Climate change specialists have alerted the world to possible changes caused by the current incre... more Climate change specialists have alerted the world to possible changes caused by the current increase in greenhouse gas emissions by industrialized countries. These changes may have various impacts, in particular on food production, economic development, and future human migrations. In this paper, we consider the possible role of different greenhouse gas emissions and other factors in future climate changes as well as the possible impact of such changes on development in various countries. We then consider different policies and measures that have been discussed at the international level to mitigate climate change. We also present the major outcomes of international negotiations, from the signature of the Convention on Climate Change in 1992 to the Bonn and Marrakech Agreements in 2001. Finally, we present practical modalities for implementing the Kyoto Protocol signed in 1997, and which could come into force in 2003.
D'un point de vue global, en tenant compte de la reduction des emissions de gaz a effet de se... more D'un point de vue global, en tenant compte de la reduction des emissions de gaz a effet de serre et de l'adaptation aux changements climatiques ainsi que des conventions des Nations Unies, la production et l'utilisation des biomasses meritent d'etre prises en consideration dans les cas suivants : substitution d'energies fossiles, fixation de carbone, reduction d'emissions de gaz a effet de serre autres que le gaz carbonique, et adaptation aux changements climatiques en particulier dans les pays vulnerables. Actuellement les pays en developpement n'ont pas l'obligation de reduire leurs emissions. Mais ils peuvent assister les pays industrialises a remplir leurs obligations de reductions quantifiees de leurs emissions. Dans ce cas les actions doivent viser tout d'abord le developpement durable de ces pays. Cela concerne alors tout particulierement les secteurs suivants : les forets et les industries du bois, le developpement rural et la securite alimentaire, l'environnement local et les conditions sanitaires en ville, et l'energie. Pour la region tropicale humide sont considerees les zones forestieres du Cameroun et du Congo, les savanes du Congo et la region de Yaounde. Au Sahel sont examinees essentiellement les regions ou l'irrigation et des pratiques d'agroforesteries intensives semblent possibles. Sous climat tempere l'attention est portee plus particulierement sur la region Ile de France entourant Paris, fortement peuplee et faisant partie d'un pays devant reduire ses emissions de gaz a effet de serre dans le cadre du protocole de Kyoto.(Resume d'auteur)

Les emissions de gaz a effet de serre d’origine anthropique proviennent essentiellement des conso... more Les emissions de gaz a effet de serre d’origine anthropique proviennent essentiellement des consommations d’energie et des ecosystemes (gestion et transformation des forets, des savanes, des terres cultivees...). Pour les reduire, le GIEC a recommande de mettre l’accent sur la maitrise de l’energie et les energies renouvelables. Il faudra, dans un premier temps, chercher a promouvoir toutes les operations permettant une reduction globale des emissions tout en favorisant le developpement. Cela revient a privilegier des programmes, des pratiques et des technologies « eco-bioenergetiques » destines a promouvoir, pour chaque situation particuliere, des solutions economiquement et ecologiquement plus satisfaisantes qu’a l’heure actuelle. Mais cela ne saurait suffire pour reduire massivement les emissions de gaz a effet de serre au niveau qui pourrait etre souhaitable au debut du prochain siecle. Il faut donc des maintenant prendre des mesures pour favoriser l’emergence des technologies du XXI e siecle qui permettront reellement de valoriser la biomasse de facon massive et competitive tout en continuant a accroitre la productivite des terres agricoles pour satisfaire des besoins en aliments, en matieres premieres renouvelables et en energie qui iront forcement en croissant.
