In Genua protestieren im Juli 2001 tausende Menschen gegen die Politik der G8 Länder. Organisiert... more In Genua protestieren im Juli 2001 tausende Menschen gegen die Politik der G8 Länder. Organisiert wurde dieser Protest maßgeblich von einem lokalen Netzwerk bestehend aus Kirchen, Gewerkschaften, Wohlfahrtsverbänden und einem breiten Spektrum an ,linken Gruppen'. Dieses Netzwerk, welches heute in diesem Maß nicht mehr besteht, nannte sich Sozialforum. Geprägt von den Erfahrungen in Genua trugen Aktivistinnen diese Idee nach Tübingen, wo sich im Februar 2002 innerhalb kurzer Zeit ein ähnliches Netzwerk gründete: das Tübinger Sozialforum. Es ist das erste lokale Sozialforum in Deutschland. Organisiert wird ein großer Protestzug für den 1. Mai 2002, dem Tausende folgen. Ein Jahr später wird die Idee in Berlin aufgegriffen. Auch hier werden soziale und gesellschaftliche Missstände thematisiert und zu Gehör gebracht. Am 1. November 2003 wird zusammen mit Gewerkschaften und anderen , linken Gruppen' zu einer Großdemonstration gegen den , Sozialkahlschlag der Bundesregierung' aufgerufen. 100.000 Menschen folgen dem Aufruf.

Die vorliegende Arbeit nimmt ihren Ausgang in der Beobachtung eines Wandels der Dynamik des trans... more Die vorliegende Arbeit nimmt ihren Ausgang in der Beobachtung eines Wandels der Dynamik des transnationalen Anti-Bergbau-Protests in Mesoamerika. Dieser Wandel zeichnet sich dadurch aus, dass sich der Protest lokalisiert, das territorio an Bedeutung gewinnt und die Widerstände sich international ausrichten (Svampa 2007). Diese Rekonfiguration (Seoane 2006) führt zu neuen Dynamiken im transnationalen Protest, in deren Zentrum Orte und Widerstände stehen und die mit bisherigen Herangehensweisen der transnationalen Bewegungsforschung nur schwer zu identifizieren sind. Aus diesem Grund führt die vorliegende Arbeit den Begriff des Translokalen ein, worunter die Verknüpfung zwischen Orten und lokal verwurzelten Akteuren über Grenzen hinweg zu verstehen ist. An diesen Perspektivwechsel anknüpfend wird der Frage nachgegangen, ob sich innerhalb der mesoamerikanischen Anti-Bergbau-Bewegung eine translokale Protestdynamik feststellen lässt und wie diese charakterisiert werden kann. Wichtige Beiträge zum Verständnis der Funktionsweise transnationaler Bewegungen wurden mit den Konzepten des Transnational Advocacy Networks (Keck/Sikkink 1998) und des Transnational Coalition Building (Bandy 1997) gewonnen. Diese Herangehensweisen betrachten die Rolle von Orten, Territorien und Widerständen jedoch bisher nur am Rande. Aus diesem Grund wird im Rückgriff auf den Raumbegriff bei Lefèbvre (1991) eine Erweiterung der transnationalen Bewegungsforschung unternommen. Anknüpfend an das Konzept des convergence space (Routledge 2003) werden die Ansätze der transnationalen Bewegungsforschung mit denen der Raumtheorie kombiniert und zu einem Konzept des translokalen Widerstandsraums weiterentwickelt. Auf der Basis dieses Konzepts wird schließlich eine induktive Fallstudie (Snow/Trom 2002) über die mesoamerikanische Anti-Bergbau-Bewegung durchgeführt, die eine neuartige Betrachtung der translokalen Dynamiken im transnationalen Protest ermöglicht. Die Ergebnisse der Fallstudie zeigen erstens, dass der Ort zur zentralen Arena der Austragung von durch den Neoliberalismus hervorgerufenen globalen Widersprüchen geworden ist. Zweitens wird deutlich, dass im Ort verwurzelte Widerstände die zentralen Akteure in der Dynamik des sich globalisierenden Protests geworden sind. Diese Widerstände haben dabei zwei translokale Prozesse entwickelt, die den transnationalen Protest wesentlich bestimmen: zum einen die Ausbildung translokaler Koalitionen, worunter Koalitionen zwischen betroffenen Widerständen verstanden werden, und zum anderen die Konstruktion und Ausübung einer translokalen Territorialität, die sich vor allem in der Konstruktion eines Mesoamérica de los pueblos zeigt. Zusammengenommen bilden diese vier Elemente einen translokalen Widerstandsraum, der bestimmt ist durch das dynamische Zusammenwirken von im Ort verwurzelten Widerständen in translokalen Koalitionen mit dem Ziel der Verteidigung einer gemeinsamen subalternen Territorialität.

In den von den Zapatisten kontrollierten Dörfern bildete sich weitgehend unbeachtet eine politische Organisationsstruktur heraus, die sich auf die Selbstregierung der Menschen gründet. Das Ziel des vorliegenden Buches ist es die Ursachen, die Entwicklung und die Funktionsweise der zapatistischen Selbstverwaltung in Chiapas darzustellen. Unter der Annahme, dass in Chiapas nicht nur eine Soziale Bewegung entstanden ist, sondern sich eine komplexe Regierungsform herausgebildet hat, werden Anknüpfungspunkte an den Begriff der direkten Demokratie gesucht und überprüft. Damit sollen der Leserin und dem Leser dieses Buches drei Thematiken erläutert werden: Die indigene Selbstverwaltung der Zapatisten, der Diskurs um die direkte Demokratie und die Schnittstellen, die sich zwischen beiden ergeben. Das Buch richte sich an WissenschaftlerInnen mit Interesse an Sozialen Bewegungen und Demokratietheorien ebenso wie an AktivistInnen und LeserInnen die eine Einführung in die Selbstverwaltung der zapatistischen Gemeinden suchen.

Die Bezeichnung Zapatistas leitet sich von Emiliano Zapata Salazar (1879-1919), dem Bauernführer aus Morelos, Mexiko, ab, der während der mexikanischen Revolution von 1910 bis 1919 an der Spitze der Bauernbewegung für "tierra y libertad" (dt.: Land und Freiheit) kämpfte.
