Resumo: Os sindicatos sao fruto da luta dos trabalhadores pela conquista de diferentes direitos: ... more Resumo: Os sindicatos sao fruto da luta dos trabalhadores pela conquista de diferentes direitos: por melhores condicoes de trabalho e de vida, mas tambem pelo direito de associacao e participacao politica. Este artigo analisa, em primeiro lugar, a emergencia dos sindicatos nao como resultado de um reconhecimento espontâneo por parte do Estado, mas da dinâmica da luta de classes e, em segundo lugar, as reacoes do movimento sindical face as politicas neoliberais, que pautaram as acoes do Estado na Argentina e no Brasil a partir da decada de 1990, que procuram promover um desmantelamento da teia de direitos historicamente construida pelo sindicalismo.
Neoliberalism in Brazil led the labor movement to adopt a more conciliatory and collaborative sta... more Neoliberalism in Brazil led the labor movement to adopt a more conciliatory and collaborative stance, emphasizing negotiation and becoming receptive to the idea of social partnership. The discrediting of neoliberalism made it possible for the Partido dos Trabalhadores to win the presidency in 2002, and the unions had an important role in this victory. Rather than changing the direction of the labor movement, however, the PT governments have created political and economic conditions that reinforce it by expanding the institutional mechanisms available for collaboration with the state and strengthening the defense of immediate economic interests by creating conditions that allowed wage increases and improvements in collective agreements. This success in economic terms contrasts with the unions’ limited political intervention, an expression of a social democracy without reform, confined to what is possible. O neoliberalismo no Brasil incentivou o movimentou sindical a assumir uma posição mais voltada para a conciliação e a colaboração, que prioriza a negociação e se torna receptiva ao conceito de parceria social. Foi o desprestígio do neoliberalismo que possibilitou o triunfo do Partido dos Trabalhadores na eleição presidencial de 2002 e os sindicatos desempenharam um papel importante nessa vitória. Entretanto, ao invés de mudar o rumo do movimento sindical, os governos PT têm criado as condições políticas e econômicas que reforçam a posição atual desse movimento, aumentando os mecanismos institucionais para colaboração com o Estado e estimulando a defesa dos interesses econômicos imediatos em um contexto que vem permitindo aumentos salariais e melhoras nos acordos coletivos. Ao sucesso econômico se contrapõe a limitada ação política dos sindicatos, expressão de uma democracia social sem reformas, que se restringe à gestão do possível.

It also focuses on the main union movement’s proposals and their acceptance by employers and government. It presents some indicators concerning collective action and mobilization, pointing out differences between union practices and ideas, and indicating some sources of conflict between the hegemonic and the minority Brazilian labour movements.

"Comment des decennies de politiques neo-liberales ont-elles transforme le monde du travail,... more "Comment des decennies de politiques neo-liberales ont-elles transforme le monde du travail, les formes de resistances collectives et les possibles de l’action syndicale ? C’est la question qui traverse cet ouvrage, publie en deux volumes, d’un point de vue comparatif, en explorant la transformation de la structure sociale au Bresil et en France, mais aussi du champ politique et les dynamiques des luttes sociales. Bien que les realites socio-economique des deux pays soient tres differentes, ainsi que leur histoire sociale et politique, des pistes de recherche paralleles peuvent etre etablies : dans quelle mesure les orientations politiques des gouvernements du PT au Bresil et celles des gouvernements du PS en France se sont-elles effectivement eloignees du neo-liberalisme ? Quelles sont les interets de classes, de fractions ou d’alliances de classes que ces pouvoirs politiques ont traduit ? Comment identifier les « classes moyennes » et evaluer leur participation aux mobilisations collectives ? Quel role continue de jouer le syndicalisme, confronte a des dynamiques d’institutionnalisation et a des debordements par d’autres formes de mobilisation ? Comment sont organisees et mobilisees les fractions precarisees des classes populaires, qu’il s’agisse de l’immense et traditionnelle « masse marginale » au Bresil, ou des segments subalternes et fragilises du salariat en France ? En rendant compte de ces differentes evolutions, cet ouvrage donne des clefs pour comprendre les difficultes que rencontrent dans les deux pays les formations de gauche, l’epuisement des forces social-democrates et la progression des droites extremes avec en particulier la victoire electorale de Jair Bolsonaro. Cet ouvrage est le resultat d’une recherche collective menee dans le cadre d’un programme Capes-Cofecub."

Fewer analyses delve into their on-the-ground effectiveness to benefit workers. This article joins a context-specific approach with quantitative analysis to examine whether labour standards used in private regulation improve employment relationships in suppliers of global production networks. Based on a single-country case study of Brazil, we look at the extent of their adoption by suppliers across sectors, their complementarity with national labour institutions, and whether the adoption of labour standards at supplier site level is likely to support labour agency. Our findings show little effectiveness of labour standards against those dimensions.
