Historians of World War ii diplomacy have long neglected the potential of the foreign-language print media originating with the Allied European exiles. Publicity helped the Norwegian government retain two assets of supreme importance to every exile representation – credibility and agency. Norwegian efforts in this realm manifest resourcefulness: several formats have been employed to generate visibility, reciprocity, and reputation, or to transmit positions on the international order in the making. Moreover, content analysis elucidates the transformation of Norwegian internationalism from inter-war liberal propositions towards a more “realist”

Recognition of a claimant polity as a state is a status-related decision with far-reaching politi... more Recognition of a claimant polity as a state is a status-related decision with far-reaching political and legal effects. This study addresses the question whether Norway through its foreign minister, Halvdan Koht, entered into a formal diplomatic relationship with the Nazi German satellite of Slovakia in 1939–1940. A claim of recognition complicated Norway’s relationship with the representatives of Czechoslovakia in Allied London. Norwegian Foreign Ministry files not previously consulted now make it possible to test and trace the reception and processing of Slovakia’s application. Sources also show how minor issues take on significance for bilateral relations in times of high volatility in international life.

THE ROYAL NORWEGIAN GOVERNMENT IN ALLIED LONDON During the Second World War, London hosted several Allied governments-in-exile. An unprecedented phenomenon in diplomatic history, the explosion of exile politics affected the position and agency of the Czechoslovak authorities. The aim of this study is to present basic, often status related operational parameters of one of their lesser partners, the Royal Norwegian Government , which also strived to contribute to a sustainable balance in the mutual relationships of the "Grand Coalition" great powers.

The vicissitudes of the Second World War generated many cases of political representation in exil... more The vicissitudes of the Second World War generated many cases of political representation in exile. By 1942, London hosted eight governments and several ‘free movements’ that each claimed to be speaking for occupied and Axis Europe. The ‘international society’ in miniature that emerged encompassed myriad relationships, new and recast, resting upon perceptions of the self and of others. Still, research focuses on the disparate national narratives rather than international interactions among exiled policy makers. The example of Allied London shows how small power governments-in-exile struggled for credibility and agency while waging coalition warfare from ‘out of place’. Through the lens of diplomacy, one can examine the impact of physical proximity on bilateral relations and how new communication channels were employed in policy-making.

Recognition belongs to legal acts which permit a new state to enter international community as a ... more Recognition belongs to legal acts which permit a new state to enter international community as a full partner. It establishes normal relations between two states as a precondition of their mutual communication in politics, as well as in economics and other fields. Thus, swift recognition by as many states as possible is the first task of every newly established foreign ministry. As soon as 15 March 1939, Slovak foreign ministry notified its prospective counterparts about birth of the Slovak State. The Norwegian foreign ministry was to make a stand on recognition. This, due to tense international situation on the eve of WWII, turned to a lenghty process of consideration, complicated even more by the outbreak of the war in September 1939. Early in April 1940, Norway was about to give a de facto recognition. However, Nazi invasion still the same month stopped the action, which, nonetheless, somewhat disturbed initial contacts of Norwegian and Czechoslovak exile representations.
