Record transaction durations during migrations

We have various database migration guidelines intended to prevent long-running transactions, and requiring the user to add disable_ddl_transaction! to their migration. We should record transaction durations so that we can report warnings and statistics around them, preventing long-running transactions from being released to production.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
