This study investigates how citizens define their role qua citizen and how the public role they a... more This study investigates how citizens define their role qua citizen and how the public role they assign themselves matters in their assessment of satisfaction with public service performance. We compared survey respondents who identified their citizen role as customer (n=280), partner (n=353) or owner (n=467) to test this relation. Theoretically, the dominance of New Public Management (NPM) scholarship has resulted in the framing of citizens as simply customers, but our empirical study finds that citizens consider themselves more as partners or owners of government. This mismatch in conception was our research hypothesis for further research. We then ran a number of t-tests and carried out a MANOVA analysis, the results of which indicate that there is a significant difference between the customer and partner groups regarding expectations and satisfaction on the quality of their living area but not regarding performance. With the virus’s health consequences largely unknown, different health systems around the globe have pursued various avenues of crisis management. South Korea, troubled early by the virus, was once the second most affected nation in the world. Arrays of measures in South Korea, such as large-scale diagnostic testing and technology-based comprehensive contact tracing, have brought about debates among public health experts and medical professionals. This case study describes the major cluster transmissions in SARS-CoV-2 hotspots in South Korea (such as a religious sect, a call center, logistics facilities, and nightclubs) and offers early observations on how South Korean public health authorities acted in response to the initial outbreak of the virus and to the new waves prompted by re-opening economies. 본 연구는 재난안전 분야의 공무원이 불확실한 직무의 위험과 압박 속에서 업무를 수행하고 있기 때문에 이러한 특성을 고려하여 직무만족에 미치는 영향요인을 고려하였다. 이를 위해... more 본 연구는 재난안전 분야의 공무원이 불확실한 직무의 위험과 압박 속에서 업무를 수행하고 있기 때문에 이러한 특성을 고려하여 직무만족에 미치는 영향요인을 고려하였다. 이를 위해 재난 안전분야 공무원의 업무특성인 직무위험과 직무압박에 초점을 두고 직무스트레스를 함께 고려하여 직무만족에 미치는 영향을 분석하였다. 추가적으로 내재적 동기의 조절효과를 고려하여 정책적 방향성을 제시하였다. 분석결과 직무위험과 직무압박은 직무스트레스와 직무만족에 부정적 영향을 미치는 것으로 나타났다. 하지만, 내재적 동기는 직무스트레스가 직무만족에 미치는 부정적 영향을 상쇄하는 것으로 분석되었다. 재난안전 분야 공무원의 직무환경 자체를 변화시키는 것은 어려움이 있지만 직무위험과 직무압박을 줄일 수 있도록 하는 조직차원의 관리 노력이 반드시 필요하다. 또한, 변화에 소요되는 시간과 비용의 문제를 고려할 때 내재적 동기부여 요인을 통한 방식을 현실적 대안으로서 고려해볼 수 있을 것이다. 재난안전 분야 공무원의 근무환경과 역량은 치안경쟁력을 높이는 핵심요소라는 점에서도 본 연구의 함의가 있다
