This paper details the potential hidden aspects of these 'weapons', and the theory that they are likely less harmful than anticipated. However, they do possess the potential to be exponentially harmful to the entire nation if they become weaponized further. A proposal/theory for a potential nation-state actor plan is also included with potential mass-population targets being in the tens of millions. An alternative hypothesis for the weapon used which caused acquired neurotoxicity is also introduced with findings.
