A travers le cas singulier d’un hôpital à but non lucratif qui a démarré un projet de restructura... more A travers le cas singulier d’un hôpital à but non lucratif qui a démarré un projet de restructuration en 2008, cette thèse porte sur le rôle du système de contrôle de gestion dans la diffusion d’une vision financière et la conduite du changement dans une organisation pluraliste. Si le système de santé marocain connait de multiples mutations et réformes à l’instar d’autres pays, le point commun de ces réformes est l’intégration du new public management qui s’inspire de la gestion des entreprises privées, attestant de l’expansion de la financiarisation dans le domaine de la santé. Les résultats de la recherche de type observation participante et post-participante (complétée par plus de 20 entretiens de type libre et semi-directif) montrent comment le système de contrôle de gestion devient un médiateur du changement. Mobilisant la theorie de la traduction, la recherche montre une problematisation « perennite financiere » faisant sens et consensus, des indicateurs simples et une delegation de pouvoir a des allies medicaux, legitimes en mobilisant des referentiels externes.
Through the singular case of a not-for-profit hospital that started a restructuring project in 20... more Through the singular case of a not-for-profit hospital that started a restructuring project in 2008, this thesis focuses on the role of the management control system in the the dissemination of a financial vision and management of change in a pluralistic organisation.If the Moroccan health system is undergoing multiple changes and reforms like other countries, the common point of these reforms is the integration of new public management, which is inspired by the management of private companies, attesting to the expansion of financialisation in the health sector.The results of research of the participant and post-participant observation type (supplemented by more than 20 interviews of the free and semi-directive type) show how the management control system becomes a mediator of change.
