The arguments such as setName, -Version, and -Type should have precedence over the Metadata. I feel arguments are more explicit than the content of a file.

I can imagine a scenario where you want to override data that is in the metadata file. However, it's hard to envision a situation where the metadata file should supersede the explicitly set arguments.
