The study puts these interventions of the state in perspective with the local micro-dynamics through the interactionnist approach of actors behaviours. The study analyses the problem of the dialectic between the land rights negociation and the competition-negotiation between local authorities in Korokara and Niofoin. The interface of public policies and actors behaviours appears differently in both villages. In Korokara, land stakes arised through peasants organizations which appears as privileged confrontation arenas between authoroties. In Niofoin, the Plan Foncier Rural (Rural Land Project) intervention raised the issue of de "chefferies de terre" legitimacy. In both villages, land, political and economical stakes are interconnected.
