For years, there has been a debate about the success of construction projects and how to achieve them. A bibliometric study was developed based on 750 scientific papers on project success, decision support system, optimization, and project performance. Data are collected from the Scopus and Web of Science databases and cover the period from January 2000 to February 2022. Several types of analysis were made—data information, research growth, most productive country, most productive institution, most relevant source, most influential authors, collaborations between countries, institutions, authors, most relevant or most cited publication, highest frequency, and keyword occurrence. It is pointed out which are the important authors and journals and in which direction further research should be directed. This paper identifies that construction is one of the least...

This study aims to address how performance management in construction is applied among Czech public organizations on the project level. In order to address this issue, qualitative data has been collected by semi-structured interviews of experienced experts representing organizations owning/operating important facilities and infrastructure (road and rail infrastructure, water and sewage systems, education facilities and collectors). Findings revealed that the level of performance management adoption is rather low, organizations mostly focus on supplier performance evaluation as a response to the ISO 9001 requirements. The practical use of BIM or life-cycle costing is rather in the reflection and preparation phase, on the other hand, a progressive approach is applied in terms of deployment of modern equipment for monitoring of structural defects or the use of robots for maintenance and repairs.

Such place where engineering students can be challenged both creatively and by knowledge in complex project environment can be found in the graduate study programme under the course of Project Management at the Faculty of Civil Engineering in Rijeka. As one of the course objectives is active work on actual project proposals, students are divided into supervised teams. Each team is responsible for the development of one project scenario for the Project Delta in the city of Rijeka, and is evaluated as the best project proposal among defined project teams and their proposals. Prioritization of project proposals deals with complex decision making. Particular application in building consists of translating human needs to user requirements, transforming them into technical performance requirements and quantitative criteria that do not dictate a prescribed solution, but rather compose a means for the investigation of various alternatives. Responding to these requirements during the various stages of conceptual, preliminary and detailed design could enable cost-effective construction of buildings that provide long- term satisfactory performance. Public facilities building projects bring a wealth of social and economic benefits to our communities. Results of literature and case studies review showed the establishment of standardized ‘whole building’ performance goals and indicators has proved to be a difficult and complex task for the building industry, especially in terms of energy and en...

One such unique and genuine development for sure is a torpedo. Every torpedo had to pass very difficult testing processes therefore it was necessary to build such facility which enabled simulation of all launch positions. Today, Torpedo launch pad station facility has attribute of cultural good although is rather devastated. Consequently, this paper will give an overview of what should have been done and was not, and an overview of what is being done to salvage and preserve such an important and unique monument of technological activities of Rijeka and its citizens that endures time.

Disproportion that appears in construction practice directs to the need for establishing upper, maximum values indicators. The need for indicators is pointed out by the government of Republic of Croatia in its “General program for construction and reconstruction of public facilities according to public-private partnership” from 2012. The main goal of this paper is to present database of standards for construction, maintenance and utilization of educational system facilities in the Republic of Croatia. Beside the quantitative indicators, it is necessary to define certain qualitative indicators (in term of various technical solutions, materials and other) that would lead to more rational solutions and improved management of government budget. Database is organized in a table form, with technical, functional and quality...

During Campus First Development Phase (2008-2011), four faculties found their place in the campus area with no student accommodation nearby. However, in the fall of 2016, during the Second Development Phase, which began in 2015, the first on-campus-accommodations will be provided to students. Technical and economic aspects are the core during investment planning and decision-making processes, while the user requirements are rarely taken into consideration from the actual end-user, resulting in superficial implementation in developing processes. The aim of this paper is to identify the most important indicators influencing the students' QoL in the city of Rijeka and to give an insight of student needs as an input for better investment planning and modelling of urban ...

One of management problems is to find the best project among several others i.e. to make a prioritization which is consistent and a solution is based on compromise. Prioritization of project proposals deals with complex decision making and is characterized by lots of participants, multidisciplinarity, huge quantities of information, conflicting goals and criteria. In order to cope with such complexity, decision support concept to management of student projects is proposed. The starting point of proposed concept is goal analysis and development of adequate criteria set. Evaluation of criteria importance is based on a set of experts’ opinions processed by AHP method, while all data processing is done by PROMETHEE multi-criteria methods resulting with projects rank-list. This concept contributes to higher quality and more consistent decision- making in prioritization of student projects.

It is conceptualized by the logic of decision support systems and a multicriteria analysis approach. The purpose of the concept is to support setting of implementation priorities for subprojects (construction of new and/or improvement of existing parking) within a SPDP. Analysing the existing and a planned state of parking within the city a goal tree is established. Subprojects are defined accordingly. Objectives from the last hierarchy level within the goal tree are used as criteria for assessment of defined subprojects. Representatives of stakeholders provided criteria weights by application of AHP and SAW methods. PROMETHEE II was used for priority ranking and PROMETHEE V ensured a definition of project’s implementation phases. The result of the presented concept is the implementation plan for such projects. Marine erosion is quite prominent and the recorded cliff retreat between 1966 and 2004 was from 4 to 5 meters. The cliff slopes are formed in talus breccias. Strong waves and formations of wave-cut notches are the main causes of the cliff's instability. The secondary causes are the weathering and erosion of the soil and rocks on the cliff. The slump of the cliff slope can occur in a rock mass with higher strength parameters, where the notches are cut a few meters inward into the toe of the cliff slope. A combined method for the stability analysis of the coastal cliffs was tested ; this incorporates the cantilever- beam model and the structure-from-motion (SfM) photogrammetry. This method can provide highly detailed 3D geometrical data of the cliff, which can then be used in the calculations of the stability model. This is particularly ...

This is particularly important in early project phases without reducing the importance of decision-making throughout the project life-cycle. Fundamental reasons for the existence of decision-making problems in civil engineering arise from: specific conditions of the construction industry (the final products are inseparable from the location, i.e. the location has a strong influence on the building design and its structural characteristics as well as on the technology used during construction), the wishes and attitudes of investors, and the influence of socio-economic and environmental aspects. Therefore, as Marović and Hanak (2017) argued, decision-making can be considered a critical success factor in construction management, as decisions drive projects from start to finish.
