To reduce road traffic accidents, injuries and deaths federal road safety corps (FRSC) diffused road traffic signs and road traffic light information to the public. However, while most people accept and use road traffic signs and road traffic light information, there remains some individuals that are resistant to it. Resistance to road traffic information is a major public health issue, particularly in Nigeria. Using Devin sense-making theory as a theoretical framework to guide the investigation. This study therefore set out to investigate the reason for non-compliance to road traffic signs and road traffic light information among commercial drivers in Kaduna North Local Government, Nigeria. A qualitative research methodology was adopted and purposive sampling was used to identify respondents. Data were collected using sense-making's time-line interview technique with 10 commercial drivers. Data from respondents were analyzed using inductive approach. Findings interpreted using Devin sense-making theory suggest that for there to be a sustained acceptance and use of road traffic signs and road traffic light information. Therefore road traffic information programs must take account of the information need of commercial drivers in Kaduna north local government area who are resistance to road traffic signs and road traffic light information. Future research areas for sustained acceptance and use of the road traffic sign and road traffic light information are identified.

This study posit that for a sustained acceptance and use of child spacing information there is the critical need for policy makers and infor- mation professionals to design child spacing information services based on the social and cultural dynamics of the Kusfa commu- nity Zaria city.

A crucial area of interest in respect to online learning is access and utilization of information resources and services to the learners. In developed economies, various studies exist about information resources and services for online learnings, while for resource constrain settings limited research exist in regard to information resource and services for the learners. Grounded in Vygotsky social development theory, this study investigates the role of information professionals as scaffolders in supporting online learners' access and use information resources and services to ease learning. This study was framed in interpretative epistemology. A qualitative methodology and case study research design was adopted. Interviews were conducted with 11 online learners located in resource constrained setting in Africa-the National Open University of Nigerian, Kaduna study center. The study used thematic analysis process to identify 111 narratives. The narratives are organized into 5 major categories and further collapsed into three theoretical constructs explaining information professionals as scaffolders to aid access and utilization of information resources and services by the online learners.

The study adopted interpretative research paradigm and also qualitative research method guided data collection, data analysis, data interpretation, and discussion of findings. Twenty child-bearing women were interviewed using a semi-structured questionnaire. The study adopted analytic inductive process to identify 235 narratives explaining socio-cultural reasons for non-compliance to child spacing information. The narratives are organized into 13 recurring topics and further collapsed into four emergent categories to explain the socio-cultural reasons for non-compliance to child spacing information. Findings interpreted using Chatman's (2000) theory of normative behavior suggest that for there to be a sustained acceptance and use of child spacing methods, there is critical need for child spacing information program, to design child spacing information services based on the social and cultural dynamics of the child-bearing women who are resistance to child spacing information and services. Future research areas for sustained acceptance of the child spacing information services are identified.

This paper discussed the importance of understanding the use of research paradigm and theory in relation to the concepts of ontology, epistemology and methodology in both quantitative and qualitative approaches. The paper further discussed the connection of research paradigm and theory in library and information science (LIS) research, in both quantitative and qualitative researches. The author presents steps using deductive and inductive approaches and provides a guide in which LIS researchers need to consider before designing a research proposal.

Using three constructs of Vygotsky social development theory as a guide to understand and identify strategies for overcoming the challenges. A qualitative research methodology and case study research design was adopted. Data were collected using in-depth interview to study ten medical students out of 29 whom were selected through purposive sampling technique. Data from this study was analyzed using thematic Analysis. Findings from the study revealed that, medical students of Kaduna state university encounter challenges during online database searching due to lack of information literacy skills to strategize online database search and evaluate clinical journals, technical difficulties etc. Following these major findings, it was recommended that, stable power supply and backup systems, the management of KASU should introduce information literacy course for all new medical students.

How does Chatman’s (2000) theory of normative behavior explain resistance to child spacing information among females in polygamous relationship in Zaria, Nigeria? A qualitative research methodology was adopted. Data were collected using in-depth interview with fifteen females. Purposive sampling was used to identify respondents. To be included as respondent the following three criteria must be met: have to be female, in a polygamous married relationship, and must have a minimum of four children over the last six years. Preliminary data from respondents were analyzed using qualitative narrative analysis. Preliminary findings revealed the role of socio-cultural factors as a major cause for non-compliance to child spacing information among females in a married polygamous relationship. This study posit that for a sustained acceptance and use of child spacing information there is the critical need for policy makers and information professionals to design child spacing information services based on the social and cultural dynamics of the community. Businesses with one to five employees are called mi croenterprises (MEs) and they support househo... more Businesses with one to five employees are called mi croenterprises (MEs) and they support households in developing nations around the world. They are a critical part of the economies of countries such as Nigeria. (Mead and Leidholm 1998; Santos1979). Large swathes of the population in Nigerian cities are engaged in microenterprises and are recognized by the larger society as well as the government for their contribu tion to the GDP. Mobile phone technologies are supporting the MEs to become more efficient. As an aspect of ICT, Mobile phone technology, from the number and level of peop le using it, emerge to be having a great impact on microenterprises. The role that mobile phones play in the remains largely unexplored. This study analyses the extent of mobile possession, and the impact of mobile phone usage on MEs in the in Katsina. The hypothesis that was tested and strongly rejected was that, mobile phone usage has no effect on business performance among MEs within the Katsina metropolitan area. Data for the study was collected from the 4 main administrative divisions of Katsina City. A regression model was used in analyzing these data. The main findings of the study are as follows: a) the sector is dominated by illiterate people, the majority of whom were male operators; b) many of the operators had mobile phones, and they used them for business transactions; c) mobile phone possession and usage of the phone for business transactions increases proficiency and earnings in the. It was recommended that policies that encourage mobile phone use be developed so as to increase the number ofpeople using them and the advantages they gain in the sector. Enlightenment programs on mobile phone functions and uses ought to be conducted so as to explain to ME operators in the on money-saving and p rofit maximization opportunities. Therefore, this study posit that for the medical doctors to make use of the library there is need for the library management to provide good internet network, this will allow medical doctors to utilize the library so as to exploit the advantage of the medical library data network for their learning, teaching and researches as well as benefit from the rich databases subscribed by the university library to download current and up-to-date clinical information resources. It is also recommended that, the library management of KASU should create or provide conducive reading section for consultant doctors so as to avoid non-use of medical library. There is also need for the library management to extend the time of closing hour from 8:00am to 9:00pm so that the medical doctors can have time to utilize the library after working hours.

Using three constructs of Vygotsky social development theory as a guide to understand and identify strategies for overcoming the challenges. A qualitative research methodology and case study research design was adopted. Data were collected using in-depth interview to study ten medical students out of 29 whom were selected through purposive sampling technique. Data from this study was analyzed using thematic Analysis. Findings from the study revealed that, medical students of Kaduna state university encounter challenges during online database searching due to lack of information literacy skills to strategize online database search and evaluate clinical journals, technical difficulties etc. Following these major findings, it was recommended that, stable power supply and backup systems, the management of KASU should introduce information literacy course for all new medical students.

To reduce maternal morbidity and mortality several public health agencies diffused information to the public. However, while most people accept and use child spacing information there remains some individuals that are resistant to it especially in developing countries. Resistance to information about child spacing is a major public health issue in developing countries, particularly in Nigeria. Using Chatman’s (2000) theory of normative behavior this research sought to find answers to the following question: what socio-cultural factors account for non-compliance to child spacing information among females in polygamous relationship in Zaria, Nigeria? How does Chatman’s (2000) theory of normative behavior explain resistance to child spacing information among females in polygamous relationship in Zaria, Nigeria? A qualitative research methodology was adopted. Data were collected using in-depth interview with fifteen females. Purposive sampling was used to identify respondents. To be included as respondent the following three criteria must be met: have to be female, in a polygamous married relationship, and must have a minimum of four children over the last six years. Preliminary data from respondents were analyzed using qualitative narrative analysis. Preliminary findings revealed the role of socio-cultural factors as a major cause for non-compliance to child spacing information among females in a married polygamous relationship. This study posit that for a sustained acceptance and use of child spacing information there is the critical need for policy makers and information professionals to design child spacing information services based on the social and cultural dynamics of the community. They are a critical part of the economies of countries such as Nigeria. (Mead and Leidholm 1998; Santos1979). Large swathes of the population in Nigerian cities are engaged in microenterprises and are recognized by the larger society as well as the government for their contribu tion to the GDP. Mobile phone technologies are supporting the MEs to become more efficient. As an aspect of ICT, Mobile phone technology, from the number and level of peop le using it, emerge to be having a great impact on microenterprises. The role that mobile phones play in the remains largely unexplored. This study analyses the extent of mobile possession, and the impact of mobile phone usage on MEs in the in Katsina. The hypothesis that was tested and strongly rejected was that, mobile phone usage has no effect on business performance among MEs within the Katsina metropolitan area. Data for the study was collected from the 4 main administrative divisions of Katsina City. A regression model was used in analyzing these data. The main findings of the study are as follows: a) the sector is dominated by illiterate people, the majority of whom were male operators; b) many of the operators had mobile phones, and they used them for business transactions; c) mobile phone possession and usage of the phone for business transactions increases proficiency and earnings in the. It was recommended that policies that encourage mobile phone use be developed so as to increase the number ofpeople using them and the advantages they gain in the sector. Enlightenment programs on mobile phone functions and uses ought to be conducted so as to explain to ME operators in the on money-saving and p rofit maximization opportunities. The use of research paradigm and theory provide specific direction for procedures in research design. This paper discussed the importance of understanding the use research paradigm and theory in relation with the concepts of ontology, epistemology and methodology in both quantitative and qualitative approach. The paper further discussed the connection of research paradigm and theory in library and information science (LIS) research, in both quantitative and qualitative research. The author presents step using deductive and inductive approach and provide a guide in which LIS researchers need to be consider before designing a research proposal.
