project pallete update without having to save it

the project pallete has to be saved in order to apply the new color to all the level palletes refferencing the color.
and you cannot undo the action

This sounds to me that it should be fully investigated as a shortfall and potential bug and therefore reported via Opentoonz github.
Assuming of course it hasn't been reported already.

I can think of at least one case where a user might not want the palette to be saved as that would potentially corrupt a master palette.

Regarding the undo issue, we need to explore some best practices with regard to Undoing after a Save.
