The study extracted data from experts, one from each of the higher education systems in The Gambi... more The study extracted data from experts, one from each of the higher education systems in The Gambia, Nigeria and Kenya, and two from two universities in England. The data was analysed qualitatively through coding and the identification of themes. These themes are the requirements for higher education reform, extracted through an empirical literature review. Besides other activities and structures, the expert interviews identified the need to establish specialised offices in the identified Gambian institutions to ensure the system's readiness for the reform process. These offices will include research and consultancy, shared financing through loan schemes, alumni engagement, internship and placements, quality assurance and enhancement of staff capacity, among other initiatives.

This study mainly assessed the performance of the Hands-on-Care (HoC) Clinic, a Non-Governmental ... more This study mainly assessed the performance of the Hands-on-Care (HoC) Clinic, a Non-Governmental Organisation, in sexual and reproductive health service delivery in The Gambia and identified the challenges being faced by the organisation. Both primary and secondary data were used for this study. Primary data were collected using a questionnaire, in-depth interviews, and Participant Observation. The staff and patients of HoC Clinic and the two support societies were targeted for the study. The results of the study revealed that NGOs play vital roles in the delivery of health services. HoC Clinic has made and continues to make significant contributions to the sexual and reproductive health of The Gambia. The results also showed that it contributes individually and collectively in a participatory manner to improving the quality of life of all Gambians and non-Gambians alike. One of the most intimidating problems facing democratic governance in contemporary Nigeria is the inability of the bureaucratic structure to give adequate support due to poor ethics and accountability systems. This paper set out to establish a public accountability scheme, popularly known as “Integrity System” (IS), to change/strengthen the public service system rather than apportioning blames. Assignment systems deal with the division of governmental responsibilities, functions, powers and... more Assignment systems deal with the division of governmental responsibilities, functions, powers and authority among the federating units. This is with a major challenge of how to assign responsibilities and fiscal resources in a way that promotes federal principles. This paper is narrowed down to fiscal assignment systems in five more matured federations (the United States of America, Canada, Australia, India, and Germany) with a view to comparing the structure, pattern and institutional arrangements governing fiscal assignment systems with Nigerian case. The Nigerian case is a good illustration of a country transiting from a centralized to adecentralized one with respect to resources but decentralized in respect of expenditure assignment without a credible system of accountability and strong incentives to diversify the economy from dependence on oil resource.
