The so called “Fandango Caicara” was registered as “Cultural Heritage of Brazil” by the National ... more The so called “Fandango Caicara” was registered as “Cultural Heritage of Brazil” by the National Institute of Historical and Artistic Heritage - Instituto do Patrimonio Historico e Artistico Nacional (IPHAN). The safeguard of a cultural heritage of immaterial nature is intended to support the continuity of its practice, and to improve the social and material conditions of its transmission. The registration was conducted after many debates with the Caicara traditional community. Once the registration was obtained, the community is able to manage it and to demand the Government to accomplish its constitutional obligations in connection with the documentation, support, dissemination, promotion and the fomentation of the “Fandango Caicara” so that it remains as a “cultural reference” and may increasingly reinforce the identity of the Caicara traditional community. Nevertheless, there are social and environmental intrinsic issues related to the registration that continue ignored and make us question its effectiveness.

It also analyses the main policies of the Brazilian government concerning the management of coastal areas, focusing on the shortcomings of the methodologies used. It emphasizes the role of the establishment of marine protected areas, as an important tool for coastal management. Lack of support for coastal management from local communities is a common feature of the proposed approaches. The article also describes local initiatives for coastal management as a positive development for the solution of the ecological and social problems existing in the Brazilian coastal areas.
