Development... more This report presents the findings and conclusions from an evaluation of the Norwegian Development Co-operation with Nicaragua during 1994 to 1997. The main objectives of the evaluation were: · to make an assessment of the outcome of Norwegian development co-operation with Nicaragua during 1994 to 1997, · to assess to what extent the agreed strategy for co-operation with Nicaragua has been implemented, and · to assess to what extent the strategy has been conducive in giving guidance and served as a management tool for the co-operation.

NORAD’s role is however to assess project proposals presented to NORAD by applicants or project promoters such as partner-country governments, private companies, NGOs or other bilateral or multilateral aid organisations. NORAD itself does not participate in the project formulation or planning. It is the responsibility of the recipient/applicant to ensure that necessary analysis is undertaken as part of the project preparation. Consequently, this handbook is not a manual for conducting economic and financial analysis of projects; but rather a guide to interpreting the results of such analysis and to using the analysis-results as part of overall project appraisal, as well as in later phases of the project cycle (project monitoring, review and evaluation).
