Presently, countries around the globe are striving for digital economies. For the success and sustainability of such economies, digital skills and an internet infrastructure are needed. From my previous research, a digital divide, whether due to certain demographic groups not accepting, and using these skills, or areas in countries where internet penetration is not achieved is evident. My research interests explain and understand reasons for the digital divide.

The aim of this research in progress paper is to further clarify and explain the role of culture when considering the acceptance of Information and Communication Technologies in emerging economies. A particular cultural dimension – Uncertainty Avoidance – has been identified as a key element moderating technology adoption. Our results indicate that emerging economies generally have a higher level of uncertainty avoidance. Focusing on this angle, we review relevant information communication technology literature, and provide guidelines for emerging economies to accelerate adoption of new information and communication technologies.

Data were collected through e-mail, interviews and an online survey within OECD and non-OECD countries. The findings of this study illustrate that technical factors were not of primary importance. Non-technical factors were considered to be fundamental and clearly need to be taken into consideration when encouraging silver surfers to be come online interactive. What was also discovered is that interest, whether in technological or non-technological factors as well as communication are very pertinent in adopting and using technology. This research should offer a substantial contribution to various stakeholders including government agencies, management consulting firms, Internet Service Provider...

In this research paper we aim to identify and explore how a particular research approach, in this instance, ethnographic futures research (EFR), can be utilized for future predictions of mobiles phones in social development activities in developing countries. The paper describes the process and offers reasoning for utilizing this approach. By undertaking this research, the benefits are that academics will learn of an approach that will allow the study of and understanding social development activities achieved by novel mobile applications. For practitioners, such research offers the potential of obtaining a rich, simple and clearer understanding of mobile application development. By obtaining such an understanding, regions around the globe can be targeted and diffusion strategies leading to increasing mobile phone users will occur. By applying EFR it is concluded th...

However diffusing tacit knowledge, a transparent and subjective form of knowledge, needs an individual’s ability to externalize and sharing of this knowledge. To undertake this, a conceptual framework based on diffusion theory and meta-abilities is proposed. The framework suggests that meta-abilities create individual influencing skills and sharing attitudes, and, on the other hand, influencing skills and sharing attitudes externalize tacit knowledge through the medium of ideas, actions, reactions and reflection. Knowledge stewards ’ document externalized tacit knowledge thereby making it available to systems analysts for future information systems (IS) development. The framework is tested using a case study in Malaysia. It is concluded that the future focus when examining the diffusion of tacit knowledge should be toward an individual’s meta-abilities development. There should also be an impe...
City managers in several cities have tried to market their city related to information technology... more City managers in several cities have tried to market their city related to information technology; i.e. Osaka as a city of intelligence, Barcelona as a city of telematics, Amsterdam as a city of information, Manchester as a wired city (Hepworth, 1990:550ff), and more recently, Stockholm as the mobile valley or internet bay. These attempts mirror the emergence of a space of flows which replaces the notion of the space of places. It poses a challenge for cities to construct new productive infrastructures, thereby turning cities and regions into critical agents of economic development by introducing informational city concepts like the technopoles or technoburbs. This paper takes a close look at the human and non-human hubs of the digital network for broadband access to the Internet. It shows how an abstract and material notion of a digital broadband net is represented in concrete and socially infused, indeed personalized, ways. The aim is to discuss the dialectics between abstract inv...
