The Developments leading up to the erection of the Cairns Shire Council Chambers The Cairns Shire... more The Developments leading up to the erection of the Cairns Shire Council Chambers The Cairns Shire Council Chambers (Figure 1), commissioned by the Cairns Shire Council and completed in 1913, still stands at its original location on The Esplanade in Cairns. The Shire Chambers, now wedged between two multi-storey buildings, served as a centre of local government for eighty-two years, first for the Cairns Shire Council, and later for the Mulgrave Shire Council. After the amalgamation of the Mulgrave Shire and Cairns City Councils, the building served as a tourist information centre. The centre, however, was unable to compete with online tourism services and closed in 2018, leaving the former Council Office empty for the first time in over one hundred years. This paper describes the events leading to the erection of the Council Office. These events are closely related to the development and sale of the Cairns-Mulgrave Tramway, and, by extension, to the Cairns sugar industry.

In order to effectively navigate this tension, teachers need to grapple with policy, in order to intentionally and consciously enact it in a way that is best for their students. This essay is an attempt to analyze the Australian Department of Education, Employment and Workplace Relation's (DEEWR) education revolution policy (2008), with a specific focus on how it might impact the purpose of education, positioning of students, the curriculum, student assessment, pedagogy, and equity for Indigenous students.
