The concept of accessibility, which is thought to offer a new approach in the preservation, implementation and presentation of cultural heritage, envisages protecting the physical condition and integrity of the cultural heritage, as well as considering the social environment, memorial value and intangible cultural values that form its background as parts of the whole. Accessibility of cultural heritage notion is transforming in semantic. Hence, it is one of contemprary arguments as a current issue in preservation of heritage field. It follows that, accessibility of heritage concept requires multi-dimensional and multi-disciplinary perspective to improve awareness and participation of users as a human right. On the other hand, cultural routes are an effective implementation method which refers a holistic and participatory approach to preserve and present the cultural heritage. Is there an alternative implementation and presentation approach to introduce cultural heritage both in theory and practice? Accessibility might be the answer of this question, though it needs a tool to come into being in praxis. In this matter, cultural routes can be an effective tool for implementation of accessibility management model. It is possible to improve historical environment with this association through identifying physical, intellectual and economic accessibility. In this paper, accessibility management of cultural heritage through cultural routes will be discussed in the context of two of ICOMOS charters which forms the fundamentals of preservation of heritage act: The ICOMOS Charter for the Interpretation and Presentation of Cultural Heritage Sites; The ICOMOS Charter on Cultural Routes. Access to cultural heritage topic takes place in The Charter for the Implementation and Presentation of Cultural Heritage, much the same public awareness and participation are highlighted repaetedly. Cultural Routes are defined as interactive, dynamic and evolving processes in The Charter of Cultural Routes which supports public awareness and participation ideas. It will be examined how the united concept of accessibility and cultural routes finds its place in the charters’ general perspective, definitions and principles.
