In this framework, stakeholder engagement has received growing attention but is often neglected by the academic community, possibly due to the complexity of a multi-stakeholder approach in knowledge-based policy advice. In this regard, platforms with online mechanisms particularly show promising potential to engage a diverse set of stakeholders, so-called quadruple helix stakeholders, throughout the development of smart specialisation strategies. This report discusses a conceptional approach for promoting stakeholder engagement using online mechanisms for knowledge-based policy advice. Ein Game-Based Learning-Spiel (GBL) im Bauernhofsetting, welches typische unternehmerische Aktivi... more Ein Game-Based Learning-Spiel (GBL) im Bauernhofsetting, welches typische unternehmerische Aktivitaten aus dem Alltag eines Landwirtes beinhaltet, stellt die Ausgangssituation der Untersuchung dar. Eine initiale Analyse dient der strukturalen Medienbeurteilung hinsichtlich der optimalen Verschmelzung von Spiel, Spas, Methodik und Didaktik. Die methodische Vorgehensweise ist sowohl durch eine qualitative als auch durch eine quantitative Spielanalyse eines derzeitigen multimedialen Prototypen gepragt. Wahrend sich die qualitative Betrachtung auf Anforderungsempfehlungen fur multimediale Lernmittel von bisherigen Studien stutzt, fokussiert sich die quantitative Analyse auf das Benutzerverhalten des webbasierten Spiels. Durch erfullte qualitative Merkmale und positive quantitative Ergebnisse wird eine vielversprechende Bilanz hinsichtlich des Impacts des Projektes als adaquates Instrument fur die fruhzeitige unternehmerische Bewusstseinsbildung und -forderung gezogen. Ausgehend von 66.185 Seitenaufrufen spielen von 3.634 eindeutigen Webseitenbesuchern gezielt 147 registrierte Personen regelmasig, welche insgesamt eine Spieldauer von uber 460 Stunden in dem elfmonatigen Untersuchungszeitraum erzielten. Diese Evaluierung stellt ein stabiles Fundament fur die weitere wissenschaftliche Begleitung des unternehmerischen Lernspiels dar, um im weiteren Schritt offene Forschungsfragen fur die fruhzeitige unternehmerische Bewusstseinsbildung und -forderung mittels digitaler Medien zu beantworten. / This paper analysis a digital game-based learning (GBL) pilot project characterized by a farming environment including typical business activities of a farmer as facilitator for entrepreneurship. This initial investigation involves a media assessment regarding the optimal requirements with respect to game enjoyment, flow, methodology, and didactics. The methodological approach is characterized by both a qualitative and a quantitative game analysis of the multimedia prototype. While the qualitative examination is based on recommended requirements for multimedia learning materials from previous empirical studies, the quantitative analysis focuses on the user behavior of the web-based game in an investigation period of eleven months. By fulfilling qualitative characteristics and promising positive quantitative results in terms of impact indicators – 66,185 page views, 3,634 unique website visitors, 147 registered regular players, and 460 played hours – the pilot project is considered to be an adequate instrument for early entrepreneurial awareness and promotion. This evaluation provides a first solid foundation for further research of entrepreneurial GBL.

The existence of research and innovation strategies for smart specialisation (RIS3) was set as a prerequisite for European regions to be eligible for receiving funding for European structural investment funds (ESIF). Today, the focus of European Commission (EC) is to strengthen the sustainability aspect of the smart specialisation approach. It is not enough that regions develop smart specialisation strategy as a one-time effort. Unbekannt war bisher, ob agierende Investoren die Entscheidungsfaktoren in diesem Zusammenhang regional signifikant unterschiedlich gewichten. Die vorliegende Arbeit ging von der Annahme aus, dass es solche regionale Differenzierungen der Marktteilnehmer geben musse. Der Forschungsschwerpunkt ist ein regionaler Vergleich von ausgewahlten Faktoren, welche mittels schriftlicher Umfrageergebnisse von 88 Investoren verglichen wurden. Hierbei wurden die Regionen Westeuropa (WE), Zentral- und Osteuropa (CEE) und die Gemeinschaft unabhangiger Staaten (CIS) betrachtet. Diese Untersuchung untermauert, dass PE-Markteilnehmer nur einige wenige Faktoren abhangig von der Region identifizieren. Abgesehen davon konnte nachgewiesen werden, dass CEE und CIS im Vergleich zu entwickelten Regionen wie WE attraktivere Investmentregionen fur PE darstellen, wobei die Indikatoren der Attraktivitat regional unterschiedlich gewichtet werden. / Over the last decade, the importance of the alternative asset class PE has increased significantly. This work presents the basis comprising existing knowledge as ground for comparison and empirical investigation as evidence to provide a critical debate regarding the deciding factors which market participants use to evaluate performance expectations of PE firms and their portfolio companies in emerging regions. The aim of this paper is to regionally identify and compare the factors of attractiveness that lie at the heart of managing firms of the alternative investment class. The paper analyzes the regional differences in these factors between the region of WE, CEE and the CIS. Within an empirical web-based survey of 1,000 market participants of CEE and the CIS statistical results of 88 survey participants are compared. Overall, CEE appears to be more attractive than WE and CIS for PE investments. However, this work is not able to fully underline the assumption that PE market participants appear to adjust their practices to the specific investment environments in which they operate. In brief, the results present some evidence consistent with the assumptions that individual essential PE factors may be adapted to the region of action.

Based on 426 individuals recruited primarily from Austria, Finland, and Greece, Structural Equation Modeling (SEM) reveals the significant direct and indirect effects of entrepreneurial role models on entrepreneurial intention, mediated by entrepreneurial passion. These effects were found to be stronger following multimedia presentation of entrepreneurial stories, confirming the fruitful spillover effects of the innovative educational use of computers on entrepreneurial intentions among nascent entrepreneurs. The results of a structural equation model based on a sample comprising 426 individuals who were primarily from Austria, Finland and Greece revealed a significant positive influence on perceived entrepreneurial desirability and feasibility. These findings support the argument for embedding entrepreneurial role models in entrepreneurship education courses to promote entrepreneurial activities. This direction is not only relevant for the academic community but also essential for nascent entrepreneurs, policymakers and society at large.

Smart places (cities, districts, neighbourhoods, ecosystems) depend on the way digitalisation disrupts systems of innovation in cities, making it more open, global, participatory and experimental. We argue that the rise and interconnection of various types of intelligence (artificial, human, collective) could bring profound changes in the way smart places are being created and evolve. In this context, cyber-physical systems of innovation are deployed through multiple nodes acquiring digital companions, collaboration is deployed over physical, social, and digital spaces, and actors can use complex methods guided by software and get insights from data and analytics.
