People could share information and learn more about the past due to this digital revolution. Digitization has facilitated online access of museum objects, images and records. It attracts more audience by reaching out for millions who cannot visit a museum physically. People can access museum collections via social media tools and at the same time they are provided the space to share their narratives, which helps to bridge the gap between information rich and information poor. This dynamic change in culture of museums has supported museums not only to preserve the accessed data but for re-use and re-create data in order to boost economies. Sri Lanka is a country which as a rich history. It has many museums in her soil and thousands of valuable artifacts in other countries as a result of colonization. The local researchers always had difficulties to physically visit the world famous museums at least to study artifacts belong to their own past. It is, therefore, extremely important to provide accurate data sets to fulfill the information gap and at the same time supporting to accomplish their novel research by providing required ETDs in time. ETDs expand the creative possibilities that are open to users. It empowers them to convey a richer message by permitting video, sound, and color images to be integrated into their work. Submitting and archiving ETDs help users to understand e-publishing issues and provides greater access to their research. When ETDs replace bound volumes, libraries can save shelf space and also serve more users without increasing staff whether addressing new issues or mapping traditional services and resources to digital resources and electronic services, libraries are in a position to more fully participate in the full cycle of information from creation to access. This has been proved in the library of Regional Centre for Strategic Studies, Sri Lanka and it maintains a rich collection of MA/MSc and PhD theses related to South Asian security studies and international relations.
The research survey in 2015 has proved that the scholarly community of the RCSS has used ETD collection mainly for research and development and education purposes. Most of the users are coming under faculty members and research scholars whom they have used ETDs for research and development while others are postgraduates and undergraduates who used ETDs for educational purposes.
