Add migration timing to comment hidden field

Currently, we use a hidden field to note which comment is the migration testing comment. We'd like to use the same tactic to store the amount of time migrations added to that merge request take so that they can be reported to the delivery team.

There is a new comment part of the IDENTIFIABLE_NOTE_TAG
