The avenue named after France stretches from Allians Ethio-Francis passing the Continental Hotel up to Bisrate Gabriel School, which is located at the central part of the city. .Owing the above condition in mind the core process would like to invite the administration to give recognition for the following area based on their historical foundation and value i.e to name or call the following street or avenue.

Right after its establishment in 1902 Dire Dawa rapidly grew into a thriving small town. An Ameri... more Right after its establishment in 1902 Dire Dawa rapidly grew into a thriving small town. An American diplomat named R.P. Skinner, who passed through the city in 1903 (soon after its establishment) at the head of an American delegation, called it “the Queen of the Desert”. The City has two unique urban quarters having practical and geographical coincidence. The quarters were separated from each other by the Dechatu dry river, the old city Magalla (indigenous, Arab and Indian quarter) is on the south bank of the river; geographically it faces Middle East, while the new city Gezira (meaning island and plateau in Arabic) is on the north bank of the river facing Europe on the world map.The city of Dire Dawa, in the particulars Gezira quarter is the most European of all Ethiopian cities(mainly French, Greeks, Armenians and Italians) with its distinctive urban planning of straight and perpendicular street. It was carefully planned by the railway engineers having asphalt roads and well-aligned building, a drainage system and piped water. The century old railway station and its installations, stores, workshops, many houses with yellow colors, shops, offices, and modern buildings are found in this quarter. The railway company CFE (Chemendefer Franco Ethiopian) has had the mandate to inspect the constructions of all buildings in this quarter and planting trees in the garden were among the requirement expected of new building .This quarter has greatly influenced by European architecture like French provincial style, French Renaissance style, Italian, Greek and Armenian architecture(Gezaw,2017). Partial view of Gezira in 1934 The old city of Magala(CONEIL,Amestegna,Kefira and Dechatu) has a network of twisting streets or criss-crossing alleyways, Arab and Indian style house with light white wall and a rain bow color. A numbers of Secondary Street connected to three main axes meeting at three different nodes to form a sort of triangle. The dominance of Arabs creates the overall setting that resembles an old Arabian urban fabric. Though this quarter has some form of urban planning it will not benefit from the CFE modern urban planning, unlike Gezira it has narrow street which is not always straight, house are closely packed not well aligned, building compound. Thus the sharp contrast between this two historic urban quarters provide tourist with extraordinary experience unlike any other city in Ethiopia. Other than the two historic neighborhood the 1936-41G.C Italian expansion areas such as campo Greco, Addis Ketema ,Haftal Issa,Laga hare and No One need moderate protection.

First, the age-old centralized policy decision-making practice at all level may have not cleanly given way to the new system (federalism, decentralization, popular and individual initiatives) to actively take part in public polices and assume effective policy partnership. Second, there might have not been built a policy capacity of all actors in light of the dire need of their participation for effective policy implementation. This may trigger the launching of a policy capacity building program at all levels through short-and long-term education and training. In particular, such capacity building programs are critically important for front-line policy implementers as well as people in the policy decision (policymaking) positions.

This article has tried to examine the historical connection and similarity between Somali people ... more This article has tried to examine the historical connection and similarity between Somali people and Ancient Sumerian. The analysis of historical account, linguistic evidence; architecture and cultural dress imply the two has bond and affinity. In particular the most compelling evidence regarding the similarity between Somali and Sumerian can be traced linguistically. Though Sumerian language is said to be unrelated to any existing language family, lexical analysis indicate the language is very similar to Af-Somali of today. The test for a set of more than 200 English words and their correspondences in Sumerian and Somali are given. The words and related concept having similar meaning were compared across the three languages. The result underscore that tough some degree of difference is anticipated in the definition and meaning of Somali and respective Sumerian word, nearly all word have exact meaning and form both in Somali and Sumerian language.

This study has analyzed the determinants of household consumption in Tigray Regional State in the... more This study has analyzed the determinants of household consumption in Tigray Regional State in the case of Tsibi Wonberat and Saesi Tsaedamba sample woredas using total consumption per month, Total food consumption per month, excl chat and alcohol, Household size, malehead and woredas as variables of interest. Based on the study, the main determinants that statistically significantly affects total hosehold consumption expenditure in Tigray Regional State in the case of Tsibi Wonberat and Saesi Tsaedamba sample woredas are found to be total food consumption excluding chat, alchol, being maleheaded and being in a particular woreda excluding the variable hosusehold size which does not have statistically significant effect on total household consumption expenditure.

To attain the objectives, the researchers employed convergent parallel mixed design, with regards to sample 150 questionnaire respondent and 25 key informants were selected from 5 governmental and 4 private HEIs to assess market oriented professional development practice and its challenge .The data obtained from in-depth interview, document analysis, and observation was analyzed qualitatively in the form of narration while the questionnaire was analyzed qualitatively as well as quantitatively using descriptive analysis (frequency, percentage) .Accordingly, the findings indicate that the absence clear policy and integrated planning approach for identification, assessment and management of market oriented professional development .The required institutional set up ,resources ,school to work transition and constructive coordination doesn’t exist either, the private HEIs has inadequate market related information and integral education marketing research and capacity . Further, loophole in public private partnership, poor strategic planning, lack of career advice and on the job training, lack of school to work transition,lack of impact assessment,poor strategic planning, poor labor information system , the existences of weak labor unions and business associations are also among prevailing challenge. Therefore, the researcher recommend the formulation of context wise policy, strategic management plan and, improvement of post graduate impact assessments and ,establishment of multidisciplinary advisory committee that review whether proposed new curriculum follow the context of market oriented professional training historic building, provision of incentive for private HEIs, improvement of LMS ,integrated urban planning approach ,extra fund or revenue raising initiatives, collaboration with higher education stakeholders, and Public-private partnership ,regular survey ,inspection and awareness creation programs to improve the current practice. However not only there is no orthodoxy between theory and practice of monetary policy but also the difference observed in its theory are proved to be found almost in all practical problems that confronted while conducting monetary policy as it require realistically different solutions at different times, in different countries. The objectives required in the manner of monetary policy have also been changing over and over again with the line of ruling party political ideology. Even though indirect mechanism like open market operation has been widely accepted in today’s global world, adopting it require certain level of financial market development and strong secondary market that is necessary to transmit the desired effect into the economy. For instance, central bank discount rate changes are transmitted easily and fast into other interest rate as long as well-developed secondary market exists. Therefore, the efficiency of indirect monetary policy is largely dependent on the development of secondary market. In general all complexity that discussed in this term paper from introduction to where it’s going to stop now reveals the need for a new genuine analytical framework that deal with all these issues and controversies. Thus a more advanced, dynamic and interdisciplinary study of complexity theory might have a lot to offer to macroeconomics, but again with no guarantee on what complexity and associated dangers this new framework or system may bring about.
Finally, the past, present and future uncertainties on selecting the best alternatives to implement monetary policy has been unanswered, so far many empirical study including ex-post and ex-ante policy analysis recommend that excessive dependency on this policy may not address social evil. Monetary policy has left being more of art than hard science which found its source from past history, subjective ideology and remain imperfect. The bottom line is however macro-economic stability require a broad range of policy instrument that effectively manage current and future social ,political and economic environment.

There are remarkable achievements in this regard. But the increasing number of population in urban centers has made accessibility of basic services like heath and education difficult. Yeka sub city is no different in this case where the sub city is the third populous sub city in Addis Ababa and meeting the demand of the whole population is still a challenge. Besides the increasing number of the population the summery of the findings shows that inaccessibility of land for new constructions, lack of commitment from other institutions working with the sectors, poor construction qualities, lack of integrated work, poor awareness among the community regarding infrastructure developments are other constraints regarding to infrastructural developments in education and health sectors. Therefore in order to meet the objectives of the sub city to meet the demand of basic education and health services and with regards to infrastructure developments of schools and health posts each responsible body, concerned government offices and stockholders should make relentless effort and endeavor for integrated an work in this regard.

To attain the objectives, the researchers employed mixed research design , with regards to sample 44 building out of 50 registered historic building were selected while 88 stewards and maintenance expert has made to be fill up scheduled questionnaire that contain 14 factors affecting the maintenance of the buildings. The questionnaires and key informant interviewees were used to collect primary data. Binary logistic regression for quantitative part whereas narration and content analysis were used for qualitative data. The study revealed that : lack of maintenance standard and maintenance manuals, lack of skilled maintenance personnel, lack of preventive building maintenance, aging of building and lack of knowledge about which formal institution to approach & consult are among top five important factor affecting maintenance practice. The result of binary regression also revealed that the use of preventive maintenance availability of timely response, skilled maintenance, communication and knowledge about whom to consult positively affect the maintenance status while factor like aging, and absence of replacement part are negatively affecting the maintenance. Consequently the heritage authority should consider designing and implementing comprehensive strategies together with relevant stakeholder in order to mitigate the maintenance problems of registered historic building employees.

However, the untapped natural and historical attractions coupled with better infrastructures, service and expected tourism product expansion, there is a possibility that the sector could grow wide and become a means of living for many people of the region. In order to achieve the preset goals of the office which is aimed at improving the current status of attraction sites, its promotion and developing tourism product (Establishing basic infrastructure for two rock art site, Restoration of Dire Dawa museum building and its expansion, Restoration and Maintenance of Selected Built Heritage ,Establishment of camel race center, Improvement of existing tourist map and website, Naming of avenue after foreign community, Inventory of built heritage) and gradually make the administration the most visited region in Eastern Ethiopia, the office has designed this project proposal. It is the first experimental train engineering works in Ethiopia and it also hold an important historical document that can serve as accurate sources of information for future generations. The general objective of the project is to establish a Railway Museum and Archive Center in the city of Dire Dawa which acquires, conserves, researches, communicates and exhibits for the purpose of study, education and tourism based on the material evidence of the technology. Thus the proposed museum will be redefined in light of revised structural plan and implemented having the following objectives: I. Undertake a more comprehensive study to guide proper intervention and museum redevelopment for better socio-economic benefit within the context of an integrated plan for the development of the historic train station site as a whole. II. Establish an excellent attraction, the Railway Museum and Archive center in the heart of Kezira in order to encourage local entrepreneurship, create jobs and build heritage community; III. Increase visitor number and tourism activity to the historic urban neighborhoods in order to create an economic opportunities for local businesses; IIII. Transform the Train station Museum in such a way that its interpretation and exhibits met the demand of 21st century visitor expectations and offering best Tourist Experience in Dire Dawa. The City has two unique urban quarters having practical and geographical coincidence. The quarters were separated from each other by the Dechatu dry river, the old city Magalla (indigenous, Arab and Indian quarter) is on the south bank of the river; geographically it faces Middle East, while the new city Gezira (meaning island and plateau in Arabic) is on the north bank of the river facing Europe on the world map.The city of Dire Dawa, in the particulars Gezira quarter is the most European of all Ethiopian cities(mainly French, Greeks, Armenians and Italians) with its distinctive urban planning of straight and perpendicular street. It was carefully planned by the railway engineers having asphalt roads and well-aligned building, a drainage system and piped water. The century old railway station and its installations, stores, workshops, many houses with yellow colors, shops, offices, and modern buildings are found in this quarter. The railway company CFE (Chemendefer Franco Ethiopian) has had the mandate to inspect the constructions of all buildings in this quarter and planting trees in the garden were among the requirement expected of new building .This quarter has greatly influenced by European architecture like French provincial style, French Renaissance style, Italian, Greek and Armenian architecture(Gezaw,2017).

The old city of Magala(CONEIL,Amestegna,Kefira and Dechatu) has a network of twisting streets or criss-crossing alleyways, Arab and Indian style house with light white wall and a rain bow color. A numbers of Secondary Street connected to three main axes meeting at three different nodes to form a sort of triangle. The dominance of Arabs creates the overall setting that resembles an old Arabian urban fabric. Though this quarter has some form of urban planning it will not benefit from the CFE modern urban planning, unlike Gezira it has narrow street which is not always straight, house are closely packed not well aligned, building compound. Thus the sharp contrast between this two historic urban quarters provide tourist with extraordinary experience unlike any other city in Ethiopia.
Other than the two historic neighborhood the 1936-41G.C Italian expansion areas such as campo Greco, Addis Ketema ,Haftal Issa,Laga hare and No One need moderate protection.

The City has two unique urban quarters having practical and geographical coincidence. The quarters were separated from each other by the Dechatu dry river, the old city Magalla (indigenous, Arab and Indian quarter) is on the south bank of the river; geographically it faces Middle East, while the new city Gezira (meaning island and plateau in Arabic) is on the north bank of the river facing Europe on the world map.The city of Dire Dawa, in the particulars Gezira quarter is the most European of all Ethiopian cities(mainly French, Greeks, Armenians and Italians) with its distinctive urban planning of straight and perpendicular street. It was carefully planned by the railway engineers having asphalt roads and well-aligned building, a drainage system and piped water. The century old railway station and its installations, stores, workshops, many houses with yellow colors, shops, offices, and modern buildings are found in this quarter. The railway company CFE (Chemendefer Franco Ethiopian) has had the mandate to inspect the constructions of all buildings in this quarter and planting trees in the garden were among the requirement expected of new building .This quarter has greatly influenced by European architecture like French provincial style, French Renaissance style, Italian, Greek and Armenian architecture(Gezaw,2017).

The old city of Magala(CONEIL,Amestegna,Kefira and Dechatu) has a network of twisting streets or criss-crossing alleyways, Arab and Indian style house with light white wall and a rain bow color. A numbers of Secondary Street connected to three main axes meeting at three different nodes to form a sort of triangle. The dominance of Arabs creates the overall setting that resembles an old Arabian urban fabric. Though this quarter has some form of urban planning it will not benefit from the CFE modern urban planning, unlike Gezira it has narrow street which is not always straight, house are closely packed not well aligned, building compound. Thus the sharp contrast between this two historic urban quarters provide tourist with extraordinary experience unlike any other city in Ethiopia.
Other than the two historic neighborhood the 1936-41G.C Italian expansion areas such as campo Greco, Addis Ketema ,Haftal Issa,Laga hare and No One need moderate protection.

To attain the objectives, the researchers employed convergent parallel mixed design, with regards to sample 150 questionnaire respondent and 25 key informants were selected from 5 governmental and 4 private HEIs to assess market oriented professional development practice and its challenge .The data obtained from in-depth interview, document analysis, and observation was analyzed qualitatively in the form of narration while the questionnaire was analyzed qualitatively as well as quantitatively using descriptive analysis (frequency, percentage) .Accordingly, the findings indicate that the absence clear policy and integrated planning approach for identification, assessment and management of market oriented professional development .The required institutional set up ,resources ,school to work transition and constructive coordination doesn’t exist either, the private HEIs has inadequate market related information and integral education marketing research and capacity . Further, loophole in public private partnership, poor strategic planning, lack of career advice and on the job training, lack of school to work transition,lack of impact assessment,poor strategic planning, poor labor information system , the existences of weak labor unions and business associations are also among prevailing challenge.
Therefore, the researcher recommend the formulation of context wise policy, strategic management plan and, improvement of post graduate impact assessments and ,establishment of multidisciplinary advisory committee that review whether proposed new curriculum follow the context of market oriented professional training historic building, provision of incentive for private HEIs, improvement of LMS ,integrated urban planning approach ,extra fund or revenue raising initiatives, collaboration with higher education stakeholders, and Public-private partnership ,regular survey ,inspection and awareness creation programs to improve the current practice.

Even though indirect mechanism like open market operation has been widely accepted in today’s global world, adopting it require certain level of financial market development and strong secondary market that is necessary to transmit the desired effect into the economy. For instance, central bank discount rate changes are transmitted easily and fast into other interest rate as long as well-developed secondary market exists. Therefore, the efficiency of indirect monetary policy is largely dependent on the development of secondary market.
In general all complexity that discussed in this term paper from introduction to where it’s going to stop now reveals the need for a new genuine analytical framework that deal with all these issues and controversies. Thus a more advanced, dynamic and interdisciplinary study of complexity theory might have a lot to offer to macroeconomics, but again with no guarantee on what complexity and associated dangers this new framework or system may bring about.
Finally, the past, present and future uncertainties on selecting the best alternatives to implement monetary policy has been unanswered, so far many empirical study including ex-post and ex-ante policy analysis recommend that excessive dependency on this policy may not address social evil. Monetary policy has left being more of art than hard science which found its source from past history, subjective ideology and remain imperfect. The bottom line is however macro-economic stability require a broad range of policy instrument that effectively manage current and future social ,political and economic environment.
Besides the increasing number of the population the summery of the findings shows that inaccessibility of land for new constructions, lack of commitment from other institutions working with the sectors, poor construction qualities, lack of integrated work, poor awareness among the community regarding infrastructure developments are other constraints regarding to infrastructural developments in education and health sectors.
Therefore in order to meet the objectives of the sub city to meet the demand of basic education and health services and with regards to infrastructure developments of schools and health posts each responsible body, concerned government offices and stockholders should make relentless effort and endeavor for integrated an work in this regard.
Currently the palace has under maintenance but the procedure doest adhered to the principles of built heritage preservation thus the heritage authority should consider designing and implementing comprehensive strategies together with relevant stakeholder in order to mitigate the status quo.

Eventually ,though the word 'Habesha' and its numerous variants (Kabasa,Habashat, Habasa,Habassa, Habesh, Habeshi,,Habaja,Habajam,Habijah, 'Abassia', 'Abassinos', 'Abessina' Abesa,Abisi or Abish) have been used to name geographical pockets of territory and people extending from the Arabian Peninsula to the furthest limits of the Horn of Africa region since antiquity. There is no consensus on what it actually means. These short note try to clarify its origin, real meaning and historical background.
The finding is awesome, unlike the established theory, based on linguistic and authentic historical document the word Habasha refers to Black and light skinned people of African Horn who leaves on both side of Red sea.Thus the claim that Habasha are Yemeni migrant, nonblack or mixed stock , has got no support from historical record, mediaeval literature, Biblical and Kuranic literature, and even from traditional Ethiopian sources like Kibre Negest.
► It could be formally or informally, researchers have to meet with legislative committee members to discuss on issues which needs more clarifications. Theses should be done based on truth and respect from both sides. Legislators need to facilitate an environment where taking into account of evidences as an input in the policy making process becomes possible.
► The capacity of legislators and researchers to work together should be improved. This can be done by government sponsored trainings. The capacity of researchers to communicate in an effective way should also be developed.
► Like in Kenya and Uganda research departments in parliaments should be established in partner states.
► Researchers should depend on credible evidences and be prudent while undertaking researches.
► Devoted efforts from think-tanks should be exerted regarding to building relationships with stockholders, strengthening researches’ ability to communicate findings to different groups of people, and increasing policy makers’ capability to understand and use evidence when making decisions.

potential ranging from pre-historic to modern era.

resources, its potential for tourism development, the
condition of conservation and a way forward .
In order to achieve the preset goals of the office which is aimed at improving the current status of attraction sites, its promotion and developing tourism product (Establishing basic infrastructure for two rock art site, Restoration of Dire Dawa museum building and its expansion, Restoration and Maintenance of Selected Built Heritage ,Establishment of camel race center, Improvement of existing tourist map and website, Naming of avenue after foreign community, Inventory of built heritage) and gradually make the administration the most visited region in Eastern Ethiopia, the office has designed this project proposal.
The project is entitled “THE TOURIST ATTRACTION SITE IMPROVEMENT AND TOURISM PRODUCT DEVELOPMENT IN DIREDAWA ADMINISTRATION”. Includes six sub projects:
Basic infrastructural development of two rock art site
Restoration of Dire Dawa museum building and its expansion
Restoration and Maintenance of Selected built heritage of national and international significance
Improvement of existing tourist map and website
Establishment of camel race center
Naming of avenue after foreign community
Inventory of built heritage and Capacity building
Each project has its own activities and objectives. The combination of all the results of these projects creates a firm base for the improvement of the attraction site and development of tourism product.
Thus the proposed museum will be redefined in light of revised structural plan and implemented having the following objectives:
I. Undertake a more comprehensive study to guide proper intervention and museum redevelopment for better socio-economic benefit within the context of an integrated plan for the development of the historic train station site as a whole.
II. Establish an excellent attraction, the Railway Museum and Archive center in the heart of Kezira in order to encourage local entrepreneurship, create jobs and build heritage community;
III. Increase visitor number and tourism activity to the historic urban neighborhoods in order to create an economic opportunities for local businesses;
IIII. Transform the Train station Museum in such a way that its interpretation and exhibits met the demand of 21st century visitor expectations and offering best Tourist Experience in Dire Dawa.
