Die Briefmenge in Deutschland konnte zwischen 2010 und 2020 um bis zu 29 % abnehmen. Fur die Politik stellt sich die Frage, ob unter diesen Bedingungen der Postuniversaldienst, der eine flachendeckende, allen Burgern in gleicher Qualitat zustehende Postdienstleistung garantiert, aufrechterhalten werden kann. Politische Handlungsoptionen eroffnen sich einerseits innerhalb der bestehenden europarechtlichen Rahmengesetzgebung, andererseits sind aber auch ganzlich neue Regulierungsmodelle zu diskutieren, die physische, elektronische sowie hybride Mitteilungssysteme integrieren.

These processes go together with the meaningful structuring of social reality. This also holds for social relations established by force and perpetuated by open repression. The 'meaningful structuring of social reality' by changing ideological configurations during the genesis, reproduction and transformation of Francoism and the assessment of their political relevance are the main topic of this diploma thesis.

The main piece of the empirical re-search on the artificial companion (AC) vision was a survey of AC-researchers from European AC-projects. Further, the scholarly literature and self-descriptions of European AC projects were analyzed. The findings reveal in which respect and to what extent the AC can be regarded a vision, and allow addressing the pending tasks to be completed by Technology Assessment (TA) – the perspective from which this article was written. They are characterized by a low level of formal requirements and are also a suitable tool for individuals and small groups to articulate their interests. Use of the internet within the petitioning process has increased the attractiveness and profile of this fundamental right. However, it is also important to consider how use of the internet will contribute to a change in the petitioning system over the longer term. ABSTRACT If the question is whether there is a parliamentary technology assessment (PTA) unit in ... more ABSTRACT If the question is whether there is a parliamentary technology assessment (PTA) unit in Portugal or Spain, the clear answer is that there is still no such unit at the central state level at the present time, neither in Portugal nor in Spain. The question then has to be modified addressing previous and current efforts to establish PTA and the current framework conditions and opportunities. Practices of PTA are framed here as a democratic innovation in the context of changes in representative democracies. Against this backdrop, the efforts and opportunities to establish PTA in Spain and Portugal are studied. By sketching these developments and outlining the opportunities in these countries, our aim is to contribute to the debate about the likelihood of a new wave of PTA in Europe (Hennen/Nier-ling 2014).

ABSTRACT Biocybernetic adaptation is a new approach to optimizing human–computer interfaces and h... more ABSTRACT Biocybernetic adaptation is a new approach to optimizing human–computer interfaces and human–computer interaction. Bio-signals and, more broadly, vital data of a person are collected and interpreted in real time by a computer in order to trigger its own adaptive processes. The collection of highly sensitive data is thus a necessary condition for the purpose of making the application more user-friendly. Therefore, the most obvious and important social, legal and ethical issues in this kind of application are privacy and data protection. In this research note we report from a technology assessment project for the European Parliament. We provide some conceptual distinctions, highlight the most promising application fields, and discuss privacy challenges and potential regulatory actions to be taken.

The most ambitious e-petition systems allow for electronic submission, make publicly available the petition text, related documents and the final decision, allow supporting a petition by electronically co-signing it, and provide electronic discussion forums. Based on a comprehensive survey (2010/2011) of parliamentary petition bodies at the national level covering the 27 member states of the European Union (EU) plus Norway and Switzerland, the present state of public e-petitioning in the EU is presented, and the relevance of e-petition systems as a means of political participation is discussed.
