It will explain the origins and rationale of APPG in relation to the need for multilevel and multi-stakeholder engagement over themes and issues with parliament for interaction, documentation, transparency, education and reference. It will then describe the guidelines and rules for the creation of APPGM, and more specifically, the proposal, formation and set up for the APPGM for Sustainable Development Goals (SDG) from the meeting minutes of the House Committee of the Dewan Rakyat. This also includes a discussion of the pioneering parliamentary constituencies involved in 2020 and the outcome of research on identified themes and issues mapping, proposed and ongoing project solutions and dynamic partnerships taking place in implementing the program. It will also highlight the favourable decision to continue with the APPGM-SDG and the proposal for the involvement of additional parliamentary constituencies in 2021. The paper will conclude by stating the importance of the APPGM-SDG in advocating and incorporating sustainable development as a practical model for parliamentary constituency issues and solutions.

It discusses how these types of capitals may contribute to new forms and dynamics of capacity building involving various stakeholders—governments, civil society organizations, think tanks, academia, and the citizen in a truly global context. The chapter explores the digital state of the Muslim world, sustainable strategies and policies for ICT development in Malaysia and Bahrain, a case study of the implications of ICT revolution and e-government on governance and development in Malaysia, and scenario planning and new visions of development for long-term policy formulation, intervention, and performance of the nation-state.

Cox. In it he posits that unlike the realist approach, critical theory views IR not be in isolation from social forces. There is a need to view global politics (here I would suggest that this applies to comparative politics and area studies as well) as a construct that evolves through the complexity of state, sub-state, trans-state forces in economic, cultural and ideological spheres i.e. a combination of the material and ideational in acquiring legitimacy, emancipation and political order. The author of this book adopts this approach.

Higher education (HE) stands as an important sector in any country including Malaysia, which roles range from workforce supplier to knowledge and innovation centers. During the early days of higher education focus has been given to producing knowledgeable workforce. Over time, the roles have changed to producing new knowledge and solving problems faced by the societies. The changes perpetuate, driven by various factors, especially the direction of the country which strategies have made impacts on the ways universities behave or operate. In Malaysia, the National Higher Education Strategic Plan (NHESP), was launched in August 2007 to drive transformation of HE with the main agenda of producing graduates who are knowledgeable and competent in their fields, innovative, multilingual and technology-savvy. Nevertheless we argue that the roles of higher education are more than just producing workforce, in that HEs must help the country shape the advancement of social growth and economic prosperity. Thus this paper addresses several pertinent gaps between the current Malaysian HE landscape and various future global scenario. Consequently, we need to assess whether the conception of NHESP has recognized this gap and considered measures to address it for the benefit of the direct stakeholders and the country as a whole. The findings will enlighten the HE authority of the timely issues that require proper attention, and in turn steer the direction of HE services.
