Help someone use the day based on the timezone

There are a few places we might use today() but for an interview that can be used across timezones, there should be a way to specify the user's timezone. Based on, e.g., some jurisdiction selection. Alternatively: can we ask the browser for timezone info?

I've been thinking about timezones for the ReturnDate stuff for Tyler, and there are a few modalities:

• just using the timezone of the jurisdiction.
• using the timezone of the user's home address
• using the user's browser's timezone (for remote court things?)

These are probably all relevant for different use cases.

Tech wise:

• Since we have geolocation of the court (or user's address), we can use any of these APIs or libraries to find the timezone of their home address
• https://developer.mozilla.org/en-US/docs/Web/JavaScript/Reference/Global_Objects/Intl/DateTimeFormat/resolvedOptions gets the info from the browser (would have to be in JS)
