No plan for local economic development within the larger metropolitan region of Kolkata can reali... more No plan for local economic development within the larger metropolitan region of Kolkata can realistically succeed unless based on an understanding of the informal sector and taking account of it in subsequent local development strategy. The objective of this chapter is to provide a detailed look at the state of the informal sector in the larger metropolitan region of Kolkata since 1991. This information would provide a means to understand the impact of economic liberalization on the local economies of the various smaller towns/municipalities that constitute the Kolkata Metropolitan Area (KMA) and to suggest ways to incorporate the informal sector in the growth process. The study is based on aggregate-level secondary data that present trends in growth and structure of the informal sector in the KMA. The study also considers informal manufacturing activities and informal service activities, and highlights ways to include the informal sector in the local economic development process.

The central areas of the largest metropolitan cities in India are slowing down. Outer suburbs con... more The central areas of the largest metropolitan cities in India are slowing down. Outer suburbs continue to grow but the inner city consisting of the oldest wards is stagnating and even losing population. This trend needs to be studied carefully as its implications are deep and far-reaching. The objective of this article is to focus on what is happening to the internal structure of the city post liberalization by highlighting the changing dynamics of inner-city and outer-city neighbourhoods in Kolkata. The second section provides a brief background to the metropolitan region of Kolkata and the city’s role within this region. Based on ward-level census data for the last 20 years, broad demographic changes under-gone by the city of Kolkata are examined in the third section. The drivers of growth and decline and their implications for livability are discussed in the fourth section. In spite of a quickened rate of economic growth in the last twenty years, full coverage of the ur... more In spite of a quickened rate of economic growth in the last twenty years, full coverage of the urban population in terms of access to safe water supply, toilet facilities, sewerage and electricity remains a major challenge in India. A lack of basic amenities has important implications for the quality of life of ordinary people and their health. It also has implications for achievement in other capabilities, for example, education. The objectives of this paper are the following: first, to examine the progress made in the supply of basic amenities to urban areas at the state level during 1991 and 2001 explaining the reasons for good and poor performance by the different states; secondly, to focus on two states and examine more local or town level data. Thirdly, the paper will examine the relationship between achievements in health and education, and the availability of urban basic amenities.
