Анализ правовых документов и политического дискурса позволил выделить шесть этапов развития государственной миграционной политики, сменявших друг друга в период 1989-2020 гг. Особое внимание уделено текущему этапу, важнейшей особенностью которого авторы считают использование для разработки и реализации новой миграционной политики методов проектного менеджмента. Проблема видится в том, что Концепция миграционной политики (2018 г.) не является документом стратегического планирования. Поэтому на данный момент успех проекта по трансформации миграционной политики зависит не от институциональных механизмов, а от личной вовлеченности Президента РФ и планируемых «цифровых платформ» для мигрантов.
The article presents the results of the analysis of the fundamental documents of the migration po... more The article presents the results of the analysis of the fundamental documents of the migration policy of the Russian Federation of the last 30 years, the purpose of which was to identify changes in the fundamental approaches of the authorities in relation to migration and the corresponding legal and institutional changes. An array of normative legal acts of the Russian Federation from 1989 to 2023 (about 100 documents), concepts of migration policy, materials of speeches by the Head of State, meetings of various interdepartmental commissions and high-level profile working groups were used as sources. The study used comparative legal analysis; content analysis; synchronous analysis; general logical approaches and methods. The obtained results allowed us to identify seven stages of the evolution of the Russian migration policy. Abstract Trends and characteristics of Russian–Chinese academic mobility are considered as a comp... more Abstract Trends and characteristics of Russian–Chinese academic mobility are considered as a complex phenomenon, the impact of which goes far beyond the framework of bilateral relations in higher education. The prevailing target model of development of Russian–Chinese academic mobility, based on quantitative indicators, is shown as not accounting for the process specifics and not enough harmonized with solutions to other no less important tasks associated with pursuing the interests of the Russian Federation in the international arena and achieving the goals of Russia’s national development. Particular attention is paid to complex causal relationships and multilevel effects that accompany functioning processes in Russian–Chinese relations in the subject area under study. The competitive partnership model, proposed by the authors to describe interaction between the two countries, appears promising both for conceptualizing the diversity of processes and opposite effects of Russian–Chinese cooperation in higher education and as a theoretical basis for creating an effective target model and improving the humanitarian dimension of cooperation between Russia and the PRC.

Still, the question of whether the results of political and socio-economic reforms are irreversible and in line with constitutional ideas and norms is open to discussion. This study investigates the temporality of the process of the “constitutionalization” of Russian law using the statistics of Federal laws and Federal constitutional laws for the period 1994–2018.
