kết quả nghiên cứu cho thấy, về các quy định truy xuất nguồn gốc của các thị trường là không quá khắt khe, phần lớn chỉ yêu cầu các đơn vị xuất khẩu phải đăng ký mã số định danh, có hệ thống mã nhận dạng (bằng giấy hoặc điện tử) để có thể truy xuất được đến trang trại và các nguyên liệu đầu vào. Dựa trên hệ thống mã này, các cơ quan nhập khẩu có thể kiểm tra lô hàng theo các tiêu chí về an toàn thực phẩm, đặc biệt là chất phụ gia được phép theo quy định. Bên cạnh đó, một số tiêu chuẩn, tuy là không bắt buộc từ chính quyền các quốc gia nhập khẩu như FSSC, ISO, ASC, BAC, GlobalGAP... nhưng là các tiêu chuẩn được thị trường đánh giá cao nên một số bên mua hàng khuyến cáo nên có hoặc bắt buộc áp dụng. Các quy định của Việt Nam tương ứng đều có liên quan đến các tiêu chí trên. Tuy nhiên, phần lớn mang tính chất đối phó ngắn hạn, chạy theo các quy định của các nước nhập khẩu mà chưa có lộ trình, định hướng trong dài hạn.
Tuy nhiên, điểm khác biệt trong thực thi chính sách là các nước Châu Âu và Mỹ đều xây dựng được một hệ thống cảnh báo an toàn thực phẩm từ xa. Đối với Châu Âu là hệ thống cảnh báo nhanh RASFF dựa trên các quy định tại EC178. Đối với Mỹ là các hệ thống quy định kiểm tra, giám sát được Bộ Nông nghiệp Mỹ trao quyền cho Cơ quan Kiểm dịch và An toàn Thực phẩm (FSIS) dựa trên Farm Bill. FSIS quy định nghiêm ngặt việc kiểm soát theo từng công đoạn (từ con giống, thức ăn, dư lượng kháng sinh, chất tồn dư thuốc thú y đến vận chuyển, nhà máy…). Các hệ thống này đã không chỉ phát huy tác dụng là một hệ thống thông tin truy xuất nguồn gốc mà còn mang tính chất cảnh báo và ngăn chặn nguy cơ an toàn thực phẩm ngay từ khi bắt đầu hình thành tại các trang trại.
Từ các phân tích, báo cáo đưa ra các kiến nghị để đáp ứng nhu cầu truy xuất nguồn gốc sản phẩm tôm và cá tra xuất khẩu vào các thị trường phát triển như EU, Mỹ và Nhật Bản, các quy định của Việt Nam về an toàn thực phẩm, cần có một hệ thống tra cứu các chất cấm sử dụng và khuyến cáo cho từng thị trường. Song song với đó nên xây dựng một hệ thống cập nhật và cảnh báo từ xa cho các mắt xích trong chuỗi cung ứng cung cấp thông tin lên hệ thống.
