This research is a development research with a qualitative approach that aims to develop an innovative and creative learning model. This research was conducted at 3 elementary schools in Soneyan Village, Margoyoso District, Pati Regency. This research was conducted using the Sugiyono development method. The data collection techniques used in this study were (1) teacher and student response questionnaires to collect curriculum needs analysis; (2) interviews to collect development design information; (3) literature study as a reference in the development step in accordance with learning theory. The result of the research is an open ended learning model which was developed in accordance with the learning objectives, supporting the occurrence of scientific learning because it is interactive and exploratory. The characteristics of learning using the open-ended learning model provide opportunities for students that each problem does not have to have one correct answer so that it is in line if it is applied in learning to add fractions in 5th grade elementary school which allows solving questions with different.
