Le terme de « grand remplacement » s'est invité avec fracas dans la première partie de la campagn... more Le terme de « grand remplacement » s'est invité avec fracas dans la première partie de la campagne pour l'élection présidentielle de 2022 en France, porté par le journaliste et polémiste Eric Zemmour, officiellement candidat le 30 novembre 2021. Ce terme conspirationniste, qui prône l'idée selon laquelle la population européenne blanche et chrétienne est en passe d'être remplacée par une population non-européenne, non-blanche et non-chrétienne avec ou sans compromission des dirigeants politiques européens, apparait pour la première fois dans le livre de Renaud Camus publié en 2010 L'Abécédaire de l'in-nocence pour être repris dans un ouvrage éponyme l'année suivante. Il fait de ce dernier une figure reconnue de l'extrême droite identitaire en France, avant de rencontrer un « succès » international à la suite de la manifestation regroupant des mouvances d'extrême droite américaines à Charlottesville (Virginie) le 11 et 12 août 2017 et le double attentat terroriste commis par Brenton Tarrant contre deux mosquées de Christchurch en Nouvelle-Zélande le 15 mars 2019. Dans les instants précédant les attentats, Tarrant publie sur les réseaux sociaux un manifeste de 74 pages portant le titre suivant : « The Great Replacement ; Towards a New Society. » Inspirés par Tarrant, plusieurs imitateurs (copy cats) reprennent à leur compte le terme de « grand remplacement ». Comme nous allons le voir, si la notion de « grand remplacement » est aujourd'hui largement identifiée à Renaud Camus, son histoire dans le contexte français est loin de commencer avec lui. Camus reprend une idée formulée il y a plus d'une centaine d'années et recyclée au goût du siècle. Cet article se propose de faire « l'anamnèse » du « grand remplacement. » Ce terme est emprunté à la psychologie pour désigner l'action de collecter l'ensemble des informations relatives à un patient afin de mieux reconstruire l'histoire de son problème. Le choix d'une métaphore médicale nous parait judicieux pour explorer un terme qui s'inscrit dans l'univers des théories conspirationnistes.
Eléments de géographie physique et économique La Norvège, avec ses 385.199 km2, dont 307.860 km2 ... more Eléments de géographie physique et économique La Norvège, avec ses 385.199 km2, dont 307.860 km2 de terre, représente une superficie un plus plus grande que celle de l'Allemagne C'est un pays septentrional de l'Europe qui, à l'instar de la france, est géographiquement largement tourné vers la mer, mais qui ne possède pas la même profondeur terrestre que l'hexagone. 47% de son territoire sont couverts par les Alpes scandinaves, 32% se situent au-dessus de la limite des arbres et seulement 3% du pays sont cultivables. A contrario, les côtes norvégiennes réprésentent plus de 2.500 km pour la partie continentale, mais près de 83.000 km si on y inclut le littoral des îles. Cette dimension maritime est renforcée par l'interaction permanente entre mer et terre, de par le nombre de fjords trouant en quelque sorte le pays, offrant des possibilités de ports en eau profonde, et par l'étendue de sa zone économique exclusive, évaluée à près de 819.620 km2. Le pays dispose en outre de plusieurs zones de pêche représentant au total 1.878.953 km2, dont celles autour de l'archipel de Svalbard et l'île Jan Mayen. En avril 2009, la Commission des Nations unies pour la délimitation du plateau continentale a de surcroît approuvé les revendications de la Norvège sur une superficie supplémentaire de 235.000 km2. The explosion at the government buildings in Oslo and the massacre at Utøya Island 22 July 2011 w... more The explosion at the government buildings in Oslo and the massacre at Utøya Island 22 July 2011 were the deadliest attacks in Norway since World War II. It has often been said that terrorism did not exist in Norway before Anders Behring Breivik, and nothing in the Norwegian public debate during the latest years could foresee such an attack. This paper questions both assertions. A closer look at right wing extremism in Norway since the 1970s and at the threat of militant Islamism after 9/11 shows that political and ideological factors contributed to generate a climate that made 22/7 possible. This paper also suggests that the killing of five Norwegian nationals during the hostage-taking at In Amenas in Algeria in January 2013 represents a new challenge to Norwegians’ efforts to adapt to the new realities of terrorism.
Cet article fait le bilan de l'etat des relations entre la Norvege et l'Union europeenne.... more Cet article fait le bilan de l'etat des relations entre la Norvege et l'Union europeenne. Le debat norvegien sur l'Europe qui a emerge ces derniers mois ne peut plus se reduire a une simple question d'adhesion ou de non-adhesion. La participation de la Norvege au sein de multiples cooperations europeennes, telles que l'Espace economique europeen ou Schengen, en a presque fait un membre a part entiere de l'Union. Cette europeanisation de fait sans adhesion formelle prive toutefois les Norvegiens d'une capacite d'influence sur les processus decisionnels europeens. C'est dans l'interaction entre ces deux derniers facteurs, l'europeanisation continue de la Norvege et les consequences domestiques des carences decisionnelles norvegiennes au niveau europeen, ainsi que dans l'evolution du debat identitaire norvegien, qu'il faudra discerner les futurs contours de la relation entre la Norvege et l'Union europeenne.

The Norwegian Mentoring Scheme (NMS) has now been running for six years, and was evaluated for th... more The Norwegian Mentoring Scheme (NMS) has now been running for six years, and was evaluated for the first time by the end of 2018. This paper dwells on the results of this evaluation, published in Norwegian in February 2019 (Orban, 2019). These results were obtained through access to primary sources from the Directorate of Norwegian Correctional Service (DNCS) and from the NMS’ archives, as well as through semi-structured interviews. Eight were conducted with participants in the scheme. Nine were conducted with their mentors. One particular feature of the NMS is the use of mentors from civil society with different backgrounds in order to engage sentenced radical prisoners and to moderate behaviors and discourses. Twenty interviews were conducted with prison staff working with participants in the program, prison wardens and designers of the NMS. All interviews took place from March 2017 to October 2018. Due to high prison security measures, it was not possible to conduct more than one interview per mentee during the evaluation period. Interviews with both mentees and mentors averaged between 1.5 and 2 hours and were exclusively focused on how participation in the NMS was experienced by both groups. This chapter suggests that good targeting of mentors and mentees and trust building are critical factors to create appropriate conditions for change. Despite shortages, unexpected geopolitical developments and economic constraints, the first results of the NMS review were promising. However, the efficiency of the trust model to prevent recidivism into terrorism has yet to be confirmed in the long term. Aside from the work done on influencing behaviors and mindsets, mentors compensated for the lack of management of radicalized inmates in the prison system by providing a humanized form of support. In that sense, this study also suggests that the NMS might have less in common with deradicalization interventions than with existing reintegration measures that seek to empower prisoners to change their lifestyle and to prevent recidivism into crime.
This report on violence against employees is part of a series of reports, yet it differs from the... more This report on violence against employees is part of a series of reports, yet it differs from the others in that it has an overall perspective on developments from 2004 to 2010. The report concerns one of several main topics in our studies of the problem of violence and threats in the Correctional Service: violence against employees. The report's analysis is thus a part of the overall assessment of violent interactions in the Correctional Service. In the Nordic as well as in the European context, the Norwegian Correctional Service is in a unique position, in that several researchers over several years have carried out extensive and continuous research on violence in the Prison and Probation Service. This has led to a sizeable knowledge capital, both empirical and theoretical, on the problem – a knowledge capital that also has revealed and brought to awareness a number of known, unknown and hidden aspects of the problem of violence in the service.

In June 2014, the Norwegian government launched an upgraded version of its “National action plan ... more In June 2014, the Norwegian government launched an upgraded version of its “National action plan against radicalization and violent extremism” that had been published in December 2010 (NMJPS, 2014). This update was a long-term response to the increased threat of terrorist acts against European countries and Norway. It could also be understood as a reaction to the new threat represented by the establishment of the Islamic State of Iraq and Syria in June 2014, and the growing number of Norwegian citizens leaving Norway to join Syria and Iraq to support al Qaeda or ISIS in the Middle East. The action plan intensified existing efforts to prevent radicalization and violent extremism, increased interaction between agencies and departments and provided new tools for staff working with these challenges. As a part of a national dugnad,2 the Norwegian Prison services were asked to design a mentoring scheme for detainees and individuals who were accused of involvement in terrorist activity, as well as for incarcerated people who were considered vulnerable to radicalization and to recruitment into terrorism. This chapter deals with a minority within the leadership of French far right party National Front who want to frame NF as the sole holder of the Gaullist tradition. We first take a look back at the paradoxical relationship between French far right and more specifically National Front and Gaullism. The idea of any ideological convergence between Gaullism and far right extremists has never been obvious.
However, some elements in Gaullism can suggest that rather two different political families share some values. This chapter then looks at the evolution of NF since the early 1970's until now to determine to what extend NF's current narratives fit better into the main political system and have become a viable tool for political achievement.

The Norwegian Mentoring Scheme (NMS) has now been running for six years, and was evaluated for the first time by the end of 2018. This paper dwells on the results of this evaluation, published in Norwegian in February 2019 (Orban, 2019). These results were obtained through access to primary sources from the Directorate of Norwegian Correctional Service (DNCS) and from the NMS’ archives, as well as through semi-structured interviews. Eight were conducted with participants in the scheme. Nine were conducted with their mentors. One particular feature of the NMS is the use of mentors from civil society with different backgrounds in order to engage sentenced radical prisoners and to moderate behaviors and discourses.
Twenty interviews were conducted with prison staff working with participants in the program, prison wardens and designers of the NMS. All interviews took place from March 2017 to October 2018. Due to high prison security measures, it was not possible to conduct more than one interview per mentee during the evaluation period. Interviews with both mentees and mentors averaged between 1.5 and 2 hours and were exclusively focused on how participation in the NMS was experienced by
both groups. This chapter suggests that good targeting of mentors and mentees and trust building are critical factors to create appropriate conditions for change. Despite shortages, unexpected geopolitical developments and economic constraints, the first results of the NMS review were promising. However, the efficiency of the trust model to prevent recidivism into terrorism has yet to be confirmed in the
long term. Aside from the work done on influencing behaviors and mindsets, mentors compensated for the lack of management of radicalized inmates in the prison system by providing a humanized form of support. In that sense, this study also suggests that the NMS might have less in common with deradicalization interventions than with existing reintegration measures that seek to empower prisoners to change their lifestyle and to prevent recidivism into crime.
This chapter deals with a minority within the leadership of French far right party National Front who want to frame NF as the sole holder of the Gaullist tradition. We first take a look back at the paradoxical relationship between French far right and more specifically National Front and Gaullism. The idea of any ideological convergence between Gaullism and far right extremists has never been obvious.
However, some elements in Gaullism can suggest that rather two different political families share some values. This chapter then looks at the evolution of NF since the early 1970's until now to determine to what extend NF's current narratives fit better into the main political system and have become a viable tool for political achievement.
