The value of such services is highlighted by drawing on theoretical considerations as well as examples from current research perspectives, both internationally and nationally. Because of its past history and present conditions, South Africa has specific higher education needs, for example dealing with large numbers of students who had inadequate school preparation and who consequently experience numerous barriers to learning. These needs are discussed in terms of the way that student counselling contributes towards ensuring that students receive the necessary support to study successfully and to enter the world of work as well-adjusted and well-prepared citizens of the new South Africa.

However, this recognition necessarily calls for accountability from student counselling centres. In this regard, it becomes increasingly important to evaluate student counselling services in terms of their cost-effectiveness and the impact their services have. In this article, different methods for determining cost-effectiveness are outlined and the most applicable method in different cases indicated. Subsequently, research on cost-effectiveness and the impact of student counselling services are reviewed. Research findings on the impact and cost-effectiveness of policies, organisational structure, collaboration between different institutional service centres and counsellor characteristics are reviewed. In particular, it was found that collaboration between student-directed services within the broader University context contribute to cost-effectiveness and impact. It is concluded that more empirical research is needed to justify the claims of relevance of student counselling services. Suggestions are made as to how impact and cost-effectiveness can be studied at institutional level. Furthermore, it is suggested that research findings on counsellor characteristics should be integrated in the impact and costeffectiveness studies of student counselling services. No significant differences between the functional and organic groups were found on any of the subscores of four personality questionnaires. The normal group (wives of sterile men) scored higher on extraversion than both the functional and organic groups. On self-control the normal group also scored lower (negative connotation) than the other two groups. In general no evidence for personality maladjustment in functional infertility was found.

Secondary hypotheses looked at the effect of the period of unemployment, method of job loss, and education on work-related self-concept. No significant differences were found between scores on work-related self-concept and family relations of the employed and the unemployed groups. The unemployed men with less education tended to have higher work-related self-concept scores than those with more education.

Both methods used (Guttman and Kuder-Richardson) indicated that the test satisfied the basic requirements with regard to interitem consistency normally imposed for self-report inventories: .85 and .82, respectively.

Some support for the sensitivity of the Hereford was found, and, as an evaluation device to assess whether program goals have been achieved, the scale proved to be a useful instrument. The Hereford scale can be applied with reasonable confidence in research on parenting and in strategies to enhance effective parenting.

It deviates from recent approaches which primarily examine the impact of selected interventions on specific indicators. In this article the question is asked whether the capacity to deliver the services can be justified to the institution. In times when higher education institutions face declining revenues, and when increasing demands are placed on education institutions to demonstrate accountability in the use of public funds, it is not enough to know that past counselling interventions have resulted in positive impacts. The institution needs to know whether the ongoing investment makes financial sense. This article, therefore, focuses on counselling services holistically as a strategic partner of the institution, and argues that their function should mainly be to support the institution in accomplishing its strategic purpose and in satisfying key strategic stakeholders. What is needed is a forward-looking role definition linked to a set of strategic impact and performance indicators as a basis for assessment. Such an approach opens up a way to view benefits not only in traditional accounting terms such as cost savings, but also as the social benefits and value-adding that takes place within the bigger strategic picture. An item analysis showed that 52% of the test items satisfied the requirements with regard to degree of difficulty and discrimination. KR-20 reliability coefficients varied between 0.31 and 0.58 for the different subtests, with r = 0.72 for the full scale.

Contrary to expectations, the patient's functioning deteriorated generally, with the exception that the trend of deteriorating behaviour, as assessed by hospital staff, appeared to have slowed down during a period involving activities out of the ward.
