The reports from the in-house Standards and Testing Agency and from commissioned external organisations with limited remits have been analysed, with emphasis on how the screening check findings have been used in DfE decision-making. My conclusion is that the department has overestimated both the validity and the reliability of the check: partly because important sources of measurement error have not been explored, and partly because the available evidence has not been analysed in sufficient depth — or perhaps simply been ignored by the department. The whole phonics screening check seems to be the product of policy-based evidence, rather than evidence-based policy-making. This has, in my view, seriously undermined the value of the PSC as a screening instrument, and one must wonder whether it is 'fit for purpose'.
This study investigated various reading and writing abilities among 25- and 35-year-old residents... more This study investigated various reading and writing abilities among 25- and 35-year-old residents of Linkoping, Sweden, and assessed the extent to which these individuals' abilities could be regarded as satisfactory for their needs. In all, 377 subjects were tested on the following skills: alphabet recognition, copying ability, reading rate, reading comprehension, "practical" reading ability, essay writing, and spelling. A questionnaire gathered information concerning subjects' general and vocational educations and present occupations, parents' educations and occupations, average amount of reading and writing per day, self-evaluation of reading and writing ability in relation to perceived needs, and a subjective judgment of the importance of such abilities as measured by the different tests. Data revealed that, although many adults' skill levels improved between the age at which they left school and the age of 35, prolonged schooling during adolescence led ...

The article analyzes several aspects of the Rauding Theory recently presented in the Reading Rese... more The article analyzes several aspects of the Rauding Theory recently presented in the Reading Research Quarterly by Ronald Carver. The critical analysis is combined with constructive suggestions as to how the theory could be further developed and improved. It is pointed out that some of the basic concepts of the theory need to be redefined or defined more explicitly. The possible nature of literal or ‘textual’ comprehension through a sentence monitoring function operating on the surface structure of spoken or written language, is discussed in some detail. Finally, a new theoretical equation is put forward, which fits Carver's empirical data as well as does Carver's equation, and also yields more plausible results when predicting levels of comprehension after several re-readings when comprehension after the first reading is low.
In the first part of the essay the authors discuss certain issues of international co-operation i... more In the first part of the essay the authors discuss certain issues of international co-operation in educational research: objectives of co-operation; the ideal of universalism; language and culture differences; the organization of co-operation. The discussion draws upon the results of the authors' extensive literature reviews and of their inquiries among researchers, research directors and research financing agencies in several countries. The second part presents the authors' recommendations regarding the future development of international co-operation in educational research, pointing out that its development as a viable scientific discipline is a prerequisite for its successful utilization as an instrument of educational policy-making. It is suggested that three areas of co-operation be given the highest priority in the near future: -retrieval and dissemination of information relevant to educational research; -development of research methods and techniques and the training of researchers; and -critical analysis and synthesis of research results with the aim of producing new, more reliable knowledge. It is emphasized that the organisation needed in order to establish the proposed co-operation must both have strong support from national governments and enjoy considerable freedom in its implementation of a given policy of co-operation. This cross-cultural study of cloze procedure and comprehension involved samples of 10- to 11-year... more This cross-cultural study of cloze procedure and comprehension involved samples of 10- to 11-year-old schoolchildren in Canada, Japan, Sweden and the United States. The aim of the study was to explore the nature of what might be called‘cloze comprehension’in relation to overall or‘global comprehension’of a passage; in particular to establish(a) whether cloze procedure measures the same facets of comprehension regardless of what language is being read; and(b) to what extent cloze procedure, in different linguistic areas, measures‘global comprehension', or comprehension of the general ideas contained in a passage, as distinct from literal comprehension.The results of the study indicate that cloze procedure is a valid and reliable measure of certain aspects of reading comprehension in all the linguistic and cultural areas sampled. Furthermore, comprehension as measured by cloze procedure seems to be a necessary, albeit not sufficient, condition for overall or global understanding of the meaning of a passage.The study also shows that the ability measured by cloze procedure is more generalized (i.e., less text specific) than the ability measured by our global comprehension task. One implication of this seems to be that the higher-order skills necessary for global understanding do not always develop automatically once children have mastered the skills necessary for literal comprehension of simple texts. On the contrary, the higher-order skills may have to be taught systematically at an appropriate stage in the children's reading development.La technique de Cloze et la compréhension: une étude exploratrice á travers trois languesLes objets de cette étude exploratrice étaient (1) d'estimer l'efficacite de la technique de Cloze pour mesurer la compréhension dans trois langues – Fanglais, le japonais et le suédois; (2) de constater les similarités et les différences des réponses de Cloze par rapport à plusieurs héritages culturels et linguistiques; et (3) de découvrir si la technique de Cloze tend mesurer des réponses aux‘changements dans le flux du langage’ou la compréhension générale du texte.On a choisi un texte en prose, comprenant 250-300 mots, dans chaque langue et on l'a traduit en les deux autres langues.Pour chacune des neuf traductions (trois en chaque langue), on a prepare un test de Cloze par l'élimination d'un mot sur cinq. On a rédigé une question‘globale’concernant le sens général du passage sur la base des études préparatoires.'En utilisant au moins trois phrases, racontez l'idée principale de l'histoire’(le suédois et Fanglais);'En utilisant au moins trois phrases, résumez l'histoire’(le japonais).Dans chaque pays qui y a pris part, environ 150 enfants representatifs du cinquième grade (grades 4 et 5 à la Suède, conformes au début d'apprentissage scolaire) comprenaient les sujets de l'étude. Tous les enfants avaient comme langue maternelle la langue nationale du pays en question.On a consacré une session à chaque passage (test de Cloze, lecture du texte entier, et réponse à la question globale), et les enfants pouvaient passer jusqu'à 35 minutes à chaque session. Les enfants pouvaient commencer la tâche globale tout de suite aprés avoir fini le test de Cloze.
