Ar... more This article presents philosophical questions and principals dealing with equity in education. Aristotle and Rousseau argue of the importance of an education bringing up the equitable man in achieving fairness in society. Thomas Hobbes argues on the other side of the importance of strong governance and policy design. The modem ideologies of liberalism and egalitarianism further present complex dilemmas dealing with equity in education. The article discusses OECDs advice to policymakers on how to achieve greater equity in education, and attempts to balance principal and philosophical questions of justice with pragmatic result and goals from education and educational research.
The article presents the concept of rhetorical agency to understand, and analyses the parallel an... more The article presents the concept of rhetorical agency to understand, and analyses the parallel and paradoxical agencies teachers are offered, and limited by, under discourses of globalisation within education. The paper identifies typical arguments, reactions, narratives and metaphors of globalisation. It discusses some of the consequences these have on the premises of teacher agencies locally, nationally and globally. The article raises normative questions on the kind of agencies that are necessary for teachers in an open and glocalised world. It suggests new interpretations of the bildung—tradition as a constructive rhetorical agency to respond to and balance the needs of local, national and global interest in education.

It uses Karl Popper's The Open Society and its Enemies as a critical resource in the reading of the reforms, and discusses some of the consequences of the regime's models of leadership and public management for important pedagogical qualities of the school system.

At the same time, the protection and restoration of each nation’s economic and cultural base against globalization and multiculturalism also have an impact on educational policies and educational practice. The characters of those competing discourses are strongly framed by structures of identification that imply various kinds of in- and out-group relations with different emotional, cognitive, and evaluative connotations. Against this background, the paper focuses on agencies that are being set up by educational policies and teachers in reshaping contemporary complex society.
