Documents are grouped with respect to the physical structure. The architecture is based on two knowledge descriptions of the domain: one is independent from the classes and one related to the classes. Such knowledge levels are used to understand the documents of the domain. The understanding phase is described in relation with the phases of analysis and classification of such documents

In this context the use of document standards and Semantic Web technologies represents a pre-condition for the development of services oriented to legislators, to legal information providers as well as to legal experts, with the aim of enhanching the quality and accessibility of legal information in a distributed environment. This work gives an overview of the initiatives on legislative standards at national and European levels, as well as similar trends in extra-European countries, along with technical details of the various activities dealing with the definition of legal standards and the development of software tools for managing legislation.

In particular, a pattern able to implement the Hohfeldian legal fundamental relations between provisions using OWL-DL expressivity is proposed. Moreover, a query-based approach able to deal with relations between provision instances is described. An example of advanced access and reasoning over provisions using the proposed approach, as well as a prototype architecture of a provision retrieval system, are shown. The main benefit is represented by the ability of the approach to keep the complexity of the problem within a description logic computational tractability.

An implementation of this approach through RDF/OWL, describing provisions and their relations, is proposed. In particular, a pattern able to implement Hohfeldian legal fundamental relations between provisions using OWL-DL expressivity is described within a case study involving duty and right provisions. An example of advanced access and reasoning over provisions using the proposed approach is shown.

The ontological approach here presented is the ground of a web platform allowing citizens and other stakeholders to actively participate in public consultations. Citizens can provide comments and amendments, as well expressing sentiments on pre-legislative documents. The modeling approach follows a pure RDF(S)/OWL implementation for all the produced contributions (documents, comments, amendments, statistics), with the aim to made them available as Linked Open Data.
