Pour identifier davantage ce qui peut s'entendre par democratie participative, il est egalement souhaitable d'en definir des modalites, compte-tenu que ce terme general recouvre une variete d'acceptions sur le terrain. Nous proposons ici d’examiner en quoi une approche geographique de l’evenement - par une saisie territoriale, et non seulement temporelle ou societale - viendrait enrichir son apprehension. Nous envisageons ici l’« evenement territorial » en l’appliquant a un cas d’etude : la construction de villages d’insertion a Saint-Denis. Ces dispositifs sont a destination de populations migrantes designees comme « Roms » par les acteurs locaux, qui rencontrent des difficultes specifiques liees notamment aux conditions de leur migration. Si ces questions ne sont pas nouvelles, ce numero double d’Espaces et Societes entend poser le probleme autrement : en mettant, d’une part, l’accent sur les effets locaux (a l’echelle de la ville) produits par l’arrivee de migrants (dans les pays du Nord comme dans les pays dits du Sud, pour des migrations « longues » comme de proximite), d’autre part, en reliant cet acces avec les questions d’insertion et d’integration.

Crossing historic field and social geography, we suggest the concept of « territorial event ». This article examines how the spatial approach could improve the concept of event, exceeding the time or media analysis approach. This study is focused on two specific housing projects for Roma, named « Village for social inclusion » and both located in Saint-Denis (93). Roma people live specific social difficulties, because of their migratory status. Characteristics of « territorial event » are in number of three: (1) the new territorial structure bring out surprise and a lack of comprehension; (2) the event is established as “event” for specific actors and specific scale: it depends of the context and it allows to detect several territorial and historical structures; (3) the shortage in the structure of territory: it will be different before and after the territorial event. International audience"L’hébergement solidaire de personnes exilé·es s’est fortement dévelop... more International audience"L’hébergement solidaire de personnes exilé·es s’est fortement développé ces dernières années, sous forme d’accueil chez l’habitant, de logements mis à disposition, ou de squats. Dans le contexte d’une politique d’accueil très restrictive de la part de l’État, ces pratiques d’hébergement informel se situent généralement en marge du Dispositif national d’Accueil destiné à héberger les exilé·es au cours de leur demande d’asile. La notion de « zone grise » (Yftachel) permet utilement de saisir l’ambiguïté qui saisit ces pratiques : informelles, elles sont néanmoins façonnées en creux, contre leur gré, par les procédures administratives. Cet article montre les enjeux de cette « zone grise » de l’hébergement citoyen, dans la vallée de la Drôme et la métropole lyonnaise : d’une part, il aborde comment le Dispositif national d’Accueil contribue à créer des territoires dissuasifs pour l’accueil des exilé·es ; il analyse ensuite comment l’hébergement dit « citoyen » repose sur des pratiques informelles, mais en interaction avec les cadres émanant des politiques migratoires. Enfin, l’article montre comment ces pratiques d’hébergement solidaire sont aussi créatrices, en ce qu’elles contribuent à questionner en profondeur des pratiques et représentations collectives, qui dépassent le strict cadre des modalités de cet hébergement.

Nous procedons par une analyse croisee de deux processus de droit au logement : les politiques d’un gouvernement municipal progressiste dans des secteurs ou vivent des Jamaicains a Montreal et un projet etatique de relogement d’un bidonville rom a Saint-Denis (Region parisienne). En examinant ces deux processus, nous montrons comment des differenciations raciales sont produites et comment des actions qui visent a reduire les differences socio-economiques peuvent contribuer a la marginalisation de populations racisees.

Il s’agit de comprendre le rapport qui a pu s’établir entre des épisodes d’extension de la zone de vulnérabilité et des processus de transformation urbaine sous des formes urgentes et provisoires. Il apparaît qu’il existe des permanences dans ces dispositifs de relogement, tant concernant la forme d’habitat produit, le public identifié que les acteurs concernés. Cela rend compte de la relation existante entre la vulnérabilité résidentielle et la création d’une urbanité de l’entre-deux.
