Las viviendas vacías son un problema social, ya que dificultan las posibilidades de ejercer el d... more Las viviendas vacías son un problema social, ya que dificultan las posibilidades de ejercer el derecho a tener un lugar digno para vivir a otras personas, e implican un uso ineficiente de los recursos habitacionales con los que se cuenta para habitar. Un informe oficial, del Instituto de Vivienda de la Ciudad, contabilizó 138 mil viviendas vacías en la Ciudad Autónoma de Buenos Aires (CABA), mediante una indagación al consumo eléctrico. A su vez, en la ciudad más rica del país, hay 136 mil hogares con déficit habitacional (la mayoría con déficit habitacional cuantitativo compuesto).¿Pueden los gobiernos (nacionales, provinciales o locales) implementar políticas de viviendas para reducir el número de viviendas ociosas? ¿Tiene sentido que existan tantas viviendas vacías y tantos hogares sin vivienda? Aquí se abordarán las posibilidades de políticas públicas y se mostrará la situación actual de viviendas ociosas en la capital argentina, CABA, y en el país.
(English Abstract): Empty houses are a social problem, since they hinder the possibilities of exercising the right to have a decent place to live for other people, and imply an inefficient use of the housing resources that are available to inhabit.

Al acercarme al tema del totalitarismo, una de las preguntas que más me invadían era: ¿ cómo se e... more Al acercarme al tema del totalitarismo, una de las preguntas que más me invadían era: ¿ cómo se explica la pasividad y/o indiferencia de `los del medio´ frente al terrorismo de Estado, la gente que no era (ni quería ser) verdugo ni era víctima ? Esta pregunta implica un recorte del inmenso objeto de estudio llamado totalitarismo, por el cual mi interés se centrará en el terrorismo estatal y en la conducta de los `no oficialistas´, no opositores y no simpatizantes. Profundizando más el campo de análisis podría decir que los individuos en cuestión son: personas que no hicieron nada para cambiar el régimen o para impedir el genocidio, que sabían lo que pasaba, que no estaban de acuerdo, que no aceptaban el régimen (por lo menos al principio), que miraron para otro lado, que dijeron `algo habrán hecho´ o `por algo será´, que eligieron no saber/pensar en lo que pasaba, que prefirieron no ver ni mirar ni enterarse de nada.

trabajo en las coberturas electorales? Se entrevistó a 24 periodistas involucrados en las coberturas de las elecciones presidenciales de 1989 y 2003, descubriendo rutinas desconocidas, sesgos estructurales en su trabajo, y describiendo tipos de negociación con los políticos y sus equipos estratégicos. Los periodistas entrevistados reconocen que negocian y explicitan criterios con
los que distribuyen los espacios en los diarios entre los candidatos. El mayor hallazgo de la investigación es que la prensa argentina emerge como un actor político durante las campañas electorales, ya que prefiere ciertos candidatos.
Está lejos de promover la pluralidad e incluso ignora a algunos candidatos, no sólo por razones ideológicas, sino también por sesgos estructurales.

Esta tesis analiza y compara la cobertura electoral de los principales diarios de la prensa argen... more Esta tesis analiza y compara la cobertura electoral de los principales diarios de la prensa argentina, La Nación y Clarín, durante dos elecciones presidenciales (1989 y 2003), buscando responder centralmente a tres preguntas: a) ¿Algunos candidatos fueron apoyados por los diarios? ¿Cuáles y por qué? ¿Qué tipo de sesgos pueden ser detectados? b) ¿Ha cambiado la relación entre políticos y periodistas durante las campañas electorales en el país? ¿Cómo y cuáles fueron las causas? c) ¿Cuáles fueron las transformaciones de la prensa argentina en el período analizado? ¿Qué factores explican los cambios e inciden en las coberturas electorales? ¿Qué se ve al comparar la cobertura electoral de 1989 en relación con la de 2003? La estrategia metodológica utilizada ha sido el análisis de contenidos de los treinta días previos a cada elección; entrevistas a veinticuatro periodistas y dos jefes de campaña involucrados en alguna de las dos coberturas electorales, y la triangulación de los datos recogidos mediante ambas técnicas mencionadas.

La pregunta de investigación es: ¿ Por qué los jóvenes interesados en política no participan en partidos políticos ? Los jóvenes a los que les interesa la
política son los que más cercanos están de llegar a militar, ya que el interés en la política es la antesala de la participación .
Las hipótesis que se pusieron en juego fueron dos:
1. que la no participación se explica por el miedo a los partidos, a alienarse, dogmatizarse, perder autonomía y capacidad de crítica.
2. que la misma se explica porque la lección de las luchas políticas juveniles de los 70 fue inhibitoria, y se piensa que tras la última dictadura no vale la pena participar en política.
Para responder a nuestras preguntas e hipótesis de trabajo se hicieron 40 entrevistas: 10 a jóvenes militantes en partidos políticos, 10 a jóvenes interesados en política que no participan (ni en
Organizaciones No Gubernamentales ni en partidos ni en asambleas barriales), 10 a jóvenes miembros de ONG’s y 10 jóvenes pertenecientes a asambleas barriales.
