Die Beziehungen zwischen Regierungsakteuren und Medien verandern sich angesichts der Digitalisier... more Die Beziehungen zwischen Regierungsakteuren und Medien verandern sich angesichts der Digitalisierung der politischen Kommunikation. Fur das strategische News Management eroffnen sich neue Handlungsspielraume: Regierungsakteure konnen unter Umgehung der traditionellen Nachrichtenmedien selbst Informations- und Kommunikationsangebote im Internet und auf Social-Media-Plattformen bereitstellen und so eigenes Agenda Building betreiben und Zielgruppen direkt ansprechen. Gleichzeitig spielen die traditionellen Nachrichtenmedien weiterhin eine zentrale Rolle fur die strategische Regierungskommunikation. Inwiefern sich die Beziehungen zwischen Regierung und Medien unter den Bedingungen digitaler Kommunikation verandern und welche Relevanz ‚klassische‘ und ‚neue‘ Kommunikationskanale besitzen, soll in diesem Beitrag auf der Grundlage einer Akteursbefragung sowie einer Online-Inhaltsanalyse dargestellt werden. Im Ergebnis zeigt sich eine Komplementaritat von neuen und alten Medienformen in der Informationsbereitstellung durch die Verantwortlichen der Regierungskommunikation. Der verfassungsrechtliche Informationsauftrag wird als zentrale Leitlinie der eigenen Arbeit beschrieben, wobei etablierte Medien noch immer eine zentrale Rolle spielen, wiewohl ihre zunehmend problematischen Strukturbedingungen betont werden. Die Digitalisierung wird als Chance begriffen, gerade im Hinblick auf die Beschleunigung von Politik und politischer Kommunikation aber auch kritisch betrachtet.

The research method used is pre-experimental research with randomized control group. The research phase involves preparation, execution, and final stage. At the preparatory stage is a preliminary study, RPP preparation, and instrument validation by 4 expert validators. At the implementation stage is done in one high school in Bandung with pretest, the implementation of learning using project based learning with conventional student worksheet (CSW) and SSCW, then given the final test (posttest). The study participants were 22 students of both control class and experimental class in one of high school in Bandung. Lasswell et al., 1952). Accordingly, they and the communications surrounding them are of course considered a subject of political communication research. Studies focus inter alia on the representation of elite discourse in the media (e.g. Bennett, 1990; Kruger, 2013), on the connections between individual elite actors in the fields of politics and the press (e.g. Hoffmann, 2003; Kruger, 2013; Maurer, 2011; B. Pfetsch & Mayerhoffer, 2011) or on the privileged access of corporate elites to the political centre (e.g. A. Davis, 2002).
In der Wissenschaft, den Medien und auch im politischen Feld selbst wird seit langem schon die Fr... more In der Wissenschaft, den Medien und auch im politischen Feld selbst wird seit langem schon die Frage diskutiert, ob das Internet transformative Wirkungen auf die Politik hat und wenn ja, worin und wie diese sich manifestieren. Neue Kommunikationstechnologien verfugen – zumindest in der Theorie – uber grose Potentiale fur eine Offnung der Politik und eine bessere Sichtbarkeit der Wahlerschaft durch Akteure des politischen Systems. Auch die politischen Institutionen der Bundesrepublik scheinen sich, so zumindest der erste Eindruck, diesem Prozess der Digitalisierung politischer Kommunikation nicht zu verschliesen. Aber ist dem tatsachlich so? Auf welche Weise nutzen politische Institutionen neue Kommunikationsmoglichkeiten? Machen sie Gebrauch von deren dialogischen Potentialen, lassen sie z.B. direktes Feedback und Input durch die Wahlerinnen und Wahler zu? Kommt es zu einer blosen Replikation von Offline-Strukturen in der Online-Welt oder etablieren sich neue Kommunikationsmuster? Zur Beantwortung dieser Frage wird eine quantitative Inhaltsanalyse der Aktivitaten staatlicher Akteure im Internet und insbesondere im Web 2.0 vorgenommen. Im Ergebnis zeigt sich eine weit vorangeschrittene Digitalisierung politischer Kommunikation in diesem Bereich, die sich jedoch durch spezifische Anwendungsmuster auszeichnet und oftmals etablierte Offline-Strukturen repliziert. Starker als bei anderen Akteuren dominiert in der staatlichen Sphare distributive Kommunikation, dialogische Potentiale bleiben weitgehend ungenutzt. Die theoretisch beschriebenen Potentiale werden hier kaum umgesetzt.

Political spokespersons seek communicative exchange with high ranking journalists working for leading media outlets to generate favourable coverage for their organisations and a general presence in the public debate. Professional journalists on the other hand seek contact with representatives of focal political organisations to provide a basis for the political coverage of their medium. The arrangement is exclusive and it is potentially beneficial to both sides.
